Choose payroll software only after confirming it supports every jurisdiction and tax year where your employees work. Then test representative employee deductions and employer contributions against current official references, and verify how the system reports, remits, corrects and records payroll. Software can help perform these tasks, but the employer may remain accountable for errors or missed payments.
Start with the places and rules your payroll must cover
“Statutory contributions” does not mean the same thing everywhere. Depending on where employees work, payroll may involve income tax withholding, social insurance, pension contributions, employer-side charges and statutory-pay interactions. Rules can also vary within a country and change by tax year.

Before comparing features, list the countries and regions where employees work, their worker types, pay frequencies, applicable tax years and required schemes. Include special regional systems rather than assuming that national coverage includes them. For example, the Canada Revenue Agency (CRA) directs employers to province-of-employment rules and notes that Quebec has separate provincial responsibilities for pension contributions, income tax and parental insurance alongside federal deductions. See the CRA’s payroll overview.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAsk each provider to confirm in writing which rules it supports, for which regions and effective dates. A broad claim such as “supports Canadian payroll” or “handles UK payroll” is not enough to establish support for every employee in your workforce.

Check what the software calculates—and test the results
Build a short set of representative payroll cases based on your workforce. Ask the vendor to show how the system calculates both the employee deduction and the employer liability, and how it handles changes in pay, status or employment. Relevant cases may include new starters, leavers, bonuses, commissions, overtime, statutory pay, retroactive adjustments and corrections. Which cases matter depends on your jurisdiction and pay practices.
Compare the resulting calculations with current official formulas, tables or calculators for the same jurisdiction and tax year. In Canada, the CRA’s T4127, 122nd Edition, effective January 1, 2026, provides formulas for developers and in-house payroll solutions. It covers federal, provincial (except Quebec) and territorial income tax, CPP and EI calculations. The CRA says the formulas are approved for the specified federal laws described in the guide. Its Payroll Deductions Online Calculator (PDOC) can also help check commonly occurring cases, as described in the CRA’s payroll guidance.

Use official tools as comparison points, not as proof that a commercial product is certified or accurate. For CPP, include the employer side in the check: CRA guidance says the employer must contribute an amount equal to the employee CPP contributions deducted and remit both amounts. See About the deduction of Canada Pension Plan (CPP) contribution.
Verify pension rules and the earnings included
If workplace pension duties apply, ask how the software represents your scheme’s rules—not just whether it has a pension feature. Confirm the contribution basis, enrolment events, opt-outs, deductions and the file or process used to send contributions to the scheme.

The UK Pensions Regulator says payroll software set up for automatic enrolment may calculate contributions and make deductions. Its guidance identifies salary, wages, commission, bonuses, overtime and specified statutory pay—including statutory sick, maternity, paternity and adoption pay—as earnings to consider. The applicable treatment depends on the scheme and rules. See Making contributions to your pension scheme.
For context, the Regulator gives a UK automatic-enrolment qualifying-earnings range of £6,240 to £50,270 for 2026/27, with monthly and weekly equivalents. That is a tax-year-specific threshold, not a measure of software quality; confirm the current range and its application to your scheme before relying on it.

Trace every report, correction and payment
For each required submission, map the authority or scheme receiving it, the deadline, the acknowledgement you should expect, and the steps for rejected or corrected data. A product that calculates a liability may not also file a return or send a payment. Ask the vendor to demonstrate the complete workflow, including what happens after a failed submission or debit.
- United Kingdom: HMRC says a Full Payment Submission (FPS) should generally be filed on or before payday. An Employer Payment Summary (EPS) is used for certain reductions. Check the current payroll information to report to HMRC guidance for the applicable reporting circumstances and process.
- United States: For electronic W-2 and W-2C wage submissions, the Social Security Administration publishes filing specifications that developers must follow. Ask how the software handles the relevant format and corrections; see Specifications for Filing Forms W-2 and W-2c.
These are examples, not a universal filing calendar. Confirm the equivalent deadlines and correction procedures for every jurisdiction in your compliance footprint.

Clarify who submits, pays and remains accountable
Ask the provider to distinguish among calculating a liability, preparing a payment file, initiating a payment and acting as a payroll service provider. Then identify who monitors acceptance, failed payments, authority account balances, pension receipts and reconciliations—and who is contacted when something goes wrong.
Using a provider does not necessarily transfer the employer’s legal responsibility. The IRS says employers generally remain responsible for withheld federal income tax and both employer and employee portions of Social Security and Medicare taxes when using third-party payroll providers, subject to arrangement-specific exceptions. Review the IRS explanation of outsourcing payroll and third-party payers, and confirm your own arrangement’s responsibilities in writing.
Compare providers with evidence, not feature labels
Use the same questions for every candidate. Mark a capability as confirmed only when you have seen relevant documentation or a demonstration for your jurisdictions; a general feature claim is not evidence of coverage for a specific rule or workflow.
Quick wins for a faster PC:

Weight the areas according to your workforce and internal capacity. For instance, multi-region payroll makes jurisdiction coverage especially important, while a team without dedicated payroll staff may place greater weight on clear exception alerts and accessible support. These criteria help structure a comparison; they do not establish that any particular product offers a capability.
Make a controlled decision before switching
- Document the compliance footprint. List work locations, worker types, pay frequencies, schemes and tax years before requesting demonstrations.
- Shortlist only providers that confirm coverage. Ask for specific regions, rules and effective dates rather than relying on broad country-level marketing.
- Run representative test cases. Compare employee and employer amounts with official references, and inspect how the software explains each result.
- Walk through filing, payment and correction scenarios. Confirm deadlines, acknowledgements, rejection handling, remittance roles and escalation contacts.
- Agree on operating controls. Assign a person to review payroll exceptions and statutory updates, and establish approvals, reconciliations and record access before production use.
Official government and regulator guidance establishes duties and examples of required workflows, but does not certify a commercial payroll product as reliable. Select a provider on demonstrated, jurisdiction-specific evidence and a documented operating plan—not on an unsupported accuracy claim or a feature list alone.
