How to Choose Between Local and Cloud Inference for Large Language Models

Local inference offers offline use and greater control but depends on available hardware and local maintenance. Cloud inference provides scalable, managed resources but requires connectivity and permitted data transfer. Choose by testing both against your workload and policy.

Choose local inference when the device or locally managed hardware can run a model that meets your task’s needs and offline use, keeping processing on-device, or deployment control matters. Choose cloud inference when you need scalable compute, larger models, or provider-managed operations—and your organization permits sending the relevant data to the service. A hybrid approach can use local inference for supported cases and an authorized cloud fallback for the rest. There is no universally best option: task fit, policy, hardware, connectivity, cost, and operating responsibilities decide.

Should you run an LLM locally or use a cloud API?

Start by defining the workload, then rule out any deployment that fails your data-handling, security, compliance, regional, or hardware requirements. A chat assistant, retrieval workflow, reasoning task, and multimodal application may place different demands on model capability and infrastructure. The location of inference is only one part of the decision: the particular model and deployment must also satisfy the task.

Microsoft’s guidance describes these as workload-dependent tradeoffs, not categorical advantages. Its cloud-based and local AI model guidance was last updated on 2026-09-21; its Azure Architecture Center guide to choosing an AI model for a workload was last updated on 2026-02-18.

Decision factor Local inference may fit when… Cloud inference may fit when…
Data handling Keeping input on the device or reducing data movement is important, and you can secure and maintain the local environment. Your policy allows sending inputs to a service, and the provider’s controls and regional arrangements meet your requirements.
Hardware and model capability Available CPU, GPU or NPU, memory, and storage can run a model that meets the task’s quality needs. The workload needs compute or model scale unavailable on the target devices.
Connectivity and latency Offline operation or avoiding network round trips matters, and local hardware responds quickly enough. Connectivity is reliable and cloud response performance meets the requirement.
Scale and access The workload runs across a bounded set of devices and managing their hardware is practical. Demand varies, or centralized access and adjustable resources are useful.
Cost and operations Existing hardware or expected utilization justifies ownership, and local maintenance is acceptable. Usage-based charges and provider-managed maintenance suit the workload; costs can be estimated from actual request patterns.
Control and lifecycle You need direct control over model deployment and can take on updates, compatibility, and security work. Provider-managed infrastructure and updates reduce operating work, subject to the service’s and model’s constraints.

Use the table to identify which option deserves evaluation, not to assume it will perform better. Confirm that the candidate model is available on the intended device or in the required cloud region.

With blazing speeds up to to 8000MT/s, it runs 1.5x faster than the DDR5 SODIMMs; 90% better performance over DDR5 SODIMMs in video conferencing and photo editing; 30% better performance in productivity apps; 12% better performance in digital content workloads.
  • QUAD SCREEN 8K DISPLAY SUPPORT - EVO-X2 AI Mini PC support 4-screen 4K/8K output via HDMI 2.1 (8K@60Hz), DisplayPort 1.4 (4K@60Hz), and dual USB 4 40Gbps Transfer speed (supporting PD3.0/DP1.4/DATA). Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.

Is local inference more private?

Local inference can keep processing on-device and reduce the need to transmit prompts or other inputs to a remote service. That can be valuable when data movement is a concern, but it is not an automatic privacy or security guarantee: the operator remains responsible for securing and maintaining the local environment.

With cloud inference, requests depend on a network connection and data is sent to a service. Whether that is acceptable depends on organizational policy and whether the provider’s controls and regional arrangements meet the applicable requirements. Decide which data may be processed where before choosing a route; do not treat “local” or “cloud” as a substitute for reviewing the actual deployment.

Can you use an LLM offline?

Local inference can operate without internet access once the model and required software are available on the device. Offline use is useful only if the device has enough resources to run a suitable model at acceptable speed and quality. A cloud request, by contrast, requires connectivity, and network round trips can add latency.

If offline availability is essential, test the complete experience without a network connection, including whether the model is already installed and whether the application has any cloud-dependent features. If offline operation is only occasionally needed, a hybrid design may be appropriate, provided the fallback behavior is permitted and clearly communicated.

What hardware do you need to run a model locally?

There is no single hardware configuration that suits every local model. The practical limit depends on the model and workload, as well as the available CPU, GPU or NPU, memory, and storage. A device can be capable of loading a model yet still fail to meet the required response speed, context needs, or output quality.

  • Check that the target device has enough memory and storage for the selected model and its runtime.
  • Evaluate the available CPU, GPU, or NPU against the workload’s latency and throughput requirements.
  • Include compatibility, model updates, security, and device maintenance in the operating plan.
  • For a managed cloud deployment, account for the provider’s compute and model availability in the required region instead of assuming every model is offered everywhere.

Choose hardware only after narrowing the workload and candidate models. A GPU-equipped workstation is one possible local deployment category, but these factors do not establish a particular GPU or workstation recommendation.

Is local LLM inference cheaper than cloud inference?

Neither approach has a workload-independent cost advantage. Local inference can require hardware acquisition and ongoing operation, as well as maintenance. Cloud inference can incur usage-based charges that vary with request volume and workload characteristics. Existing hardware, utilization, context size, multimodal inputs, and reasoning behavior can all affect the comparison.

Estimate each option using the same expected request patterns and quality requirements. Include the full cost of operating local devices, or the cloud resources and usage associated with the workload; do not compare options based only on a service label. The cited Microsoft guidance provides qualitative cost drivers, not a universal break-even point or savings figure.

How to evaluate local and cloud candidates

Use a consistent evaluation so that deployment choice reflects the actual workload rather than assumptions about either location.

  1. Define the workload. Record representative tasks and inputs, quality thresholds, context lengths, expected request volume, latency targets, connectivity conditions, data classifications, applicable rules, and operating constraints.
  2. Apply eligibility checks. Shortlist only models and deployments that satisfy task, security, regional, and hardware requirements. Confirm the model is actually available on the intended device or in the required deployment region.
  3. Test comparable candidates. Run local and cloud options against the same representative inputs under consistent conditions. Compare output quality, measurable accuracy, latency, throughput, context retention, and user feedback.
  4. Estimate workload-specific cost. Include local hardware and operating expenses or cloud resource use, using the expected request pattern. Account for context size, multimodal inputs, and reasoning behavior.
  5. Choose a route and operating model. Decide whether the application will use local inference, cloud inference, or a permitted hybrid, and specify how model changes and deployment maintenance will be handled.

Keep the application insulated from an individual model where practical, so model or deployment changes do not require redesigning every part of the application. Make the selected route observable, then periodically reassess performance, cost, and model lifecycle as needs change.

When does a hybrid design make sense?

A hybrid design is useful when a local model can handle some supported cases but a cloud model is needed for others. The fallback is a data-handling decision as well as a technical one: a cloud route should run only when the user and organization authorize the data to leave the device.

  • Check local model and device readiness before routing a request locally.
  • Explain the size and purpose of an optional model download and seek consent before downloading it.
  • Define whether cloud fallback is automatic, user-controlled, or disabled, and explain that behavior to users.
  • Observe which route ran without logging sensitive content unless that logging is approved.

A fallback should not silently bypass a local-only requirement. If policy disallows cloud processing for a request, the application needs an allowed local path or a clear response that the request cannot be handled under the current conditions.
