Choose the variety for your farm’s water conditions, season and recurring field stresses first; then verify that the seed lot is certified and meets the standards of your local certification system. Certification classes, tag colors and quality thresholds vary by country, so there is no single global checklist or germination cutoff.
Start with the variety that fits your farm
Compare varieties against the conditions in which they will grow, not just a seller’s “high-yield” claim. Begin with whether the field is irrigated or rainfed, the wet or dry season, and the crop calendar. Then identify the main recurring constraint—such as drought, flooding, salinity, typhoon exposure, lodging, or a prevalent pest or disease.

PhilRice’s PalayCheck guidance says a recommended variety should suit the environment, address a prevailing local field problem, or have performed well in at least two seasons of adaptability trials. Its variety and seed selection guidance can help frame that decision; confirm recommendations for your own area with local agricultural services.

Consider maturity duration and harvest timing alongside stress tolerance, lodging response, pest and disease resistance, grain quality, milling recovery and local market demand. PhilRice’s Rice Breeding Operations Manual lists these as characteristics farmers and seed growers may consider. A variety can perform well on one trait and be less suitable on another, so use local adaptability evidence rather than assuming one variety excels at everything.

Verify the seed bag and its lot
Before purchase, check the exact variety name and seed class on the official tag or label. Look for the certification authority and lot or batch identity, plus packing, test, expiry or retest details where the local system provides them. Confirm that the variety is recommended or registered for your area and season. If the tag is missing, illegible or inconsistent with the bag, ask a local extension officer, seed certification office or authorized supplier how to verify the lot before buying.
- Do not treat a marketplace title or a seller’s claim as proof of certification.
- Check that the variety and lot identity on the label match the documentation and quantity being sold.
- Use a traceable supplier when the certification information cannot be verified through the seller.
Certification terms and tags are local
In the Philippines, DA-PhilRice identifies the Bureau of Plant Industry’s National Seed Quality Control Services (BPI-NSQCS) as the authority that certifies seed classification. Its 2025 explainer on rice breeding and seed classes describes breeder, foundation, registered and certified seed and the multiplication chain. Blue-tag references in that context should not be applied to another country’s seed bags; check the regulator’s guidance where you farm.

Read quality figures against the right standard
Check the lot’s physical purity, germination, moisture, inert matter and limits on weed or other-crop seed contamination. Local rules may also address disease or varietal admixture. Thresholds depend on the jurisdiction and seed class: figures from another country are not a substitute for the standard that governs your purchase.
| Example standard | Pure seed | Other varieties | Weed and other-crop seed | Inert matter | Germination | Moisture |
|---|---|---|---|---|---|---|
| Philippines, certified seed; PhilRice table | 98% | No more than 20 grains per 500 g | Up to 0.1% | 2% | At least 85% | 14% |
| Sikkim, India, certified seed; state agriculture department page | At least 98% | At most 20 grains/kg | Not stated on the cited page | Maximum 2% | At least 80% | Maximum 13%; a separate allowance applies to vapor-proof containers |
The figures are examples from different regional standards, not universal limits. The Philippines values are listed in PhilRice’s certified-seed standards table; Sikkim’s values are on the Department of Agriculture’s Seed Certification in Paddy page. Check current local requirements and the applicable class before using a threshold to accept or reject a lot.

Compare candidate lots before paying
Once you have one or more suitable varieties, compare the seed lots on traceability and condition as well as price. Certification establishes compliance with a seed-class system; it does not promise a particular yield on your farm.
- Variety fit: local recommendation, trial evidence, water regime, season, maturity and response to your field’s main stress.
- Use and market: grain characteristics, buyer or household preference, and harvest timing.
- Lot evidence: certification authority and class, variety and lot identity, and applicable purity, germination and moisture information.
- Purchase conditions: intact, legible packaging, seller traceability and total delivered cost.
If a lot cannot be tied to a clear variety and certification identity, choose a traceable source or seek verification rather than relying on a product description. No specific brand or seller can be called best without checking current availability, local suitability and the lot’s certification evidence.

What certification can—and cannot—tell you
Certification and measured seed quality are important inputs, but farm results also depend on variety fit, weather, water, soil, management and pests. PhilRice’s 2020 advisory says high-quality inbred seed of a recommended variety “helps increase yield by 10-15%.” That is an agency-reported claim, not a guaranteed or universal gain for each farm. The same advisory describes high-quality seed as relatively pure, with fewer weed seeds, free from visible seed-borne diseases, full and uniform in size, and at least 85% germination; that germination figure is specific to the advisory and should not replace the standard applicable to your lot.
Farmers considering saved seed should follow local rules and arrange an appropriate germination retest. PhilRice specifically advises retesting farmer-produced seed in its 2020 advisory on high-quality seeds.
