Choose an LLM provider by testing shortlisted models on the same representative documents and comparing summary accuracy, coverage, unsupported claims, attribution, formatting, latency, and cost. Before committing, check that the exact API route fits your document sizes and your data-handling, regional, rate-limit, and integration requirements. A large context window or low token price is useful, but neither establishes which provider will work best for your app.
Start by defining what the app must do
Provider selection gets easier when you define the workload before comparing models. Write down the requirements that affect model fit, the evaluation, and the operating cost:

- Inputs: supported file formats, languages, document types, and the extraction path—including OCR if scanned documents are in scope.
- Size: typical and maximum document length, plus the prompt, instructions, and expected summary length.
- Output: required structure, such as headings or a fixed schema; whether summaries need quotations, citations, or attribution to document sections.
- Quality: what counts as a serious omission, an unsupported statement, or a misleading simplification for your users.
- Operations: request volume, latency target, timeout tolerance, rate-limit needs, fallback requirements, and whether processing is interactive or can run in batches.
- Data: whether documents are confidential, personal, regulated, or subject to residency or contractual requirements.
Keep document extraction and summarization quality as separate evaluation steps. If a key table or paragraph was not extracted correctly, that is a different failure from a model that received the content but summarized it inaccurately.
Check whether documents fit—and whether the model covers them
Estimate the tokens in the largest supported document, then add the system instructions, user prompt, any extracted metadata, and the maximum output. Leave headroom rather than planning to operate at the context limit: prompts and documents vary, and the model needs room to produce its response.

Context capacity answers whether content may fit in a request. It does not prove that the model will identify every important fact, exception, or detail spread across a long document. Google’s Gemini long-context guide, accessed October 4, 2026, says many Gemini models have windows of one million or more tokens and identifies summarizing large text corpora as a use case. The same guide cautions that performance can vary on questions involving multiple “needles”—details that must be found in different parts of a long input. Check the limit for the specific model you intend to use, then test long documents and scattered-detail recall with your own evaluation set.
Also confirm the actual request and payload limits for your chosen endpoint, not just the model’s context window. A document can be within the context limit and still fail because of API payload limits, file-handling rules, or the way your app sends extracted content.
Check privacy and retention for the exact API route
Do not treat a provider’s privacy label as a blanket guarantee. Verify the product, endpoint, enabled features, account configuration, geography, and contract that will apply to the app. Ask how long prompts and responses are retained, whether they may be used to improve models, who processes them, where processing and storage occur, and whether a control requires approval or organization-level enablement.

| Route or service | What the cited documentation says | What to verify for your app |
|---|---|---|
| Anthropic Claude API | Anthropic’s API documentation says optional zero-data-retention arrangements apply to eligible Claude Messages and Token Counting API features and require organization enablement. | Confirm eligibility for every feature and endpoint you will call, and whether your organization has the required enablement. |
| Anthropic through Amazon Bedrock or Google Cloud | Anthropic says its ZDR arrangement does not apply to partner-operated Bedrock or Google Cloud routes; those routes use the cloud providers’ controls. | Review the cloud provider’s applicable terms and configuration rather than assuming Anthropic’s API controls carry over. |
| OpenAI API | OpenAI’s API data-controls documentation says abuse-monitoring logs may contain prompts and responses and are generally retained for up to 30 days. Zero Data Retention and modified monitoring require prior approval; some endpoints or features may retain application state despite ZDR. | Check the endpoint-specific state behavior and whether your account has approval for the controls you need. |
| Google Gemini Developer API | Google says paid-service prompts and responses are not used to improve products, while documenting retention exceptions involving Google Search or Maps grounding, File API uploads, interactions state, and cached context. The Gemini API ZDR guide says data associated with Google Search grounding is stored for thirty days and cannot be disabled while using that feature. | Map every feature in your request to its retention behavior, especially grounding, file uploads, interactions state, and cached context. |
| AWS Bedrock Responses API | AWS says responses, including input and output, are stored for 30 days by default when store is true. Setting store: false disables that storage for the request. |
Confirm the setting on each request and whether cross-region inference changes where processing and storage occur. |
AWS notes that a global inference profile may process a request in another commercial region and store it in the region that processed it. AWS points to geographic inference profiles when data residency is required. Determine whether the profile and route satisfy your requirements; a region selected in an account or application does not, by itself, establish where a cross-region request was processed.

