Compare asphalt paving contractors against the same written scope—not just the total on each quote. Check relevant experience, required qualifications, the proposed crew and equipment, quality-control and testing plans, schedule, and contract terms. Then reconcile every bid line by line so you can see what each price actually covers. Requirements vary by owner and location, so use the project’s governing specifications and local rules.
Start with one scope for every bidder
First identify the work: a public road, private access road, parking lot, loading area, or another commercial surface. Give every contractor the same plans, specifications, quantity information, site conditions, operating constraints, and bid instructions. Include traffic and access needs, required work windows, phasing, and the completion date.

If design details or quantities are uncertain, tell bidders how to state assumptions and how changes will be measured and paid. Ask each contractor to list exclusions, allowances, and deviations from the scope. Otherwise, a low total may simply reflect less work.

Verify relevant experience and capacity
Request a short list of completed jobs comparable in project type, scale, traffic or operating constraints, and paving method. For each, ask for the owner’s contact details, completion date, relevant project scale, the contractor’s actual scope, and the project lead’s name. Contact references about schedule performance, communication, change management, defects or callbacks, and closeout records.
For agency work, check the owner’s current prequalified or approved lists and relevant work classes. Qualification systems differ: Queensland’s National Prequalification System assesses technical, managerial, and financial capacity for road and bridge contracts and has asphalt-specific materials; TxDOT describes qualification levels, bidding capacity, and requalification requirements in its contractor prequalification guidance. Arizona DOT also lists experience, financial information, equipment, and a maximum prequalification amount among its prequalification materials. These are jurisdiction-specific examples, not qualifications that automatically transfer to another owner or location.

Assess the proposed team and execution plan
Ask who will manage the work day to day, who is responsible for quality control, and which staff, subcontractors, and equipment are committed to the job. Check that the proposed production and paving arrangements suit the site, quantities, and schedule. Ask the bidder to identify critical subcontractors and explain how substitutions will be handled.

Review the practical plan for access, traffic control, deliveries, weather windows, protection of adjacent areas, and keeping a commercial site operating. A credible schedule should show how work will be phased around those constraints, not merely promise a completion date.

Compare quality control, testing, and acceptance
Ask for a project quality-control plan or a clear explanation of how quality will be managed. Compare each bidder’s approach to material sources and mix requirements, plant production, delivery, placement, joints, rolling and compaction, sampling, testing, records, and corrective action. British Columbia’s 2025 highway specifications illustrate how a plan can address purchased materials and mix design as well as plant procedures, product quality, placement, and compaction; the governing specification for your project sets the actual requirements.
FHWA identifies asphalt content, compacted pavement density, and pavement smoothness as examples of quality characteristics that may matter under performance specifications. Its construction guidance says a performance-specification contract should require the contractor to develop, submit, and implement a quality-control plan. These examples are not automatic requirements for every paving job.

Clarify who takes samples, which laboratory performs tests, what qualifications the contract requires for the lab and personnel, how results will be reported, and how contractor quality control relates to owner acceptance testing. Ask what happens when test results fall outside the specified limits. The Asphalt Paving Handbook’s Section 11.8, “Acceptance,” describes acceptance through sampling, testing, and inspection and discusses acceptance plans for mixture production and construction; the project contract remains controlling.

Austroads’ road-construction quality-assurance guide emphasizes clearly stated agency requirements and risk-based independent monitoring of a contractor’s quality-assurance evidence. Accordingly, ask not only whether a bidder has an accredited system, but also what evidence is checked, by whom, and how it is reviewed.

Normalize the bids before comparing prices
Build a comparison sheet using the common scope. Mark each item as included, excluded, allowance-based, or unclear, and compare quantities and unit prices where the contract allows. Reconcile surface preparation, drainage or repairs, traffic control, testing, cleanup, phasing, mobilization, and payment terms. The Texas Asphalt Pavement Association’s Texas Asphalt Pavement Design and Construction Guide advises bidders to examine the site, proposal, plans, specifications, supplemental specifications, and contract forms before submitting a bid; adapt that guidance to the contract and jurisdiction at hand.
| Comparison area | Evidence to request | How to assess it |
|---|---|---|
| Similar experience | Completed project list and references | Match project type, scale, constraints, and the contractor’s actual scope. |
| Qualifications and capacity | Current licenses, owner prequalification, work classes, and financial or bid capacity where required | Verify currency and scope with the relevant owner or regulator. |
| Team and equipment | Named project manager, superintendent, quality-control lead, key subcontractors, and equipment plan | Check availability and suitability for the site and sequence. |
| Materials and method | Required mix or material submittals and construction method | Compare with the project specification and submittal process. |
| Quality assurance | Quality-control plan, test methods and frequency, lab qualifications, reporting, and corrective actions | Compare responsibilities and acceptance evidence with the contract. |
| Scope and price | Quantities, unit prices, exclusions, allowances, mobilization, traffic control, and cleanup | Reconcile each bid to the same work and identify assumptions. |
| Schedule and operations | Phasing, work windows, access plan, milestones, and contingency | Test the plan against traffic and operating constraints. |
| Contract terms | Warranty, insurance, bonds, payment, changes, and closeout terms | Confirm local requirements and review the proposed terms. |
If a bid is unusually low or high, ask for a written explanation of its quantities, scope, schedule, material assumptions, and exclusions. Do not treat price alone as evidence of workmanship or quality. The reviewed guidance does not establish a universal award formula or a universal definition of the lowest responsive bid.
Check the contract and local requirements before award
Confirm requirements with the project owner and relevant local authority. Depending on the project and jurisdiction, checks may include:
- Required contractor licenses, registrations, and prequalification.
- Insurance limits, bid bonds, and performance or payment bonds, if applicable.
- Permits, safety obligations, and traffic-control responsibilities.
- Warranty language, schedule remedies, and change-order procedures.
- Payment milestones, retainage, dispute procedures, and closeout documents.
Use the owner’s bid instructions and the proposed contract to resolve unclear obligations before signing. A requirement used by one state or agency should not be assumed to apply elsewhere.
