How to Choose Identity Theft Protection After Your Personal Data Is Exposed

A breach notice is not proof of identity theft. Match your response to the exposed data, use free freezes or fraud alerts for credit-opening information, and treat paid monitoring as optional visibility—not prevention.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A data-exposure notice is a trigger to act, not proof that identity theft has already happened. First identify exactly what was exposed, then change or replace the affected credentials or accounts, check for misuse, and use a free credit freeze or fraud alert when credit-opening information is involved. Paid monitoring can add notifications and recovery assistance, but it does not replace those steps.

If you find an unfamiliar account, charge, bill or tax notice, treat the situation as suspected identity theft and use the Federal Trade Commission’s recovery process at IdentityTheft.gov.

Start by separating exposure from identity theft

A company can lose or expose personal data without anyone having used it. A breach notification tells you that information was accessible to an unauthorized party; it does not establish that a criminal opened an account or made a purchase in your name. Your response should therefore have two tracks: secure the exposed information and look for evidence of misuse.

The Federal Trade Commission (FTC) lists unfamiliar accounts, charges, bills and tax notices among the warning signs to watch for. Keep the notification, the date you received it, the company’s description of the incident, and any offer of free monitoring. Those details help you decide which accounts need action and provide a record if you later dispute fraud.

Do not wait for a paid service to tell you what to do. The FTC’s current recovery guidance puts account security, credit-file protections and reporting ahead of optional monitoring. Its identity-theft warning signs are collected at IdentityTheft.gov’s warning-signs page.

Match the protection to the data that was exposed

The same response is not appropriate for every breach. Use the notice to identify the data element, whether it was current, and which accounts could be affected.

Exposed information Priority action What to monitor
Social Security number Take the company’s free monitoring offer if available; review your credit reports at AnnualCreditReport.com; consider a credit freeze or fraud alert. New accounts, credit inquiries, collection notices and tax-identity-theft notices from the Internal Revenue Service.
Username or password Change the password on the affected service and everywhere you reused it. Contact the company if you are locked out. Logins, security-setting changes and accounts that store payment details.
Debit or credit-card number Call the bank or card issuer, ask whether the card should be cancelled and replaced, and review transactions. Pending and completed transactions, recurring charges and changes to automatic payments.
Bank-account information Ask the bank whether the account should be closed and replaced; inspect activity and update automatic payments if the account changes. Withdrawals, transfers, new payees and unfamiliar deposits.
Driver’s-license number or image Contact the motor-vehicle agency and ask whether it can flag the number or issue a replacement. Unexpected license records, government correspondence or requests that use the document as identity proof.
Child’s information Ask the nationwide credit bureaus how to check for a file and request a freeze where applicable. Accounts or collection activity in the child’s name; use the FTC identity-theft process if a fraudulent account exists.

The FTC’s data-breach checklist, dated September 28, 2015, provides the account-specific actions for passwords, payment cards and bank information in What To Do if Your Information Was Lost or Stolen, or Part of a Data Breach. The current procedural rights and recovery steps are maintained on IdentityTheft.gov, so use the older PDF for its data-type checklist rather than for current timing or legal details.

Take these steps in the first 24 hours

  1. Save the notice and verify the contact channel. Use the company’s known website or a telephone number on your statement, not a link in an unexpected email, before providing more information. Record what was exposed, the incident date if stated, and the deadline for any free offer.
  2. Secure exposed credentials. Set a new, unique password on the affected service. Change every other account that used the same password, including email and financial accounts. If you cannot sign in, use the service’s official account-recovery route and tell its support team that the credential was exposed.
  3. Protect payment and bank accounts. Call the number printed on your card or statement. Ask whether the card or account should be replaced or closed, check recent and pending transactions, and report anything you do not recognize. Update automatic payments after a replacement or account change so legitimate bills do not fail.
  4. Review your credit files when credit-opening information was exposed. Obtain your reports through AnnualCreditReport.com and look for unfamiliar accounts, inquiries or addresses. A report review can reveal misuse that a monitoring alert has not yet surfaced.
  5. Choose a freeze or fraud alert if your Social Security number or similar credit-opening data was exposed. The differences are explained below. Either option is free under the FTC’s consumer guidance.
  6. Use offered free monitoring, but note its limits. Enrol only through a verified company channel. Record what the service covers and when the free period ends; do not assume it covers every bureau, account type or form of identity theft.
  7. Keep an incident file. Store the notice, call dates, confirmation numbers, replacement-card details, screenshots and copies of disputes. A timeline makes it easier to prove when you reported a fraudulent transaction or account.

