To compare cement companies fairly, align the reporting period, business scope, geography, and metric definitions before ranking their operating margins, capacity utilization, or debt. A shared label does not guarantee a shared calculation: EBITDA margins may be issuer-defined, utilization may refer to cement, clinker, or grinding capacity, and debt ratios can use different formulas. The most useful comparison preserves each company’s reported measure and explains what it does—and does not—show.
Start with a consistent comparison worksheet
Use audited financial statements and annual reports as your starting point. Create one row per company and record both the reported value and the details needed to interpret it.

| Company | Operating margin | Capacity utilization | Debt or leverage | Definition and period | Geography, scope, and notes |
|---|---|---|---|---|---|
| Company name | Reported percentage and exact profit measure | Reported rate and production stage | Reported amount or ratio, using issuer’s label | Formula or definition; fiscal or calendar period | Country or market; plant, segment, or consolidated scope; relevant context |
Keep the issuer’s own measure distinct from any common measure you calculate. If you derive a comparable figure, use disclosed financial-statement line items and show a supportable calculation. If the filings do not provide enough information to reconcile definitions, label the measures separately rather than implying they are directly comparable.

First identify what “operating” means in the filing and which sales or revenue figure forms the denominator. Operating margin may refer to operating income divided by revenue; an EBITDA margin uses EBITDA divided by a stated revenue measure. EBITDA itself may be adjusted differently by each issuer, so two percentages with the same name are not automatically like-for-like.

Cemex reported an Operating EBITDA margin of 19% in both 2024 and 2025 in its 2025 Form 20-F. The company cautions that its Operating EBITDA “may not be comparable to other similarly titled measures of other companies.” Treat this as a company-specific reported result, not an industry benchmark or a basis for ranking peers without reconciling definitions. Cemex 2025 Form 20-F
- Record the exact profit measure, including whether it is adjusted.
- Record the denominator—such as revenue or net sales—and whether the filing defines it differently.
- Check whether the calculation and presentation are consistent across the years being compared.
- Keep currency and reporting period aligned when comparing financial amounts or trends.
How to compare capacity utilization
Check which production stage the rate describes before comparing percentages. Cement, clinker, and grinding capacity are not interchangeable. Also verify whether the measure covers a particular plant, a segment, or the consolidated company; the period used; and how installed capacity is defined.
Cementos Pacasmayo defines utilization as production during the specified period divided by installed capacity for that period, and reports cement and clinker rates separately. Its disclosures explain that clinker utilization was affected by annual production planning and scheduled maintenance, while the company used clinker stored from earlier periods. A lower rate therefore cannot, on its own, establish weak demand or poor operating execution. Cementos Pacasmayo 2025 Form 20-F and 4Q25 operating results

Published figures illustrate why the production stage and source matter:
Rank #3
- Used Book in Good Condition
- China: China Shanshui Cement Group’s 2024 annual report cites Digital Cement preliminary statistics estimating clinker capacity utilization in China at 53% in 2024, down six percentage points from 2023. This is an attributed industry estimate, not a company-specific utilization rate. China Shanshui Cement Group 2024 annual report
- JSW Cement: Its FY 2024–25 Integrated Annual Report reports grinding capacity utilization of 62.89%. This is a company-reported grinding-capacity indicator; it should not be treated as a kiln, clinker, or cement utilization rate without evidence that the measures share a basis. JSW Cement Integrated Annual Report 2024–25
Interpret utilization alongside the company’s explanation of demand, maintenance, inventory movements, and production scheduling. A rate is a description of capacity use for a specified basis and period, not a standalone efficiency score.
How to compare debt and leverage
Preserve the exact debt label and formula from each report. Gross debt, net debt, net gearing, and other leverage ratios describe different things. For a ratio, record its numerator and denominator; for a debt balance, note the reporting date and whether cash or other items are netted against it.
Rank #4
Cementir Holding defines its net gearing ratio as net financial debt divided by adjusted equity and presents liquidity and cash-flow indicators alongside leverage measures. This is Cementir’s definition, not a universal formula to apply to other issuers. Verify each peer’s calculation in its own report. Cementir Holding Annual Report 2025
Read leverage together with liquidity and cash flow. These indicators add context about near-term funding and the company’s ability to generate cash; a single debt ratio cannot provide that picture by itself.

Make the peer comparison fair
Before drawing conclusions, align the comparison on the following dimensions and call out differences that remain:
- Period: Compare the same fiscal or calendar period, and distinguish year-end debt from full-period operating measures.
- Geography: Note the markets in which the companies operate. Local market conditions can affect margins and utilization.
- Business scope: Establish whether a figure is plant-level, segment-level, or consolidated, and whether it covers cement, clinker, or grinding.
- Metric definition: Preserve issuer-defined margin and leverage formulas; do not assume similarly named measures match.
- Source type: Separate company-reported operating data from an industry estimate, and retain the estimate’s preliminary qualification where applicable.
No universal sector benchmark or aligned cross-company dataset is established by the figures cited here. They illustrate different kinds of disclosures, not a global ranking. A defensible comparison makes the basis visible and limits its conclusion to what the figures support.
