Choose pliers by the work their jaws need to do: lineman’s or side-cutting pliers for general gripping and cutting, long-nose side-cutters for reach and precision, and diagonal cutters for angled or flush cuts. If a tool could contact energized parts, choose a specifically marked 1000 V insulated model and confirm its documentation names the applicable standard. De-energize equipment whenever possible; insulation reduces risk but does not make live work risk-free.
Start with the jaw shape and task
Pliers that look broadly similar can serve different purposes. First decide whether you need to grip, reach into a confined area, or make a particular kind of cut. The jaw geometry is a better starting point than choosing by handle color or buying a kit without checking its contents.

If contact with an energized source is possible, do not rely on a bright handle, a rubber-like coating, or the word “insulated” alone. Klein Tools advises choosing a tool marked with the official international 1000 V rating symbol. Check the exact model’s documentation for its rating and standards claim; similar-looking models are not necessarily covered by the same claims.

The International Electrotechnical Commission’s IEC 60900:2018 applies to insulated, insulating, and hybrid hand tools for work live or close to live parts up to 1,000 V AC and 1,500 V DC. The IEC says tools made to the standard contribute to user safety when skilled people use them in accordance with safe work methods and instructions. Those limits describe the standard’s scope; they are not a guarantee that live work is safe or a statement of local legal requirements.
Examples of manufacturer-documented models
- Klein Tools 2139NERINS: a 9-inch insulated side-cutting plier. Klein lists it as 1000 V rated and says its molded insulation meets or exceeds ASTM F1505-16(2021) and IEC 60900:2018. The page also describes cross-hatched jaws and a high-leverage design. These are manufacturer statements, not independent comparative test results.
- Klein Tools 2038RINS: an 8-inch insulated long-nose side-cutter. Klein says it is individually tested to meet or exceed ASTM F1505-16 and IEC 60900, and carries the official 1000 V symbol.
- Klein Tools 200028EINS: an 8-inch insulated diagonal cutter. Klein lists a 1000 V rating and VDE certification. Its white underlayer is intended to provide a warning if the insulation may be compromised; that feature is specific to this model, not a universal requirement.
The listed standards and certifications are the manufacturer’s claims for these named products. Verify the current documentation for the exact tool you are considering.

De-energize and inspect before work
Insulated pliers are not a substitute for safe work practices. Klein’s warning for its insulated tools says: “Whenever possible, always de-energize lines and equipment prior to working on or around them.” It also cautions that insulated tools are designed only to reduce the chance of injury where the tool may contact an energized source.
- De-energize lines and equipment whenever possible before working on or around them.
- Before use, inspect the insulation and follow the manufacturer’s care and use instructions. Do not treat an intact-looking handle as proof that a tool is safe for every condition.
- If a model has a visible warning layer, use it only as that manufacturer describes. For the 200028EINS, Klein identifies the white underlayer as a warning sign if insulation may be compromised.
- Use appropriately trained people and safe methods. IEC 60900 does not present a tool rating as permission to work live.
Compare reach, cutting needs, and fit
Once you have selected the jaw type, compare practical details for the job: access to the work, reach, the cut you need to make, and how the handles fit your hand and working position. A longer nose may help in a confined area, while angled cutting edges may suit a flush or oblique cut. For general gripping and cutting, a lineman’s or side-cutting form may be the more useful starting point.

Product features such as leverage or jaw texture can help distinguish models, but the cited documentation does not provide a neutral performance comparison. Do not assume that a claimed feature proves one tool will cut better or last longer for your particular work.

A set can make sense if its included jaw shapes match the work you actually do. Klein’s three-piece insulated kit sheet lists 2288RINS diagonal cutters and 2139NERINS side-cutting pliers, along with a wire stripper, and says the tools meet or exceed IEC 60900 and ASTM F1505. Check the kit’s exact contents and documentation rather than assuming every insulated set includes the plier type you need.

There is no single best choice for every electrical task. Match the jaw to the cut or grip, prioritize access and fit, and use a documented, appropriately marked insulated model if energized contact is possible.