Credit freeze, fraud alert or monitoring: what each one does

These tools solve different problems. A freeze and a fraud alert concern access to your credit file; monitoring reports activity after a service detects it. None is a substitute for changing a compromised password or closing a compromised bank account.

Tool What it does Duration and enrollment Main trade-off
Credit freeze Restricts prospective creditors’ access to your credit file, making it harder to open new credit in your name. Free. It remains until you lift or remove it. You must contact each of the three nationwide credit bureaus separately. You may need to lift or remove the freeze before a lender or service provider can check your file, adding steps to a legitimate application.
Initial fraud alert Tells businesses that check your credit file to take extra steps to verify that an applicant is really you. Free for one year. Place it with one nationwide bureau; that bureau must notify the other two. It is an alert, not a lock. A creditor can still approve an application after taking the required verification steps.
Extended fraud alert Provides the longer alert available to people who have experienced identity theft. Free for seven years when you have an FTC Identity Theft Report. The FTC explains the documentation and request process in its rights guidance. You must document the identity theft and maintain the alert request; it is not triggered by a breach notice alone.
Credit or identity monitoring Notifies you about selected changes, such as new inquiries or accounts, depending on the service’s coverage. Often offered free for a limited period after a breach; paid plans may renew at a recurring price. It alerts after a covered event and may omit data, bureaus or misuse types outside its scope. It does not prevent an account from being opened.

For a possible new-credit fraud, a freeze is the strongest preventive choice because access remains restricted until you change the setting. A fraud alert is less disruptive when you expect to apply for credit soon, but it relies on a business following the verification process. The FTC’s current rights page explains both options and the seven-year alert at IdentityTheft.gov’s Know Your Rights.

When a freeze is the better fit

Choose a freeze when the exposed data can be used to apply for credit and you are not about to submit multiple applications. You will create or use an account with each nationwide bureau, place the freeze, and save the credentials and confirmation details. Before a mortgage, apartment, utility or other provider checks your file, ask which bureau it uses and lift the freeze for the required period or remove it. After the check, confirm that the freeze is active again.

When a fraud alert is more practical

An initial alert can be convenient if you need to apply for credit while responding to the breach. You place it once, through one bureau, and that bureau notifies the other two. Keep the confirmation and the alert’s expiration date. If identity theft is confirmed, use the FTC report to request the seven-year extended alert instead of relying on the initial one-year period.

What monitoring can and cannot tell you

Monitoring is useful for visibility, particularly when a company offers it at no cost after an exposure. Ask whether it checks one bureau or all three, which account types generate alerts, how quickly notifications arrive, and whether it includes dark-web or public-record checks. Those features vary by service and do not prove that every exposed record has been found.

How to evaluate a paid identity-protection service

Pay only after you have completed the free actions that address the specific exposure. A subscription is an optional layer for people who value consolidated alerts or help with recovery; the FTC guidance does not say that a paid service prevents identity theft.

Check the monitored data and accounts

Read the feature list rather than relying on the phrase “identity protection.” Determine whether the plan watches credit inquiries, new accounts, bank or card transactions, address changes, criminal or court records, tax-related indicators, exposed credentials, or only a subset. Match those categories to the data in your breach notice. A service that watches credit files cannot secure a reused password, and a password alert cannot replace a bank’s fraud controls.

Confirm bureau coverage and enrollment work

Ask whether alerts come from one nationwide bureau or all three, whether you must enrol separately, and whether the service places a freeze or merely tells you that a change occurred. If you select a freeze, maintain the bureau accounts yourself; a monitoring dashboard does not necessarily change bureau settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read recovery assistance and its limits

Identify what happens after an alert: Is there a telephone or chat channel, help preparing disputes, assistance contacting creditors, or only a notification email? Look for limits on the number of incidents, reimbursement conditions, excluded losses and the time period in which help is available. Assistance does not transfer responsibility for reporting a fraudulent transaction to your bank or for filing an FTC report.

