How to Compare Broadband Plans: Total Cost, Speed, Data Caps, and Contracts

Use the FCC map to screen providers at your address, then compare each plan’s label for full costs, typical speeds, data terms, and contract conditions.

To compare broadband plans in the US, first check which providers report serving your exact address, then compare each eligible plan’s broadband consumer label—not just its advertised monthly price. Look at monthly and upfront costs, typical download and upload speeds, latency, data allowance and consequences, contract length, and early termination fees. Provider availability and terms vary by location and can change.

1. Check which services are available at your address

Start with the FCC National Broadband Map. Search your service address to see providers that report serving it, the fixed technologies they report—fiber, cable, DSL, satellite, or fixed wireless—and maximum advertised download and upload speeds.

As an Amazon Associate I earn from qualifying purchases.

Treat the map as a screening tool, not confirmation that a provider will install service or that a specific plan is currently offered. Confirm serviceability and current plan terms with the provider. The FCC says users can challenge map information they believe is wrong.

Keep the map’s maximum advertised speeds separate from the plan label’s typical speeds. They describe different things: the map helps you assess reported availability, while the label gives plan-level performance information.

  • Powerful Dual-Core 900MHz Processor – Handles multiple data streams simultaneously for reliable performance across your devices. Ensures smooth streaming, online gaming, and video conferencing without buffering or lag.

2. Compare the full cost, not just the monthly headline price

Open the current broadband consumer label for each plan and record its monthly price and fees. Check whether the displayed price is introductory, how long that rate lasts, and what the price becomes afterward. Add relevant one-time charges and equipment costs before comparing offers.

Some passthrough fees may be presented as an aggregate rather than as separate line items. Read the fee explanation to understand which charges apply and whether a stated amount is a maximum or specific to your location. A low base price does not necessarily represent the full monthly bill.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5) | Dual Band Wireless Internet, Gigabit, Easy Mesh, Works with Alexa - A Certified for Humans Device
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

Account for equipment

Check whether the provider charges a recurring rental fee for a modem, router, or gateway, and whether it permits compatible customer-owned equipment. If buying your own device is allowed, compare its upfront cost with the rental charges over the time you expect to keep the plan. Confirm compatibility with the provider; do not assume a router can replace equipment the provider requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The FCC’s 2022 order notes that choosing to rent or purchase equipment can change upfront or monthly charges. The relevant choice depends on the provider’s requirements and the cost over your expected service period.

  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.

3. Compare typical speeds and latency for each plan

Use the plan label to compare typical download speed, typical upload speed, and latency. Download performance matters for activities such as receiving video or files; upload performance matters for sending large files and video calls. Latency is also relevant for activities that are sensitive to delay. Consider how many people and devices use the connection at the same time, rather than assuming one speed tier suits every household.

Do not substitute the FCC map’s maximum advertised speeds for the plan’s typical figures. The map reports maximum advertised availability speeds; the label provides typical performance for the plan. Both can inform your decision, but they are not interchangeable.

  • COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.

4. Check the data allowance and what happens when you reach it

Record the allowance, if one is stated, and read the plan-specific terms for what happens at the threshold. Possible consequences may include an overage charge, reduced speed, deprioritization, or another policy. Do not assume every plan has a cap or that every capped plan handles it the same way.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The consumer label identifies data allowance as a comparison field. Use the provider’s current terms to determine the practical effect for the plan you are considering.

5. Read the contract and exit terms

Check whether the plan requires a contract, how long it lasts, and whether an early termination fee applies. Record the fee and any conditions in the plan label and contract. If the offer has an introductory rate, compare its duration and later price alongside the contract period so you can see how the costs and commitment line up.

6. Put eligible plans side by side

After confirming availability, use a comparison table to keep the same fields for every plan. For details not provided in the label or terms, write “not stated” and identify the provider source you checked rather than filling in a guess.

What to compare What to record
Monthly cost Monthly price, included monthly fees, introductory rate and duration, and the later rate
Upfront cost Installation or other one-time charges, equipment purchase, and any required deposits or other stated charges
Equipment Rental cost, whether customer-owned equipment is permitted, and confirmed compatibility
Performance Typical download speed, typical upload speed, and latency from the plan label
Data Stated allowance and the consequence, if any, of reaching it
Commitment Whether a contract applies, its duration, and any early termination fee

There is no universally best plan in these comparison criteria. The right choice depends on which services are actually available at your address, your household’s needs, the full cost, and how much you value flexibility versus price and performance. The FCC’s 2022 order describes providers as offering plans with different rates, contract terms, speeds, and data allowances to meet customers’ needs.

What to know about the current FCC broadband label rules

The FCC’s final rule, published in the Federal Register on August 13, 2026, allows a provider to use a clearly identified link or icon near an advertised plan instead of displaying the full label inline. The link must lead directly to the plan label or to a page where the plan is immediately identifiable, without further navigation, entering an address, or searching. If you do not see the full label beside an offer, look for that link or icon.

The rule also permits specified passthrough fees to be shown in aggregate. For telephone sales, representatives must summarize material plan fields conversationally rather than read the label verbatim. The required summary includes monthly price inclusive of monthly fees, any introductory price and its duration, typical download and upload speeds, latency, data allowance, contract duration when applicable, and early termination fees when applicable. Accessibility and language requirements remain in place. Verify the offer in its label and provider terms rather than relying on a sales summary alone.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
