The most reliable way to compare bank stocks is to use return on equity (ROE), price-to-book (P/B), and credit-quality evidence together. ROE shows how effectively a bank uses shareholder capital, P/B shows what investors pay for each unit of accounting equity, and credit measures indicate whether loan problems could reduce future earnings or book value. A low P/B ratio is not automatically a bargain: it may reflect weak expected returns or concern about asset quality.
This framework helps you make consistent, evidence-based comparisons without treating any single ratio as a buy or sell signal.

What the three measures tell you
Each measure answers a different question. ROE addresses profitability, P/B addresses market valuation, and credit quality tests the durability of both. Looking at only one can produce a misleading ranking.

|---|---|---|
| ROE | How much net income does the bank generate from average equity capital? | One-time gains or losses, unusual expenses, changes in capital, and mismatched reporting periods |
| P/B | How does the market value compare with accounting book equity? | Expected profitability, loan quality, the value of customer relationships, and confidence in reported assets |
| Credit quality | Could borrower problems and expected losses damage earnings or equity? | Nonperforming loans, provisions or reserves, charge-offs, loan mix, and concentration |
The objective is not to find the bank with the highest ROE or the lowest P/B in isolation. It is to determine whether the price is reasonable for the bank’s sustainable profitability and the risks embedded in its loan book.

ROE: measure profitability on a comparable basis
Definition and calculation
The Federal Reserve defines ROE as “net income divided by average equity capital.” Average equity matters because a bank’s equity can change during the period through retained earnings, share issuance, buybacks, acquisitions, or other balance-sheet changes. Using ending equity for one bank and average equity for another can distort the comparison.
When comparing banks, write down the exact period and definition used for every ROE figure. A latest-quarter figure that has been annualized is not directly comparable with a full-year ROE unless you normalize the periods. A trailing-four-quarter figure and a calendar-year figure also need to be identified separately.
How to interpret a high or low ROE
A high ROE can result from strong recurring earnings, but it can also be lifted temporarily by an unusual gain, a tax benefit, a release of reserves, or a smaller equity base. A low ROE may reflect weak margins, elevated operating costs, credit losses, excess capital, or a temporary charge. Read the bank’s filing and performance discussion to identify the drivers before treating the number as durable.
As dated sector context, the Board of Governors of the Federal Reserve System reported aggregate bank ROE of about 11.2 percent at the end of 2025. The same report gave aggregate return on average assets of about 1.1 percent. These are industry-level observations for that date, not a universal target and not an estimate for any individual bank.
Questions to ask after calculating ROE
- Is the figure for the same period and calculated on the same basis as the peer figures?
- Did net income include material gains, losses, restructuring costs, tax effects, or reserve changes that may not recur?
- Is the bank’s equity base unusually small or changing rapidly?
- Does the bank’s business mix explain a different normal ROE from that of a diversified peer?
- Do credit trends support the earnings, or could future provisions reduce the apparent return?
P/B: value the market assigns to book equity
What P/B measures
Price-to-book compares the market price of a share with the bank’s book value per share. A ratio above 1 means the market values the shares above accounting book value; a ratio below 1 means the market values them below book value. The ratio is useful because a bank’s balance sheet is central to its business, but book value is not the same as liquidation value or guaranteed future earnings.
Bank relationships with borrowers and depositors can create economic value that is not fully represented by the balance-sheet book amount. Conversely, doubts about asset quality can make investors question whether reported book value will be preserved. Expected profitability therefore affects the multiple investors are willing to pay.
Why a discount to book needs an explanation
A low P/B should prompt investigation rather than an automatic “cheap” label. The market may be discounting the bank because it expects weak future ROE, higher funding costs, loan losses, dilution, or other pressure on equity. The Bank for International Settlements (BIS) analysis of bank price-to-book ratios found that nonperforming loans generally depress P/B, while ROE is positively associated with P/B. In practical terms, a bank with stronger expected returns and cleaner assets can command a higher multiple, while a bank facing credit concerns can trade below book even when the reported book value appears large.

Make the denominator consistent
Use the same book-value concept across peers. Differences between common equity, tangible common equity, and total equity can materially change P/B. If one source uses a period-end book value and another uses an average or a later balance, the apparent discount or premium may be an artifact of timing. Record the date of the share price and the date of the reported book value before ranking banks.