Calculate the real price

Record the end date of any free or introductory period, the recurring renewal price, billing frequency, cancellation method and whether taxes are added. Compare that total with the value of the particular alerts you need. If the breached company already supplies monitoring, using a second service may duplicate alerts without adding meaningful coverage.

Test the practical workflow

Before paying, read how you would receive and act on an alert. Can you export records, reach a human, and see the underlying account or bureau information? If a freeze is still required, determine whether the service makes lifting it easier or whether you will repeat the bureau process yourself. Convenience is the legitimate reason to pay; it is not evidence of stronger prevention.

  1. Open IdentityTheft.gov and complete the guided report.
  2. Use the details of the fraudulent accounts, transactions and notices to generate an FTC Identity Theft Report and a personal recovery plan.
  3. Follow the plan’s instructions for contacting the business involved, closing or correcting fraudulent accounts, and disputing inaccurate credit-file information.
  4. Give creditors and credit bureaus the identity-theft report and the documents they require. The FTC’s rights guidance describes when fraudulent information can be blocked and how to request free reports associated with an alert.
  5. Maintain copies of every letter, form, police or agency record, account statement and delivery confirmation. Note deadlines and follow up when a business does not respond.

The FTC collects reports to support law enforcement and track identity-theft trends; it does not promise to resolve an individual complaint itself. Your recovery plan and the companies that hold the fraudulent account remain the mechanisms for correcting the records.

Special situations that need extra care

Tax-related misuse

When a Social Security number is exposed, watch for unexpected IRS notices or a rejected tax return that you did not file. Preserve the notice and follow the IRS instructions. A credit freeze or alert addresses new-credit applications; it does not by itself stop tax identity theft.

Accounts with stored payment details

A reused password can expose more than the breached service. Check shopping, subscription, travel and app accounts that retain a card or bank token. Change each password independently, review saved payment methods and remove any you no longer need.

Driver’s-license exposure

Contact the issuing motor-vehicle agency promptly. Ask whether the number can be flagged, whether a replacement is appropriate, and what evidence it requires. A credit freeze does not change the agency’s license record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Children’s information

Children may not have an established credit file, so ask each nationwide bureau how to check for one and how to request a freeze for a minor. If you discover a fraudulent account, use IdentityTheft.gov’s identity-theft process and keep proof of the child’s identity and your authority to act.

Common mistakes and how to avoid them

  • Freezing only one bureau: A freeze must be placed with each of the three nationwide bureaus to cover all three files.
  • Assuming a breach equals theft: A notice is a reason to investigate, not evidence that an account was opened. Look for concrete warning signs.
  • Changing one password and stopping: Reused credentials remain exposed on every other service until changed there too.
  • Ignoring automatic payments after a card replacement: Update legitimate merchants so they do not decline while you continue checking for unauthorized charges.
  • Letting a “free” service renew unnoticed: Save the end date and cancellation terms before enrolment.
  • Expecting monitoring to block fraud: Alerts describe covered events after detection; they do not prevent every account opening or transaction.
  • Failing to lift a freeze before an application: Ask the lender which bureau it checks, lift the freeze for the needed period, and reactivate it afterward.

A decision checklist you can save

  1. Write down every exposed data element and the affected company.
  2. Change exposed and reused passwords; secure the email account used for recovery.
  3. Call the bank or card issuer for exposed payment information and inspect transactions.
  4. Review credit reports at AnnualCreditReport.com when Social Security or other credit-opening data was involved.
  5. Select a free freeze or one-year fraud alert; use the seven-year alert only with an FTC Identity Theft Report.
  6. Enrol in the breach company’s free monitoring if its scope matches your risk.
  7. Price any paid service after its free period, including renewal and cancellation terms.
  8. Report concrete misuse at IdentityTheft.gov and follow the generated recovery plan.
  9. Keep a dated file of notices, calls, confirmations and disputes.

The FTC’s current recovery instructions are available at IdentityTheft.gov Recovery Steps. Use that page for the live process, and consult the FTC’s Know Your Rights page for freeze, alert, report and dispute rights.
