Compare cement stocks across three separate questions: what the operating business is valued at, how much financial risk its debt creates, and how much cash remains after running and investing in the business. EV/EBITDA can help frame valuation, but only after you reconcile each company’s EBITDA definition. Debt ratios need to be read alongside interest, maturities and planned investment; cash flow and capital expenditure show whether earnings translate into money available for expansion or debt reduction. No single multiple or leverage threshold identifies the best cement stock.
Why cement stocks need more than a valuation multiple
Cement producers can look inexpensive on an equity-based measure while carrying substantial borrowings, or report strong EBITDA while spending heavily on plants and equipment. That makes a stock comparison a connected analysis: valuation tells you what investors are paying, leverage shows the financing burden, and cash flow tests whether the company can fund its obligations and investment from operations.

The sector’s capital needs make this connection especially important. JSW Cement describes cement as capital-intensive and says its capital spending is funded through a mix of internal accruals and debt, subject to leverage guardrails. Expansion can increase future capacity, but borrowing to fund it also increases financial commitments before the new assets necessarily contribute earnings. A snapshot ratio therefore needs context about the company’s investment plan and operating performance.

A low valuation multiple is a prompt to investigate the business and its risks, not proof that a share is cheap. The same figures can support different conclusions depending on cement capacity and utilization, product and geographic mix, the age and condition of assets, and whether a company is maintaining plants or expanding them.

Set up a like-for-like comparison first
Before calculating any ratios, make sure the companies and periods line up. A comparison can mislead if one figure is for a fiscal year and another for a different reporting period, if one issuer reports consolidated results and another standalone results, or if currencies and business scope differ. Record those choices in the comparison rather than leaving them implicit.
- Period: use the same fiscal period where possible. If periods differ, label the mismatch and avoid presenting the ratios as directly equivalent.
- Market-price date: enterprise value and valuation multiples depend on share prices. Use a common, stated price date for every peer; do not compare one company’s current multiple with another company’s older snapshot.
- Reporting basis: identify currency, consolidated or standalone accounts, and fiscal year. Check whether EBITDA includes businesses beyond cement, such as related materials or other operations.
- Operating context: record cement capacity, utilization or sales volume where disclosed, as well as geographic and product mix. These affect the relevance of a simple company-wide earnings comparison.
- Definitions: use each issuer’s stated definitions for net debt, recurring EBITDA, free cash flow and other adjusted measures, then explain material differences.
For a company-by-company worksheet, capture the market-price date, market capitalization, cash, borrowings, enterprise value, revenue, cement sales or capacity context, reported and reconciled EBITDA, EBITDA margin, EV/EBITDA, P/E, operating cash flow, capital expenditure, net debt/EBITDA, and interest expense or coverage. Add major acquisitions, disposals and exceptional items because these can change both the numerator and denominator of a ratio.
How to value a cement company
Start with enterprise value and EV/EBITDA
Enterprise value (EV) is a way to assess the value of the operating business while taking financing into account. A common simplified calculation is market capitalization plus debt, less cash. For a published comparison, verify how the company or data provider treats cash, borrowings and other relevant claims; use the same convention for every peer. Then divide EV by a consistently defined EBITDA measure to calculate EV/EBITDA.

EV/EBITDA is useful because the enterprise-value numerator reflects debt as well as equity value, whereas a share-price-only measure does not. It is not a complete valuation verdict: EBITDA excludes interest, taxes, depreciation and amortization, and companies may adjust it differently. A producer with large capital needs can also have a high multiple for reasons that a simple EBITDA comparison does not explain.
Reconcile EBITDA before using it
Do not treat two measures called EBITDA or adjusted EBITDA as automatically equivalent. Cementos Pacasmayo’s 2025 Form 20-F, filed with the SEC, describes EBITDA as a non-IFRS measure, gives the company’s own calculation, and warns that similarly named measures may not be comparable across cement companies. Its reconciliation includes adjustments for finance income and costs, taxes, depreciation and amortization, and exchange differences. Those items can materially change the figure used as the denominator.
For each peer, record the reported measure and inspect its reconciliation to audited financial statements. Ask what is adjusted, whether an item is recurring or unusual, and whether the adjusted figure excludes costs that are economically relevant. Where possible, compare EBITDA with operating profit and net profit so that the gap caused by depreciation, financing, tax and adjustments remains visible. Pacasmayo’s filing cautions that EBITDA, EBITDA margin, adjusted EBITDA and adjusted EBITDA margin should not be used as alternatives to profit or operating profit, as measures of operating performance in place of those measures, or as alternatives to operating cash flow or measures of liquidity.

