Regular registration may suit businesses with substantial GST-bearing purchases, business customers who need creditable invoices, inter-State outward supplies, or plans that could take turnover beyond the composition ceiling. Compare eligibility, tax cost, customer requirements, supply geography, and filing obligations before opting in.
Start with eligibility, not the tax rate
Composition is an optional route for qualifying taxpayers, not a choice available to every GST-registered business. The ordinary registration regime is the alternative for taxpayers who cannot or do not choose composition; composition exclusions should not be mistaken for the ordinary GST registration threshold. The available sources here do not establish the ordinary registration threshold for every business, state, or activity.

CBIC materials identify important composition restrictions, including casual and non-resident taxable persons, inter-State outward suppliers, manufacturers of specified goods, and service suppliers outside permitted categories. The same PAN-wide rules can affect registrations in more than one state. Check the current section 10 of the CGST Act, rules, notifications, and applicable state or Union Territory guidance against your business’s exact activities and registrations. Check the applicable turnover ceiling and its geography
CBIC’s sector FAQ reports a goods composition ceiling of ₹1.5 crore in most states and ₹50 lakh in nine states: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and Himachal Pradesh. It also describes a separate ₹50 lakh option under section 10(2A) for eligible suppliers of services. These are composition limits, not universal GST registration thresholds.

Older CBIC FAQ material includes lower or otherwise different figures, so do not rely on an old FAQ snippet as the current limit. Before opting in, verify the ceiling and any relevant notification for the financial year and state or Union Territory concerned. The CBIC sector FAQ describes aggregate turnover on a PAN-wide, all-India basis, including taxable and exempt supplies, exports, and inter-State supplies while excluding inward supplies subject to reverse charge and GST components; use the current statutory definition and amendments when calculating your own figure. Compare the practical consequences of each route
| Decision point | Composition levy | Regular registration | What to assess |
|---|---|---|---|
| Eligibility | Restricted by turnover, category, supply type, and other conditions | Ordinary GST rules apply; composition exclusions do not by themselves decide ordinary registration eligibility | Business activity, PAN-wide turnover, outward supply locations, and same-PAN registrations |
| Tax and purchases | Prescribed composition amount; input tax credit is unavailable | Ordinary GST rates and input-credit rules apply, subject to statutory conditions | Output liability, GST on purchases, and credit that may be available |
| Customer documents | Bill of supply; the composition taxpayer cannot collect GST on supplies | Tax invoice for taxable supplies as required | Customer mix, procurement requirements, and pricing negotiations |
| Returns and administration | Composition payment and reporting process, including quarterly obligations | Ordinary invoicing and return obligations; eligible taxpayers may use QRMP | Filing workload, internal capacity, and accountant or software costs |
| Flexibility | Eligibility loss requires transition out of composition | Composition can be considered later if eligible and timing requirements are met | Growth, inter-State plans, marketplace activity, and stock at transition |
These routes cannot be ranked by headline rate alone. A smaller composition payment may still be unattractive if lost input credit or customer demands for a tax invoice affect the economics. Conversely, the regular route’s return and invoicing obligations may be disproportionate for an eligible business with little credit to use. Estimate both sides from your actual purchase and sales records rather than assuming composition is automatically cheaper or simpler overall. CBIC composition rules · GST Portal QRMP FAQ
Understand which composition rate applies
The published CGST Rules table sets central composition amounts by category. The percentages below are not a single universal rate, and the cited figures alone do not settle the taxpayer’s total liability. Confirm the applicable section, state or Union Territory tax treatment, taxable turnover basis, eligibility, and subsequent amendments before calculating liability.
| Eligible category described in the rules | Central composition amount in the cited table | Turnover basis stated in the table |
|---|---|---|
| Manufacturers other than manufacturers of notified goods | 0.5% | Turnover in the State or Union Territory |
| Suppliers of the restaurant services described by the rule | 2.5% | Turnover in the State or Union Territory |
| Other eligible suppliers under sections 10(1) and 10(2) | 0.5% | Taxable supplies of goods and services in the State or Union Territory |
| Eligible persons under section 10(2A) | 3% | Turnover of supplies of goods and services in the State or Union Territory |
These central rates come from the CBIC-hosted rules table and a consolidated rules PDF dated 1 January 2022. Use the live rules and later amendments to confirm that a rate and category still apply. CBIC composition rules · CGST Rules PDF
Account for input credit and customer expectations
A composition taxpayer cannot claim input tax credit on purchases. The rules also require a bill of supply rather than a tax invoice for composition supplies and prohibit collecting tax from customers as a composition taxpayer. The CBIC-hosted rules require the bill of supply to carry the words “composition taxable person, not eligible to collect tax on supplies” at its top.
That distinction can affect both margins and sales. If the business pays substantial GST on inputs, equipment, or services, the unavailable credit is part of the composition route’s cost. If customers are registered businesses that expect an eligible tax invoice to support their own credit claims, ask whether they will buy on the same terms without one. Consumer-facing businesses may weigh that issue differently. CBIC composition rules · CBIC FAQs

