How to Choose an Asphalt Contractor for a Commercial Paving Project

To choose an asphalt contractor for a commercial paving project, define the work and acceptance criteria first, then compare contractors on relevant experience, a detailed written scope, quality controls, schedule, risk allocation, and warranty—not just the bid total. Make every bidder price the same assumptions, including how uncertain base repairs will be handled.

How do I choose an asphalt paving contractor for a commercial parking lot?

Use a consistent selection process: define the project, screen for capability, compare complete proposals, evaluate quality and oversight, then make the contract measurable. The details matter because two bids with the same project name may cover different pavement thicknesses, repairs, traffic controls, testing, or warranty responsibilities.

1. Define the project before requesting bids

Prepare a plan or written scope identifying the paved area and limits, existing pavement condition, traffic and loading, drainage concerns, access constraints, phasing, and desired completion window. State what the contractor must inspect and how concealed or uncertain base conditions will be priced. Ask all bidders to state assumptions and price comparable alternatives or unit rates for uncertain repairs.

For an engineered, high-traffic, or operationally sensitive site, a qualified pavement professional can help establish the pavement section and acceptance requirements. There is no universal asphalt thickness or mix recommendation: traffic, existing structure, soils, drainage, climate, local standards, and project design all affect the specification.

#1 Best Overall
FULEIYA Asphalt Depth Gauge Tool Handheld 31" Metal Asphalt Depth Checker
  • Easy to Quickly Set the Depth You Need: The probe features 8 preset depth settings ranging from 1-7/8" to 8-7/8". Simply insert it vertically into hot asphalt to quickly measure the asphalt layer thickness, ensuring that the newly laid asphalt is of uniform thickness.
  • Perfect to Measure Asphalt When Paving: Asphalt depth gauge tool has a total length of 31 inches, which meets the paving thickness requirements for standard road surfaces. Suitable for the construction of highways, municipal roads, residential areas, and parking lots.
  • Measure Asphalt Pavement Thickness Anytime Anywhere: It’s detachable design makes it easy to carry, allowing you to take measurements at any time to ensure consistent asphalt pavement thickness. It is the ideal measuring tool for paving crews and engineering inspectors.
  • Well Built Depth Gauge: Made of high-hardness metal, it is resistant to bending. It can withstand prolonged contact with high-temperature hot asphalt without deforming, and its smooth surface makes it easy to clean off asphalt residue, ensuring a longer service life.
  • Simple and Fast Operation: Place the base completely flat on the ground, insert the probe, tighten the bolt to lock it, and after pulling it out, the reading will not deviate. The T-shaped handle design makes it more comfortable and effortless to use.

2. Verify relevant capability

Request the contractor’s legal business identity, project lead, crew experience, equipment plan, available production capacity, and references for comparable commercial work. Ask which work will be self-performed and which subcontracted, and who is accountable for each part. Verify applicable licenses, insurance, bonds, permits, and public-record requirements with the relevant local authority; requirements vary by jurisdiction and project.

Federal Highway Administration guidance on highway procurement identifies a firm’s financial resources, experience, staffing, and equipment as relevant capability information. Its prequalification process is not a universal requirement for private commercial projects or a guarantee of pricing or performance. See the FHWA contractor qualification guidance.

3. Compare proposals against one scope

Ask every bidder to respond to the same checklist. If a proposal leaves an item unclear, request a written clarification before comparing totals.

FHWA’s construction program management and inspection guide identifies paving oversight topics such as receiving-surface preparation; delivery, laydown, and compaction continuity; mix temperature; thickness and spread rate; density; smoothness; transitions at utility covers and curbs; mix uniformity; work-zone safety; and daily records. These are useful subjects to specify and discuss during progress meetings. The project’s contract or engineer must set the actual acceptance methods and limits.

What should I look for when hiring a commercial paving contractor?

A project-specific quality plan

Ask who is responsible for quality control, how sampling and testing will be arranged, what calibration or laboratory support is used, which records the owner will receive, and how out-of-specification results will be addressed. FHWA’s asphalt program covers materials selection, mixture design, testing, construction, and quality control; its asphalt pavement guidance provides technical context, not a binding specification for every private lot.

For a material project, consider whether an independent pavement engineer or construction materials testing laboratory should review the scope, observe construction, or perform specified verification testing. This is a project-specific choice, not a universal requirement. Select local providers based on qualifications and the services actually needed.

Clear records and acceptance procedures

Before award, establish what evidence will document the work and who decides whether it meets the contract. Specify required test results, construction reports, inspection access, how deficiencies are reported, and the process and timing for correction. Do not assume that a contractor’s internal quality checks replace owner verification if the contract calls for independent testing.

How should I compare bids beyond price?

Normalize proposals to the same quantities, scope, and assumptions. A lower total may reflect less removal, a different pavement section, omitted base repair, limited traffic control, no testing, a narrower warranty, or a smaller allowance for unknown conditions. Ask bidders to explain differences in writing and identify exclusions, unit prices, allowances, and change-order triggers.

Compare technical assumptions, schedule, quality and acceptance terms, disruption, risk allocation, and warranty alongside cost. FHWA describes best-value procurement in highway contexts as considering technical or performance criteria as well as price. A private owner can apply that comparison principle without adopting public procurement rules. Lifecycle comparisons may help where the owner has a defensible basis for them; avoid relying on unsupported service-life or savings estimates.

How do I make the paving contract measurable?

Attach the final scope, drawings, specifications, schedule, payment milestones, change-order procedure, quality-record requirements, acceptance criteria, and warranty. Name who is responsible for design, existing-condition assumptions, testing, maintenance during any warranty period, and dispute resolution. Define how concealed conditions are documented and approved before additional work begins.

FHWA’s pavement warranty selection guidance highlights defining warranted work, quality-control plans, verification and evaluation, bond or guarantee requirements, and responsibility for maintenance and remediation. These are useful contract-drafting prompts; federal highway warranty guidance does not automatically govern a private commercial lot.

What does an asphalt paving warranty cover?

Do not compare warranties by duration alone. FHWA distinguishes materials-and-workmanship warranties, which address defects associated with specified materials or improper installation, from broader performance warranties that may transfer some or all pavement-design responsibility and performance risk. The contract should say exactly which risk is being transferred. See FHWA’s background on pavement warranty types.

FHWA states in its warranty selection guidance: “The contractor’s quality control plan (QCP) is a critical element to the success of a pavement warranty program.”

Which rules apply to a private commercial paving project?

Licensing, insurance, bonding, permits, design criteria, acceptance limits, and enforceable contract terms depend on location and project particulars. FHWA materials are federal highway technical guidance, not a universal commercial-lot code. Confirm applicable requirements with the relevant local authorities and qualified professionals. The National Asphalt Pavement Association hosts the 2025 edition of the Asphalt Paving Handbook as a further technical reference for owners and project managers.