Use other valuation measures as cross-checks
P/E compares market capitalization with net income, so it includes the effects of interest, depreciation, tax and exceptional items that EBITDA excludes. That can make P/E a useful counterpoint when companies have different debt burdens or asset depreciation, but a temporarily depressed or unusually high net profit can distort it. Look at the earnings period used and identify one-off items rather than assuming the ratio captures a normal year.

Cash-flow yield can be informative only when its numerator is clearly defined—for example, operating cash flow or free cash flow—and calculated consistently. These measures answer different questions; no one should be substituted for another without explaining what is included.
Read debt as a set of risks, not one ratio
Net debt is generally calculated as borrowings less cash and cash equivalents, but verify the issuer’s own definition and any exclusions. Net debt/EBITDA compares that financing burden with an earnings measure; it is a useful screening ratio, not a universal safe-or-unsafe line. It can worsen if earnings fall, if borrowing rises to fund expansion, or if a company’s EBITDA includes adjustments that do not reflect recurring operations.

Review the ratio together with:
- Gross debt and cash: understand the amount of borrowing as well as the reported net figure. Cash on the balance sheet is not necessarily freely distributable if working-capital needs, debt restrictions or committed capital spending apply.
- Interest expense and coverage: check the cash and accounting cost of debt and whether operating earnings comfortably cover interest. State the numerator used for any coverage calculation; definitions vary.
- Maturities: identify when debt falls due and whether repayment or refinancing needs cluster in a particular period.
- Currency exposure: establish the currencies in which borrowings and obligations are denominated and whether the company reports exchange effects.
- Capital spending plans: consider planned maintenance and expansion expenditure together with debt. A favorable current leverage ratio may not persist if new borrowing is required.
- Earnings sensitivity: test how the ratio would change if EBITDA weakened. A ratio based on a strong period can make leverage look more manageable than it would under lower earnings.
Company policies can supply context but should not be turned into general rules. Dalmia Bharat’s FY 2024-25 report states an objective of maintaining net debt/EBITDA below 2.0x while funding expansion through a mix of internal accruals and debt. That is Dalmia Bharat’s stated objective, not an independently established safety threshold for cement companies.
| Issuer example | Reported leverage figure | How to interpret it |
|---|---|---|
| JSW Cement, FY 2025-26 | Net debt of ₹3,635 crore and net debt/TTM EBITDA of 2.72x as at 31 March 2026 | A dated company-specific snapshot; it is not a sector benchmark or an investment recommendation. |
| Dalmia Bharat, FY 2024-25 | Objective of maintaining net debt/EBITDA below 2.0x | An issuer policy objective, not a universal cutoff. The period and denominator definition should be checked before comparing it with another company’s reported ratio. |
The two figures are not a direct ranking: one is a reported ratio at a specified date and the other is a company objective in a different fiscal year. Compare actual results on aligned dates and definitions before drawing conclusions.