Compare filing obligations without assuming composition means no returns
Composition involves quarterly payment and reporting processes; it is not a no-compliance status. GST Portal guidance says composition taxpayers do not file GSTR-1 for periods in which they are under composition. Regular taxpayers have ordinary return obligations, but eligible filers may be able to use the Quarterly Return Monthly Payment (QRMP) scheme.
The GST Portal’s QRMP FAQ describes eligibility for regular taxpayers, including those who have opted out of composition, with annual aggregate turnover up to ₹5 crore among its conditions. QRMP availability and conditions are not a blanket exemption from compliance, and portal forms, deadlines, and instructions can change. Check the current portal guidance for the relevant tax period. Know when you can opt in or have to leave
Opting in
A new applicant can indicate an intention to opt for composition in the registration application; the GST Portal guide says the option is considered after registration is granted. An existing registered taxpayer generally opts from the beginning of a financial year by filing the prescribed intimation. In either case, confirm the current procedure, deadline, and eligibility before making the election. GST Portal registration guide · CBIC composition rules
Crossing the limit or becoming ineligible
If a taxpayer stops meeting composition conditions, the option ceases and prescribed withdrawal intimation is required. CBIC FAQ guidance says a taxpayer cannot remain under composition for the rest of the year after crossing the applicable turnover ceiling. Because the applicable ceiling depends on the taxpayer’s circumstances and current law, identify it before projecting growth or deciding the date on which ordinary treatment begins. Transition stock
The Act and rules provide a route to claim input credit on qualifying stock when moving out of composition, subject to conditions, records, and deadlines. Do not assume all stock qualifies or estimate a credit without reviewing the applicable provisions and supporting documents with a tax professional. CBIC composition rules · CGST Act text

Use a decision checklist before choosing
- Map eligibility: list each business activity, supply type, state registration, and outward supply destination; check current composition exclusions and same-PAN consequences.
- Calculate turnover correctly: use the current PAN-wide aggregate-turnover definition, then verify the ceiling for the relevant category and state or Union Territory.
- Estimate the economics: compare the applicable composition amount with regular output tax less eligible input credits, while factoring in credits that would be unavailable under composition.
- Ask customers about invoices: determine whether a bill of supply is commercially acceptable or whether customers need a tax invoice for their own tax-credit process.
- Plan operations and growth: consider inter-State sales, category changes, expected turnover, filing capacity, and documentation needed if a transition occurs.
- Confirm the election: check current CBIC law and notifications, state or Union Territory treatment, and GST Portal instructions before filing.
For a business with low input-tax exposure, eligible local supplies, and customers comfortable with a bill of supply, composition may be worth evaluating. For a business that relies on input credit, sells to credit-conscious registered customers, makes disqualifying supplies, or expects to cross its ceiling, regular registration may fit better. These are decision signals, not a substitute for testing the actual legal eligibility and numbers.