Credit quality: test whether earnings and book value can hold
Credit quality is the risk check behind the other two ratios. A bank can report an attractive ROE and a low P/B while deterioration in its loan portfolio is still developing. Review several indicators together instead of relying on a single headline ratio.
Nonperforming loans
Track the level and direction of nonperforming loans (NPLs). A rising NPL trend can signal borrower stress and may lead to higher provisions, charge-offs, or reduced future income. Compare the trend over multiple reporting periods and against banks with similar business models. The Federal Reserve includes nonperforming loans in its banking-condition reporting, and BIS analysis links higher NPLs with lower bank P/B ratios.
Loan-loss provisions and reserves
Provisions are expenses recognized for expected credit losses; reserves are the balance-sheet amounts set aside against those expected losses. A provision spike can reduce current earnings, while a reserve release can temporarily increase them. Examine whether reserve levels and provision changes are consistent with the direction of NPLs and the composition of the loan book. A favorable ROE driven by reserve releases deserves a different assessment from one supported by recurring operating income.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteCharge-offs
Charge-offs reflect loans that the bank has determined are unlikely to be collected and removed from the balance sheet. Review gross and net charge-off trends where the bank reports them, and compare the timing with provisions and NPLs. Charge-offs that accelerate after a period of rising delinquencies can confirm that earlier credit stress is becoming realized loss.
Loan mix and concentration
Look beyond aggregate credit ratios to the types of loans the bank holds. Exposure concentrated in one industry, geography, borrower group, or collateral type can create a different risk profile from a diversified peer even when headline NPL figures look similar. Bank reports may disclose concentrations and portfolio categories; use those disclosures to identify risks that an overall ratio can hide.
Why a low P/B does not automatically mean a bank is cheap
A P/B discount can represent an opportunity only if the bank can produce acceptable returns without consuming its equity through future losses or dilution. The market may be pricing in a permanently lower ROE, a temporary downturn, or uncertainty about asset values. Distinguishing those cases requires evidence about earnings quality and credit trends.
Use a three-part question:
- What ROE is the bank earning on a consistent, comparable basis?
- What ROE does the market appear to expect, given the P/B multiple and the bank’s outlook?
- Do NPLs, provisions, reserves, charge-offs, and loan concentrations support or undermine that outlook?
A low P/B paired with improving, repeatable ROE and stable credit indicators deserves a different investigation from a low P/B paired with falling ROE and worsening NPLs. Neither pattern is an automatic recommendation; each tells you what to verify next.

- Use the same book-value definition and share-count basis when calculating P/B.
- Note differences in geography, interest-rate exposure, funding structure, and concentration.
- Keep the comparison set stable long enough to observe trends rather than selecting peers after seeing the result.
If two banks cannot be aligned on period or definition, present the mismatch explicitly and avoid ranking them as though the figures were directly comparable.
A step-by-step comparison workflow
- Define the comparison date. Choose a common market-price date and the latest financial reporting period available for every bank. Record whether each metric is quarterly, trailing-period, or annual.
- Collect the reported equity and earnings data. Calculate or verify ROE using net income and average equity capital under a consistent definition. Read the performance discussion for unusual items.
- Calculate P/B consistently. Divide the share price by the selected book value per share, using dates and equity definitions that match across the set.
- Review credit indicators. Gather NPLs, provisions or reserves, charge-offs, and loan-mix disclosures. Look for direction over time, not just one period.
- Connect the ratios. Ask whether the P/B multiple fits the bank’s sustainable ROE and whether credit trends could change that ROE or reduce book value.
- Verify with primary reports. Confirm important figures in the bank’s filing and official institution-level data before drawing a conclusion. Keep a record of source dates and definitions.
Where to obtain institution-level evidence
Federal Reserve banking-condition reporting
The Board of Governors of the Federal Reserve System’s Banking System Conditions report, issued in June 2026, defines ROE and provides sector context on profitability, credit, and market indicators. Use it for definitions and aggregate perspective, not as a substitute for a bank’s own disclosures.
FDIC Quarterly Banking Profile
The FDIC Quarterly Banking Profile for the first quarter of 2026 provides bank earnings, loan and deposit activity, asset-quality information, time series, and performance tables. The profile page states that it was last updated May 27, 2026. Its industry data can help you frame a bank’s results, while institution-specific reports are needed for an individual stock.

FDIC institution data tools
FDIC data tools provide comprehensive financial reports and historical data for insured institutions. Use them to retrieve institution-level figures, verify trends, and maintain a consistent data series rather than relying on a single headline ratio from a market website.
How to judge whether ROE is repeatable
Break the reported return into its underlying earnings story. Start with the bank’s stated net income, then identify items that are unlikely to recur. A reserve release, asset-sale gain, litigation settlement, restructuring charge, or unusual tax effect can make one period look unlike the bank’s normal earning power.
Next, examine whether the equity base changed. A buyback can raise ROE by reducing equity, while a capital raise can lower it even if operating income is unchanged. Neither effect necessarily indicates a change in the quality of the franchise.
Finally, compare the earnings pattern with credit indicators. If ROE rises while provisions fall and reserves are released, determine whether that reflects genuinely improved credit conditions or simply a reversal of earlier caution. If NPLs or charge-offs are rising, treat current profitability as less secure until the bank explains the divergence.

