If you need third-party ISO 45001 certification, verify the certification body’s current accreditation and scope; credentials or a low bid alone do not establish that a provider is right for your facility.
Decide what kind of audit you need
“Safety audit” can describe different engagements. Identify the intended outcome before asking for proposals, because the purpose determines the criteria, team, and credentials that matter.

- Internal or second-party review: An assessment commissioned by your organization, or by one organization of another, against specified legal, internal, contractual, or other criteria. It is not automatically a certification audit.
- Process-safety compliance audit: A review focused on process-safety requirements and controls. For covered U.S. process-safety settings, OSHA’s guidance includes contractor safety performance and programs as considerations during contractor selection (OSHA compliance guidance).
- ISO 45001 management-system audit: An assessment of an occupational health and safety management system against specified criteria. Clarify whether you want a gap review, an internal audit, or another assessment; these are not the same as independent certification.
- Third-party ISO 45001 certification audit: An assessment by a certification body seeking to certify the management system. Accreditation of that body is relevant to this engagement and should be checked against the certification scope.
State the purpose, criteria, intended use of the results, locations, operations, shifts, contractor interfaces, and expected deliverables. OSHA advises planning audit format, staffing, scheduling, and verification methods in advance (OSHA PSM Appendix C).

Match the team to your facility’s hazards
Ask for the names and roles of the proposed lead auditor and other team members, not just a company profile. Request evidence of audit training, relevant industrial experience, familiarity with your processes, and examples of comparable hazards or operations they have assessed. OSHA’s process-safety guidance emphasizes that audit-team members need suitable experience, knowledge, training, process familiarity, and auditing ability; complex facilities may need several technical disciplines represented (OSHA PSM Appendix C).
#1 Best Overall
Depending on your processes, that expertise may include engineering, instrumentation, electrical systems, maintenance, emergency preparedness, or process safety. A team does not need every specialty on every job, but the proposal should explain how it will obtain specialist input if an issue falls outside the core team’s competence. Ask whether subcontractors or specialist assessors may be used and how their qualifications and independence are checked.
Check how the provider will gather and test evidence
A sound audit should not rely on a document review alone. Ask how the team will compare evidence with the stated criteria using records and documents, worker interviews, and observation of operations. EU-OSHA describes these as sources of audit evidence and stresses the importance of competent, independent auditing (EU-OSHA guidance).

- Suitable for Industrial and Construction Applications: ideal for welding, cutting, brazing, and other hot work activities in construction sites, factories, warehouses, and maintenance facilities; Meets general safety documentation requirements for compliant workplaces
Have the provider explain its sampling approach: what it expects to examine, how it will select records, activities, workers, or shifts, and how it will disclose limits to coverage. Sampling can make an audit practical, but it should not be presented as proof that every condition was checked. Ask how observations and interview evidence will be cross-checked against records and criteria before a finding is issued.
Assess independence and accreditation where relevant
Clarify whether the provider is auditing a system it also helped design or implement. If it offers both consulting and assurance work, ask how it manages conflicts and keeps the assessment independent. Independence is particularly important when the result is intended to provide external assurance.

For an ISO 45001 certification engagement, verify that the certification body is currently accredited for ISO 45001 by UKAS or an equivalent accreditation body, and confirm that the accreditation scope covers the certification being proposed. UK HSE advises using competent auditors or certifiers and states that certification bodies should be accredited by UKAS or an equivalent body (UK HSE: ISO 45001). Check the status and scope directly with the relevant accreditation body before contracting. This accreditation check is not a blanket requirement for every consultant, internal auditor, or safety review.
Compare proposals on scope, evidence, and follow-up
Align the work each provider is offering before comparing fees or schedules. A lower bid may cover fewer sites, shifts, activities, interviews, or follow-up than another proposal. Compare the following in writing:

| Comparison area | What to confirm |
|---|---|
| Purpose and criteria | Audit type, applicable requirements, intended outcome, and any exclusions. |
| Coverage | Facilities, operations, shifts, contractor activities, and interfaces included; explain any sampling or access assumptions. |
| Team | Named lead and team, relevant process and hazard experience, specialist support, and any subcontractors. |
| Method | How documents, records, interviews, and field observations will be used and compared with criteria. |
| Report | How the provider will substantiate findings, record effective practices, describe deficiencies, and explain any prioritization. |
| Corrective action and follow-up | Whether recommendations, action tracking, verification, or a follow-up visit are included or separately scoped. |
| Logistics | On-site and remote work, travel, language needs, access, scheduling, and how the effort reflects facility risk and complexity. |
| Commercial terms | Fee and schedule assumptions, exclusions, and charges for scope changes or follow-up. |
The reviewed guidance does not establish typical audit prices or durations. Treat a provider’s quote as specific to its stated scope and assumptions rather than as an industry benchmark.
Look for a report that leads to action
Request a redacted sample report and ask what a finding contains. A useful report makes it possible to see the audit criterion, the evidence observed, the deficiency or effective practice, and the recommended next step without confusing those elements. OSHA’s guidance describes documenting both areas needing corrective action and effective elements as part of a systematic audit (OSHA PSM Appendix C).
Best Value
Confirm the report delivery date, how factual errors can be raised, who will discuss findings with management, and whether the provider supports action tracking or verification. Ask what follow-up costs and scope would apply rather than assuming they are included in the initial fee.
Scope contractor work explicitly
If contractor activities can affect safety or process safety, name those activities and interfaces in the scope. For covered U.S. process-safety contexts, OSHA guidance says employers evaluate contractor safety performance and programs during selection; that statement should not be treated as a universal rule for every industrial contractor or jurisdiction (OSHA compliance guidance).
EU-OSHA’s contractor guidance points to relevant review topics such as qualifications, responsibilities, supervision, equipment and materials, subcontractor competence, and communication barriers (EU-OSHA contractor management). Ask the provider how it will examine the contractor arrangements that apply to your site, including training, oversight, and ongoing performance where these are in scope.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUse proportionality as a selection test
The proposed effort should make sense for your organization’s size, process complexity, risks, site count, and intended use of the findings. Ask the provider to explain why its coverage and team are appropriate rather than accepting a fixed checklist without context. Certification is not the only way to demonstrate safety-management competence, and UK HSE says inspectors consider a range of evidence and observations—not simply whether an organization claims to meet ISO 45001 (UK HSE: ISO 45001).
Choose the proposal that best fits your actual hazards and purpose, with clear evidence of competence, scope, method, and follow-through. If the provider cannot explain who will assess the work, how findings will be verified, or what the report will enable you to do, resolve those gaps before signing.
