Choose a managed DevOps provider by defining exactly what you want it to own, then comparing candidates on technical fit, security, handoffs, coverage, written service commitments, and your ability to regain control. “DevOps as a Service” can mean anything from a focused implementation project to ongoing cloud operations; the label alone does not tell you what is included.
Decide what you want to outsource
Start with the work, not a vendor’s package name. A cloud-managed service provider may help when your organization lacks the capacity for a dedicated platform engineering and operations team, or when you want internal platform staff focused on differentiated work. AWS describes managed-provider services that can include cloud environment implementation, infrastructure management, application deployment, release automation, performance monitoring, and security policies in CI/CD. The actual scope varies by provider and contract. AWS: What is DevOps?

Compare providers against the same criteria
Ask each candidate for evidence tied to your environment and workload. Certifications may help establish familiarity, but they do not replace relevant examples, a clear operating model, or contract detail.
Scope, ownership, and technical fit
Specify the environments, applications, cloud services, and lifecycle stages covered. For each responsibility, identify whether the provider or your team owns architecture decisions, production changes, backups, patching, incident response, and compliance evidence. Ask what remains explicitly outside scope.
Check experience with your cloud, deployment model, toolchain, workload, and reliability or regulatory constraints. Request examples of work that resembles your situation, and ask what assumptions those examples depended on.

Delivery and operational practice
Ask how the provider manages infrastructure as code, CI/CD, releases, monitoring and logging, incidents, and operational documentation. Clarify how work is requested, prioritized, approved, tested, and promoted to production. Establish who maintains runbooks and keeps diagrams, code, and configuration current.
Security and access
Ask which identities the provider will use, what each can access, how access is approved and reviewed, and how it is revoked. Establish who controls secrets and keys, whether production is separated from non-production, how pipeline agents are isolated and patched, and how privileged activity is logged and reviewed.
For Azure DevOps and Azure work, Microsoft recommends least-privilege permissions, appropriately scoped service connections, workload identity federation instead of app-registration secrets where applicable, audit review, and protections for repositories, pipelines, agents, and service identities. Those are Azure-specific recommendations; agree on equivalent controls for the cloud and toolchain in your contract. Governance, handoffs, and escalation
Define how requests enter the provider’s queue, what requires your approval, who can authorize emergency changes, and how incidents or defects transfer between teams. Set expectations for incident communications, change windows, escalation routes, and documentation. AWS cautions that a managed-provider arrangement can require customers to adapt their processes and does not eliminate delays at team boundaries; late defect discovery can also lead to rework. Coverage, knowledge retention, and exit
Get coverage hours, severity definitions, response and restoration targets, reporting, exclusions, and escalation in writing. Identify the runbooks, infrastructure code, diagrams, access records, and operational knowledge you will retain. Agree on transition assistance and access revocation before service begins, not only when the relationship ends.
Choose an operating model that fits your team
Outsourcing is not an all-or-nothing decision. Compare the models in terms of internal control, provider responsibility, retained customer duties, and the number of handoffs required.
Rank #4
| Model | Day-to-day control | Customer responsibility | Coordination consideration |
|---|---|---|---|
| Managed provider for defined operations | Provider handles the contracted operational work; the customer retains agreed approvals and governance. | Set priorities, retain necessary architecture and security decisions, and manage the relationship. | Requests, approvals, incidents, and changes cross organizational boundaries; make ownership explicit. |
| Internal platform and operations team | Customer team retains direct operational control. | Recruit, develop, and sustain the required skills and coverage internally. | Work still crosses internal teams, but ownership and escalation can remain within the organization. |
| Separated or hybrid responsibilities | Control is divided between internal staff and provider according to the contract. | Coordinate the retained responsibilities and ensure no critical task is unowned. | More boundary points can mean more opportunities for delay; map each handoff and escalation path. |
The table is a decision aid, not a standardized market taxonomy: providers define services differently. AWS discusses managed-provider arrangements alongside other operating approaches and notes both the potential focus benefits and handoff risks. AWS: What is DevOps?

Ask candidates to quote the same written scope and assumptions. Separate onboarding and transition, recurring operations, project work, after-hours coverage, incident response, cloud consumption, and third-party software costs. There is no established universal provider price range in the cited official material; a figure without workload, geography, scope, and coverage assumptions is not a useful comparison.
Specify what the service clock measures. Acknowledgment, active response, workaround, and restoration are different commitments. Define covered incidents and environments, severity levels, maintenance exclusions, dependencies on cloud platforms or other vendors, reporting, remedies, and termination assistance.
Best Value
Do not confuse the cloud platform’s availability commitment with the provider’s service level. Microsoft’s Azure DevOps Services pricing page states at least 99.9% availability for paid Azure DevOps Services users and separately for paid Azure Pipelines build and deployment operations, calculated over a monthly billing cycle. This is a platform commitment for those specified services; it does not establish an outsourcer’s response or resolution time or your application’s end-to-end uptime. Check the applicable terms and exclusions directly. Microsoft: Azure DevOps Services pricing
Use a final diligence checklist
- Is every included service, environment, and exclusion written down?
- Does every operational task have a named owner, including incidents and emergency changes?
- Can the provider demonstrate relevant experience with your cloud, workload, and constraints?
- Are identities, permissions, secrets, agents, logs, and access revocation addressed?
- Are request workflows, approvals, escalation, coverage, and service targets explicit?
- Will your organization retain needed documentation, code, runbooks, and operational access?
- Are proposals priced against identical assumptions, and are platform dependencies distinguished from provider obligations?