How to connect P/B with profitability
Use P/B as a market-implied assessment of the bank’s assets and future earning power. A premium to book is easier to understand when the bank produces a durable ROE and maintains credit quality. A discount can be rational when investors expect returns below the bank’s cost of equity, question the quality of assets, or anticipate losses that will reduce book value.
Do not infer a precise expected return from P/B alone. The sources do not establish a universal “good” P/B or ROE cutoff. Instead, compare the bank with close peers and trace the reasons for the difference. If one bank trades at a higher multiple, identify whether the gap is explained by stronger recurring earnings, better asset quality, more diversified loans, or a business model that deserves a different benchmark.

What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- NPL direction: rising, falling, or stable over the periods you selected.
- Provision and reserve behavior: whether expense and reserve balances move consistently with observed borrower stress.
- Charge-off pattern: whether realized losses are accelerating, receding, or concentrated in a particular portfolio.
- Loan composition: major categories and any material concentrations disclosed by the bank.
- Management explanation: the stated causes of changes and the assumptions behind expected-loss estimates.
- Peer context: whether the pattern is specific to the bank or visible across comparable institutions.
This worksheet prevents an attractive ROE or P/B statistic from crowding out the evidence about what could change it.
Interpreting common combinations
| ROE pattern | P/B pattern | Credit evidence | What to investigate |
|---|---|---|---|
| Strong and repeatable | Premium to book | Stable NPLs, provisions, reserves, and charge-offs | Whether the premium is justified by durable advantages and whether the peer set is comparable |
| Strong but affected by unusual items | Low or near book | Mixed or changing | How earnings look after removing unusual items and whether credit costs are about to normalize upward |
| Weak or declining | Discount to book | Rising NPLs or charge-offs | Whether the discount reflects expected losses, a permanently lower earning capacity, or a temporary problem |
| Moderate and stable | Near book | Stable but concentrated loan exposure | Whether concentration creates a risk not visible in current aggregate ratios |
These combinations are investigation paths, not automatic ratings. The same pattern can have different implications depending on the bank’s business model, reporting period, and disclosed assumptions.
Common comparison mistakes and fixes
Comparing mismatched periods
Using one bank’s latest-quarter annualized ROE against another’s full-year ROE can create a false winner. Fix this by converting the set to a common period or presenting each figure with its period clearly labeled.
Treating a single ROE as normal
One quarter can include unusual income, expenses, or reserve movements. Fix this by reading the bank’s explanation and checking earlier periods before judging durability.
Calling every P/B discount mispricing
A discount may reflect expected weak returns or credit concerns. Fix this by identifying what assumption would have to be wrong for the discount to close, then test that assumption against filings and asset-quality trends.
Best Value
Ignoring loan concentrations
Aggregate NPL data can hide a large exposure to one sector or region. Fix this by reviewing loan composition and concentration disclosures.
Using industry averages as targets
The Federal Reserve’s approximately 11.2 percent aggregate bank ROE at the end of 2025 describes the sector at that date. It is not a required return for every bank. Fix this by using sector figures as context and comparing each institution with appropriate peers.
Relying on secondary summaries
Market summaries can omit definitions or lag new filings. Fix this by confirming material figures in the bank’s filing, FDIC institution data, the FDIC Quarterly Banking Profile, or the FFIEC Uniform Bank Performance Report.
Set a monitoring plan after the initial comparison
A comparison is not finished when the first spreadsheet is complete. Revisit the same measures each reporting period and preserve the prior definitions so that changes are meaningful.
- Update ROE and annotate unusual income or expense items.
- Refresh P/B using a clearly dated market price and the latest consistent book value.
- Record NPLs, provisions or reserves, and charge-offs as new data arrives.
- Note changes in loan mix, concentrations, capital, and funding that could alter risk.
- Recheck whether the original explanation for a premium or discount still fits the evidence.
Consistent collection is more informative than switching definitions whenever a ratio moves in an unfavorable direction.
Limits of the framework
ROE, P/B, and credit-quality measures do not capture every factor that can affect a bank stock. They can be distorted by different reporting definitions, business mixes, unusual items, and rapidly changing conditions. The sources support using the indicators together, but they do not provide a universal numerical screening threshold or an individualized buy-or-sell conclusion.
Use the framework as an educational process: compare like with like, investigate the reason for every valuation gap, and verify the bank-level evidence before making any investment decision.