Estimate cost for your real workload
There is no useful universal “cost per document” without the model, document size, summary length, and request pattern. Estimate the app’s actual monthly workload using the provider’s current rates for the exact model and context tier.
Rank #3
- Measure or estimate input tokens per document, including prompts, instructions, and extracted text.
- Estimate output tokens for the required summary format.
- Multiply by expected document volume, separating interactive and batch workloads if they use different models or settings.
- Add the expected cost of retries, caching, and other billed features.
- Include operational expenses such as parsing or OCR, monitoring, human review, fallback models, support, and migration work.
- Compare cost per accepted summary, not just the published input-token rate. A cheaper response that fails your quality threshold may require retries or review.
OpenAI’s published pricing table, accessed October 4, 2026, distinguishes model-specific rates and context tiers, including different short- and long-context rates. Use the current table for the model and tier you will actually call; published rates can change and are not a substitute for estimating your app’s usage.
Run a controlled bake-off before choosing
A small evaluation using permissioned documents from your app’s real workload is the most direct way to compare quality and latency. Keep the extraction path, prompt, output schema, and scoring rubric consistent across providers. Use the same document and task for each candidate.
Build a representative test set
Include ordinary documents as well as the cases most likely to expose a failure:
Rank #4
- Ryzen Threadripper 9970X 4.0GHz (Up To 5.4GHz Turbo) 32 Core
- 128GB DDR5 ECC Reg (2x64GB)
- GeForce RTX PRO 6000 Blackwell Max Q Workstation Edition 96GB GPU
- 10G + 2.5G Networking + WiFi 7
- Onboard AQtion AQC113C 10GbE LAN
- Very long documents and documents near your intended size limit.
- Tables, repeated facts, and documents with conflicting statements in different sections.
- Important exceptions or qualifications that would change the meaning of a summary if omitted.
- Poor scans, if the app supports them, so you can distinguish OCR errors from summarization errors.
- Cases where a small factual omission matters to the reader or business process.
Score the results consistently
- Factual correctness: Are claims supported by the source document? Does the summary invent details?
- Coverage: Does it include the required key points, qualifications, and important exceptions?
- Attribution: When required, are quotations and claims correctly tied to their source or section?
- Format: Does the output follow the required structure and parse reliably?
- Latency and reliability: How long does a request take, and how often does it time out or fail under the conditions you tested?
- Cost per accepted summary: What does it cost after retries, caching, and any review needed to meet your quality bar?
- Recovery: How easy is it to identify failures and switch to a fallback route?
Set minimum quality thresholds before comparing price, and blind reviewers to model identity when practical. Record model IDs, dates, regions, endpoints, and relevant settings so a result can be reproduced when offerings change. Do not declare a provider the winner without measured results on the workload you care about. Google’s long-context guidance describes capabilities and caveats, but it is not a comparative benchmark for your app.
Compare providers on the requirements that affect your choice
There is no universal best LLM provider for document summarization. Compare provider-direct APIs and cloud-hosted routes against the same shortlist of requirements:
- Summary quality on your document types and evaluation set.
- Model context limits, request or payload fit, and output constraints.
- Current cost for your expected input and output volume, including context-tier differences and billed features.
- Retention, training-use terms, feature-specific exceptions, and available controls.
- Processing and storage geography, including any cross-region routing.
- API compatibility, structured-output behavior, rate limits, availability commitments, and support.
- Procurement requirements, integration effort, and the cost of fallback or migration.
Capture the exact model and route, not only the provider name. A cloud marketplace route can have different data-control responsibilities from a provider-direct API, and endpoint features can change retention behavior. Recheck model lineups, rates, context limits, endpoint behavior, and routing before implementation and when reviewing the service later.
