Choose Microsoft’s Media Creation Tool for a guided route to Windows 11 installation media; choose Rufus when you want to write a bootable ISO to a USB drive or need Rufus’s documented setup options. Microsoft’s download page identified Windows 11 2025 Update, version 25H2, when checked on October 7, 2026. The right choice depends on your workflow, target processor, and whether you intend to change Windows 11 setup checks.
What each tool is for
Microsoft Media Creation Tool
Microsoft presents the Media Creation Tool as a guided way to download Windows 11 files and create installation media for a clean install or reinstall. It walks you through language, edition, and media type selection. Microsoft says the tool creates installation media only for x64 processors. Microsoft’s Windows 11 download page has the current workflow and limitation.

Rufus
Rufus creates USB installation media from bootable ISO files, including Windows ISOs. It is useful when you already have an ISO or prefer an ISO-based USB-writing utility rather than Microsoft’s guided download process. Its additional Windows 11 setup options are a separate consideration, not a reason to assume an installation will be supported.

- Use Media Creation Tool if you want Microsoft’s guided process and do not need extra setup choices.
- Use Rufus if you have an ISO, want to select one, or need an ISO-to-USB utility.
- For an Arm-based target, verify the exact media and architecture first. Microsoft’s tool is limited to x64 media. The sources here do not establish Rufus as a universal alternative for every Arm device.
- If your PC does not meet Windows 11 requirements, treat that as an unsupported installation decision rather than a tool-selection shortcut. Rufus documents some check workarounds, but they do not make the hardware supported.
What you need to make a USB installer
For Microsoft’s USB workflow, use a blank USB flash drive with at least 8 GB of capacity. Microsoft warns that creating the media deletes the drive’s contents, so copy anything you need elsewhere first. The Media Creation Tool also requires internet access; Microsoft provides an ISO-file alternative on its download page. Microsoft Support’s installation-media guidance covers the USB requirements and deletion warning.

- Stay in touch with friends and family with Microsoft Teams, which can be seamlessly integrated into your taskbar. (1)
Before installing Windows, back up important files on the target PC as well. Creating installation media and installing Windows are separate steps; the USB is not a substitute for a backup.

Rufus’s FAQ says Rufus 3.17 and later can add the BypassTPMCheck and BypassSecureBootCheck registry keys to the boot image, allowing setup to bypass those checks. The FAQ does not establish that every current version presents identical options, so check the version-specific behavior in the Rufus FAQ.
The same FAQ says Rufus does not plan to make bypassing RAM and storage requirements easy, citing potential problems such as poor performance, crashes, or inability to install updates. These are limited workarounds, not a general removal of Windows 11 requirements.

Microsoft warns that installing Windows 11 on hardware that does not meet minimum requirements is not recommended and may cause compatibility problems. Microsoft also says such a PC may no longer be supported or entitled to updates. That warning applies to the unsupported installation, regardless of which utility wrote the USB.
Make the choice based on the workflow
For a standard x64 Windows 11 installer, the practical distinction is straightforward: Microsoft’s tool guides the download and media creation, while Rufus writes a selected bootable ISO to USB. Choose the process you need, confirm the target PC’s architecture, and prepare for the USB drive to be erased before you begin.