Trace earnings into cash
EBITDA is not cash available to repay debt, invest or distribute to shareholders. To test cash generation, follow the cash flow statement from operating cash flow through investment and financing. This shows whether reported operating earnings are translating into cash and what claims on that cash compete with expansion or shareholder returns.
Best Value
Check operating cash flow and working capital
Start with cash flow from operations and examine movements in working capital. Changes in receivables, inventory and payables can make operating cash flow diverge from profit for a period. Compare cash conversion across the same fiscal periods and investigate large movements rather than assuming they are permanent. Also note cash interest and tax payments: these affect the amount left after operations even though EBITDA excludes interest and tax.
Separate maintenance from growth capital spending
Subtracting capital expenditure from operating cash flow gives a useful cash-generation view, but the result depends on what the company counts as capex and what the analyst includes. Separate investment needed to maintain existing plants from investment to add capacity when the disclosures permit. Maintenance capex preserves the existing asset base; growth capex funds expansion. If an issuer does not disclose a reliable split, say so rather than estimating one as fact.
Holcim’s 2024 Integrated Annual Report defines CapEx and net CapEx in terms of cash spent to maintain or expand the asset base, and describes net financial debt/recurring EBITDA as an indicator of financial risk. This is a reminder to inspect each issuer’s own definitions: a label such as net capex or recurring EBITDA does not by itself guarantee consistency with another company’s measure.
Then ask what the cash is being used for: sustaining plants, funding growth, reducing debt or supporting shareholder returns. An issuer’s cash balance or stated debt status cannot answer that question alone. ACC’s FY 2025-26 annual report page presents revenue, sales volume, EBITDA margin, cash, assets and debt status together; those operating and balance-sheet details provide context, but a stated zero-debt position does not replace checking cash-flow needs and planned capital spending.
Build the comparison and explain the trade-offs
- Choose the peer set and period. State the geography, companies, fiscal year, reporting currency and consolidated or standalone basis. If periods do not match, state the limitation alongside the figures.
- Fix a share-price date. Collect market capitalizations for the same date and use that date throughout the valuation comparison.
- Calculate enterprise value consistently. Record cash and borrowings, state the formula and note any relevant exclusions or differences in company definitions.
- Reconcile operating earnings. Present reported EBITDA and material adjustments, then calculate EV/EBITDA using the defined measure. Keep reported and adjusted values distinguishable.
- Add complementary ratios. Include P/E or EV/sales only with the earnings or sales period and calculation basis. Add cash-flow measures only after defining their numerator and investment treatment.
- Assess debt capacity. Compare net debt/EBITDA alongside gross debt, cash, interest burden or coverage, maturities, currency exposure and planned capex.
- Explain cash uses and business context. Review operating cash flow, working-capital effects and capex. Add capacity, volume, mix and major corporate actions that influence comparability.
- Describe separate trade-offs. Say which company appears lower-priced on the stated measure, which has more balance-sheet exposure, and which converts operations into cash more effectively—without collapsing the evidence into a single unsupported winner.
A useful comparison table should put the assumptions next to the figures. For each company, include market-price date, market capitalization, cash, borrowings, enterprise value, fiscal period and currency, revenue, cement volume or capacity context, reported and reconciled EBITDA, margin, EV/EBITDA, P/E, operating cash flow, maintenance and growth capex if disclosed, free-cash-flow definition, net debt/EBITDA, interest expense or coverage, and major acquisitions, disposals or exceptional items. For any unavailable figure, state that it is not stated by the issuer rather than filling the gap with an estimate.
Common comparison mistakes
- Ranking on EV/EBITDA alone: this can conceal different EBITDA adjustments, capital requirements, interest burdens or operating mixes.
- Calling a low multiple cheap: a multiple is a market snapshot, not a forecast or valuation conclusion. Investigate why the valuation differs and what earnings base it assumes.
- Mixing dates or periods: market-price multiples and leverage ratios change; mismatched dates and fiscal periods can create a false ranking.
- Treating reported cash as spare cash: operating needs, debt conditions and committed projects can limit how much is available to distribute or repay debt.
- Using a company target as a sector rule: an issuer’s leverage objective reflects its own policy and circumstances, not a universal standard.
- Equating EBITDA with cash: interest, tax, working capital and capex all intervene between EBITDA and cash available to investors or creditors.
A practical conclusion for investors
Use valuation to frame what the market is pricing, leverage to identify the claims and risks attached to financing, and cash flow to judge how much flexibility the business actually generates. A persuasive comparison makes the calculation conventions visible, uses aligned dates and periods, and explains what investment and operating differences sit behind the ratios. It can clarify trade-offs between cement producers; it cannot, without further evidence and a defined investment horizon, establish a universal best stock, target price or forecast.
