How to Choose an API Gateway for Rate Limits and Abuse Detection on AI Endpoints

Choose an AI API gateway by its metering unit, identity keys, burst behavior, scope, and operational fit—and pair throttling with limits on expensive work and downstream spend.

Choose an API gateway by the resource you need to control, the identity you can reliably measure, and the burst behavior your AI workload can tolerate—not by request-per-second limits alone. Compare each candidate’s metering, rate-window behavior, scope, and operational fit, then pair gateway limits with controls on expensive work and downstream spend. Rate limiting can constrain usage; it is not, by itself, proof of bot or abuse detection.

Start with what you need to protect

AI requests can vary substantially in resource use. A short prompt and a long prompt may each count as one request while consuming different amounts of model capacity or paid service. OWASP identifies unrestricted resource consumption as a risk that can lead to denial of service or increased operating costs, including when an API calls a paid third-party service. Its API4:2023 guidance recommends limiting how often a client can interact with an API, alongside other resource controls (OWASP API4:2023).

Before comparing products, define the unit and outcome of each limit. A request-rate policy can help contain floods; a token- or cost-based policy is more directly aligned with uneven AI consumption. Neither necessarily caps every cost: a gateway setting is not automatically a hard ceiling on model-provider charges.

  • Request frequency: How many calls may a client make in an interval?
  • Expensive work: What bounds apply to prompt size, output tokens, tool calls, concurrent work, and request duration?
  • Budget exposure: What spending limits or billing alerts can be set with the model provider or service?

OWASP also identifies unrestricted access to sensitive business flows as a separate API risk. If an endpoint triggers costly or consequential actions, evaluate the route’s business impact as well as its raw traffic volume (OWASP API Security Top 10 – 2023).

Compare the controls that change the decision

Identity and policy key

Find out whether a rule is keyed to an authenticated user, API key, tenant, IP address, route, model, or another identifier—and whether the limit can be shared across the clients or services that matter. An IP-based rule may not represent an individual user behind shared networking; a client-controlled or easily rotated key may be weak against abuse. The product documentation reviewed here does not establish a cross-vendor comparison of identity-key robustness, so validate the keying model against your own authentication and threat model.

Metering unit

Ask whether the gateway measures requests, tokens, or estimated cost. Request count is simple, but can be a poor proxy when prompt lengths, output sizes, or model prices vary. Kong documents an AI rate-limiting policy based on LLM token usage or cost. The AWS and Cloudflare documentation cited below describes request-based throttling or windows; it does not establish equivalent token-cost metering for those controls.

Window, burst, and scope

A limit’s interval and burst behavior affect both protection and legitimate traffic. A fixed window can allow a burst just before and another just after its boundary; a sliding window evaluates usage over a rolling interval. A token bucket instead accumulates tokens at a configured rate and allows bursts up to its capacity. Also establish whether a rule applies per account, route, stage, method, client, or across replicas and regions. Documentation for a feature does not, by itself, prove globally consistent enforcement at every deployment scale.

Rejection behavior and visibility

Check what clients receive when a limit is exceeded, whether responses include useful reset or remaining-capacity headers, and what operators can inspect about decisions and usage. A 429 response helps a client recognize throttling, but only useful policy and usage telemetry helps teams diagnose false positives or cost exposure.

What the documented gateway options offer

The comparison below reflects official product documentation available on October 4, 2026; it is not a hands-on ranking of performance, detection quality, or total cost. Confirm current support for the exact edition, deployment model, and configuration you plan to use.

Option Documented metering and behavior Scope or response details Important qualification
Amazon API Gateway Request throttling uses a token bucket: configured rate replenishes tokens, and burst sets bucket capacity. REST API controls include account-level regional throttling and configurable API, stage, or method targets, including usage-plan controls. HTTP API documentation covers account- and route-level throttling. Clients may receive 429 Too Many Requests when configured rates or burst limits are exceeded. See REST API throttling and HTTP API throttling. AWS says throttles and quotas are best-effort targets, not guaranteed request ceilings. Do not treat them as hard spend caps. Verify REST versus HTTP API behavior, usage-plan details, and applicable service quotas for your design.
Cloudflare AI Gateway Its REST interface can route to Cloudflare-hosted and third-party models. The rate-limit feature documents request counts over fixed or sliding windows; a fixed window can admit boundary bursts, while a sliding window evaluates the recent rolling interval. Exceeding a configured limit produces 429 Too Many Requests. See the REST API documentation and rate-limiting documentation. The documentation reviewed establishes request-window limiting, not token-cost metering or detection of bots and prompt injection.
Kong AI Gateway Kong documents a general advanced request-rate policy and an AI Rate Limiting Advanced policy that can limit LLM token usage or cost. The policy documentation describes headers for allowed limits, remaining capacity, and restoration timing. See Rate Limiting Advanced and AI Rate Limiting Advanced. Confirm that the exact policy is supported in your Kong product, edition, deployment mode, provider integration, and configuration; the documentation does not establish identical availability or behavior across all combinations.

Do not confuse throttling with abuse detection

A rate limit can reject traffic above a configured threshold. That does not establish that the gateway can identify credential sharing, distributed abuse spread across identities, or prompt injection. The documentation compared here provides no comparable evidence of bot- or abuse-detection efficacy, so ask vendors for the signals, detection methods, response actions, and validation data relevant to your threat model rather than treating a rate-limiting feature as a detection system.

Use the gateway as one layer in a broader set of controls. OWASP API4:2023 recommends resource and payload bounds, request-frequency controls, limits on client operations, timeouts and infrastructure constraints, plus spending limits or billing alerts where providers permit them. Depending on the endpoint, consider maximum input size, output-token limits, maximum tool or action count, request deadlines, per-user or per-tenant quotas, and concurrency or queue bounds. These are design controls to evaluate; the cited gateway documentation does not show that every option provides each one natively.

Choose by workload, then validate the policy

  1. Map identities and costly routes. List the authenticated principals and tenants you can enforce limits against, the endpoints that trigger model calls or consequential actions, and any exposure from shared or rotating identifiers.
  2. Set separate request and work budgets. Define acceptable request frequency and burst behavior, then bound expensive work with measures such as input and output limits, deadlines, concurrency controls, and provider-side spending alerts where available. Derive thresholds from measured workload, provider budgets, and acceptable latency and error targets; there is no universal request threshold in the cited sources.
  3. Match the metering and window to the risk. If cost tracks token usage more closely than request count, evaluate AI-aware token or cost policies. If traffic arrives in legitimate bursts, test the effect of fixed or sliding windows and token-bucket capacity rather than choosing a limit solely by its headline rate.
  4. Check operations before rollout. Verify deployment and edition availability, identity-key support, shared-state behavior across replicas and regions, fail-open or fail-closed behavior, latency impact, policy management, logging and privacy implications, response headers, and integration with your model providers. The cited documentation does not establish cross-vendor parity on these points.
  5. Test in a non-production environment. Exercise representative legitimate bursts and abuse cases. Observe 429 rates, false positives, latency, and downstream spend, then adjust limits before enforcement in production. Continue monitoring after rollout because traffic patterns and model use can change.
