Choose country groups according to the reporting decision they need to support, not a supposedly universal SEO taxonomy. Keep individual country results available for diagnosis, and add clearly defined rollups only when they answer a useful question.
What country data in Search Console represents
Google Search Console’s country dimension groups performance by where the search originated: “The country dimension groups data by the country where the search originated.” Google Search Console Help describes the Performance report’s dimensions and data groupings. The report supports country grouping, filtering, and comparisons; the exact interface controls may change. Google’s Performance report guide

Search Console and Google Analytics measure different parts of the journey: Search Console reports performance in Google Search, while Analytics reports activity on your site. When comparing the two, Google recommends applying the same country and device filters. Search Console reporting can also lag by a couple of days, so the newest dates may not be complete. How to decide which countries to group
- Start with the decision. State what the report should help someone decide: for example, whether localized search visibility is improving, which markets need attention, or how a region is performing. These are practical reporting examples, not groupings prescribed by Google.
- Keep country-level results as the diagnostic base. Individual countries help explain which markets caused a change in a broader rollup. Search Console provides a country dimension and country filter. Search Console Help
- Add a rollup only if it answers the stated question. Use a stable, documented membership rule. Shared language, geographic proximity, or a familiar regional label does not by itself make countries comparable. Google’s cited guidance explains reporting dimensions, not a universal country taxonomy.
- Compare like with like. Keep date ranges and relevant filters consistent. For Search Console-to-Analytics comparisons, align country and device filters as Google recommends. Google’s comparison guidance
- Make the group and reporting level visible. Give each rollup a clear name and list its member countries, or link to a maintained definition. Label whether a chart shows country-level data or an aggregate so readers can interpret changes.
- Revisit the scheme when the business question or market footprint changes. A grouping useful for one decision may become too broad as markets, language versions, or reporting needs evolve. This is a reporting practice, not a cadence set by Google.
Compare proposed grouping schemes before adopting one
If you are deciding between multiple schemes, assess each against the same criteria:
#1 Best Overall
- Decision usefulness: Does the group answer a real question the report is meant to support?
- Diagnostic detail: Can an analyst still identify the individual countries behind a movement?
- Consistency: Are membership rules explicit and stable enough for comparisons over time?
- Cross-tool comparability: Can you apply matching country and device filters in Search Console and Analytics? Google recommends matching these filters.
- Data coverage and limitations: Will readers understand that query tables may omit rows and the latest dates may be delayed? Search Console’s reporting guide
Interpret country and query data carefully
Search Console omits anonymized queries from tables to protect user privacy. Those queries remain included in chart totals unless a query filter is applied. Google also says internal data limits mean some query rows may not appear; bulk data exports can provide the most complete query list. As a result, country-level totals should not be presented as a complete inventory of searches or queries. Google Search Console Help
For API-based reporting, the Search Analytics API’s country filter uses three-letter ISO 3166-1 country codes. Before joining or translating those values, check the destination system’s documentation rather than assuming it uses the same format. Google Search Analytics API documentation

Country reporting is not country targeting
A reporting group is an analytical choice; it does not configure how Google targets a site. Google has deprecated the Search Console International Targeting report and no longer supports targeting search results to specific countries through that feature. Google says hreflang remains supported. Hreflang helps identify language and regional page versions; it does not define a reporting taxonomy.
