Index each PDF page as its own retrievable record, and bind that record to the exact document version it came from. A useful citation carries the stable document identity, the page’s physical position in the PDF, and its displayed page label when one exists. That way, a reader can find the cited passage even when a bundle contains several PDFs, front matter uses Roman numerals, or a later revision changes the pagination.
What makes a PDF page citation durable?
A page number alone is not enough: page 12 of one revision may not be page 12 of another. Store a stable bundle or document ID with each page record, and preferably include a content digest so the indexed file can be distinguished from replacements. Retain the original PDF or a durable reference to the exact bytes. These are implementation recommendations; the cited platform documentation defines page coordinates but does not prescribe immutable document identifiers.

At retrieval time, cite the indexed version, not whichever file currently happens to share its filename. A citation should identify the document and its page coordinates. If the indexed version is no longer available, report that rather than silently resolving the citation against a different revision.

A PDF has a physical sequence of pages, but its page labels may use a different scheme. Front matter can be labeled i, ii, iii before a page labeled 1; appendices may use labels such as A-8. W3C’s PDF17 technique discusses matching viewer page controls to document numbering so users can locate themselves: W3C PDF17.
#1 Best Overall
| Coordinate | What it identifies | Why keep it |
|---|---|---|
| Physical page index | The page’s position in the stored PDF, such as page 12 in the sequence | Provides an unambiguous location in that exact file and supports viewer navigation |
| Displayed page label | The page label shown in the PDF, such as i, 1, or A-8 | Matches the numbering a reader may see in the document or viewer |
Store both when page labels are available. Use the displayed label in reader-facing citations, while retaining the physical index for precise retrieval. The pair is still meaningful only when tied to the indexed document version.
How to structure page-level extraction
Process the document one page at a time and keep the page association attached to the extracted text throughout indexing and retrieval. PDF.js documents a page-oriented flow in which a document is loaded and an individual page is retrieved with getPage(1): PDF.js examples. Its example demonstrates the page access pattern; the durable record design below is an application-level choice.

- Identify the source. Assign a stable bundle/document ID, calculate a content hash if practical, and retain the original PDF or a durable object-store reference.
- Extract each page separately. Store that page’s text with the document ID and physical page index rather than combining the entire PDF into one undifferentiated text field.
- Preserve useful metadata. Record the displayed page label when present, the extraction parser and version, and whether OCR contributed to the text. These details help diagnose changed results after a parser or OCR update.
- Return resolvable citations. Include the stable document reference and physical page index; show the displayed label when available. Resolve the citation against the exact indexed version.
Anthropic’s current platform documentation specifies 1-indexed page numbers for PDF citations, while plain-text citations use 0-indexed character indices and custom-content citations use 0-indexed block indices. These are conventions for that API, not universal PDF rules: Anthropic citations documentation. Keep the coordinate convention explicit at system boundaries; do not assume an index used by one API or library is interchangeable with another.

What ordinary PDF text extraction can miss
Extracted page text is not necessarily everything a reader can see or everything stored in a PDF. The PDF Association notes that vectorized text may evade ordinary extraction, annotations may be stored separately from page content and skipped, and document metadata may not be processed: PDF Association: Understanding PDF text extraction.

- Image-like or vectorized text: Use OCR when a page has little or no extractable text and the use case requires its visible words. OCR can recognize some vectorized text, but coverage depends on the page content and OCR process.
- Annotations: Decide whether comments, highlights, or other annotations are in scope, then inspect or extract them separately when needed. OCR does not recover skipped annotation structures as annotations.
- Metadata and other PDF structures: Define explicitly whether metadata, bookmarks, and embedded files must be searchable. Ordinary page-text extraction may not include them, and OCR is not a substitute for processing those structures.
Keep OCR output associated with the same document version and page coordinates as directly extracted text. Recording whether OCR was used makes it easier to distinguish extraction changes from changes to the source PDF.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a reader-facing citation should contain
A practical citation can identify the bundle or document, state the displayed page label, and retain the physical page index for exact navigation. For example, a citation might read “Support bundle: bundle-42, document: sha256:…, page A-8 (physical page 14).” The identifiers are illustrative; use the actual stable reference and digest generated by your system.

If a PDF is replaced, preserve access to the indexed version or mark that version unavailable. Never let a citation that points to an old page silently open a new file with potentially different content.
