For most enterprise AI investments, combine a financial method such as Forrester’s Total Economic Impact (TEI) with AI-specific outcome measurement and lifecycle risk governance. TEI helps compare expected benefits with full delivery and operating costs, uncertainty, and strategic flexibility; measurement guidance makes outcomes verifiable; and the NIST AI Risk Management Framework (AI RMF) helps assess risk throughout the system lifecycle. No single framework is established as best for every enterprise project.
Choose a framework by the decision you need to make
An AI business case has three connected jobs: establish whether the investment is financially worthwhile, define what value means for this use case, and account for risks that could undermine the expected value. A single ROI percentage cannot do all three.

Compare candidate methods against the following needs:
- Value coverage: Can it capture revenue, cost or efficiency, quality, risk reduction, user or customer outcomes, and strategic flexibility where relevant?
- Cost completeness: Does the model include the expenses necessary to deliver the benefits, including implementation and ongoing costs? Test whether integration, training and change management, licenses or inference, operations, monitoring, and maintenance belong in your project’s estimate.
- Uncertainty: Are assumptions, confidence, and risk adjustments visible, rather than hidden behind an optimistic point estimate?
- Measurement readiness: Is there a baseline, a defined outcome, approved data, usable telemetry, and a named owner or sponsor?
- Lifecycle and risk coverage: Does the approach consider context, governance, testing, monitoring, and impacts beyond immediate financial return?
- Decision output: Does leadership need ROI, net present value (NPV), payback, a qualitative scorecard, or a mix?
Use the answers to choose a combination of methods, not simply the most familiar acronym.

Build the business case in a decision-ready sequence
- Define the project and counterfactual. State the business problem, intended outcome, scope, accountable owner, and what would happen without the AI system. NIST AI RMF Core Map 1.4 calls for defining the business value or context of use.
- Choose outcomes and a baseline before building. Identify how success will be measured and record the starting point. Separate cashable savings from capacity released, quality improvement, risk reduction, revenue contribution, and strategic option value; do not count the same benefit in multiple categories. Microsoft recommends defining value before build and capturing telemetry from day one.
- Model delivery and ongoing costs. Include the expenses needed to produce and sustain the outcome, and make assumptions and ranges visible. TEI gives benefits and costs equal weight and accounts for implementation and ongoing costs.
- Select financial measures and state their assumptions. ROI expresses net benefits relative to costs; NPV discounts future net cash flows; payback indicates when net benefits equal the initial investment. State the investment horizon and discount rate, and have finance owners validate the method and assumptions.
- Assess risk across the lifecycle. Consider relevant technical and organizational risks, such as privacy, security, fairness, reliability, trustworthiness, and deployment context. NIST AI RMF organizes risk work under Govern, Map, Measure, and Manage; these are ongoing, connected functions rather than a fixed four-step sequence.
- Instrument, review, and update. Capture telemetry, track leading and lagging indicators, and review results regularly with a named sponsor. Revisit the business case as actual operating costs, outcomes, and risks become clearer.
What TEI contributes to an AI investment case
Forrester describes Total Economic Impact as a methodology built around four components: benefits, costs, flexibility, and risks. It is useful when decision-makers need a structured financial justification that recognizes implementation and ongoing expense, uncertainty in estimates, and future strategic value where relevant. Its financial vocabulary includes ROI, NPV, discount rate, and payback. Forrester also offers TEI consulting to develop business-value analyses for technology investments.
TEI is a financial evaluation method, not a substitute for defining AI outcomes or governing AI risks. Use it alongside explicit outcome measurement and lifecycle risk assessment. A project team should also distinguish its own model from a commissioned study built around another organization’s assumptions.

Use NIST AI RMF for risk and context, not as an ROI calculator
NIST released AI RMF 1.0 on January 26, 2023, for voluntary use. Its Core supports defining the business value or context of use and using quantitative, qualitative, or mixed methods to measure AI risks and impacts. The framework’s functions—Govern, Map, Measure, and Manage—support risk management through the AI system lifecycle.

NIST released the Generative AI Profile, NIST AI 600-1, on July 26, 2024. It applies AI RMF functions to generative AI, including cross-sector uses involving large language models, cloud services, and acquisition. It supplements risk and implementation work; it does not calculate financial ROI.

NIST has said AI RMF is being revised, so confirm the current version and status before adopting it. The framework does not set your company’s discount rate, quantify every qualitative benefit, or determine jurisdiction-specific regulatory obligations. Those decisions require input from the organization’s finance, risk, legal, and technical owners.
Apply AI value measurement without mistaking guidance for a universal standard
In a June 4, 2026 account of its internal work, Microsoft described a common value measurement framework because AI investments can produce different kinds of value, including task speed, quality, risk reduction, coverage, and operational cost effects. The account cautions against centering ROI before a suitable cost model, telemetry, and approved data are in place. This is first-party reporting about Microsoft’s internal approach, not evidence of a universal enterprise standard.
Microsoft’s Copilot Studio guidance recommends defining value before building, configuring telemetry from day one, and reviewing results regularly with a named sponsor. It describes four measurement pillars, quantitative and qualitative metrics, leading and lagging indicators, and an Agent Assisted Hours formula. Treat this as product-context guidance for agent projects, not as a mandated method for every AI investment.

A Microsoft-commissioned Forrester Consulting study of Microsoft 365 Copilot reports a modeled 116% ROI and 10-month payback; the study page does not show a publication date. These are results from that study’s model and assumptions, not an independent benchmark or a forecast for another organization, product, or use case. Verify the study’s scope, commissioning, and assumptions before using such figures in an investment decision.

The sources do not establish a broad, independent enterprise AI ROI benchmark that can be applied across projects. Treat your own baseline, cost model, measurement plan, and risk assessment as the decision evidence.
When external financial modeling may help
If the organization lacks internal capacity to build or challenge a technology investment model, it may consider independent enterprise value assessment or financial modeling support. Forrester describes a TEI consulting practice; choosing an external adviser is optional and does not remove the need for internal finance, risk, legal, and technical owners to validate assumptions.
