How to Choose an AI Compute Provider When GPUs Are in Short Supply

GPU catalogs do not guarantee live capacity. Learn how to specify your workload, verify an exact allocation, compare procurement modes and total cost, benchmark real throughput, and plan for interruptions when accelerators are scarce.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the provider that can allocate your required GPU configuration, in an acceptable region, by your deadline—not the provider whose catalog merely lists the right chip. Write down your minimum GPU memory, GPU count, interconnect, host resources, location, start date and interruption tolerance. Then obtain a current allocation confirmation, compare the complete deployed cost, and benchmark the real workload before moving production data.

What “GPU shortage” means for a buyer

A provider can advertise an H100, A100 or another accelerator while having no immediately allocatable units in the zone, shape or quantity you need. Capacity is constrained at several layers:

As an Amazon Associate I earn from qualifying purchases.

  • Physical inventory: the provider may have the model somewhere in its fleet but not in your target region.
  • Shape availability: a single-GPU virtual machine may be available while an eight-GPU node with the required interconnect is not.
  • Quota and approval: your account may not be allowed to launch the requested number of GPUs even when hardware is idle.
  • Time window: capacity available today may not be reservable for your planned start date, or may be offered only as interruptible capacity.

Google Cloud’s location documentation explicitly says GPU availability varies by region and zone. It also identifies some H100 A3 machine types as limited-capacity options that require contacting an account team. A regional listing therefore proves presence, not that your requested quantity can be allocated now.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The OECD’s 2025 methodology illustrates the same distinction: its regional accelerator measure counts provider-reported non-zero presence. That is useful for mapping where accelerators exist, but it cannot establish that a particular customer can obtain a specific quantity immediately.

Start with a workload specification, not a provider list

Before asking for quotes, describe the smallest configuration that can complete the job. Include approved substitutes so that a sales or capacity team can search intelligently.

GPU memory and count

Record the minimum memory per GPU and the total number of GPUs. A model that fits on four 80 GB GPUs may not fit on eight 40 GB GPUs, even if the aggregate memory is similar, because tensor parallelism, communication overhead and framework support differ. State whether you need one large node or can spread workers across hosts.

Interconnect and topology

Specify whether the job requires high-bandwidth GPU-to-GPU links or can use ordinary networking. Distributed training and tightly coupled inference can lose most of their benefit when traffic crosses slower links. Ask for the exact topology, bandwidth and whether all GPUs are in one host, rack or placement group.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Host resources

List required CPU cores, system RAM, local NVMe space, persistent storage performance and operating-system image. A GPU can sit idle while data is decoded, shuffled or fetched from a slow volume, so the cheapest accelerator rate is not necessarily the cheapest completed job.

Software and orchestration

Write down the CUDA or driver family, framework versions, container runtime, scheduler, identity controls and observability you need. Confirm that the provider supports your deployment method and that you can export images, checkpoints and infrastructure definitions if you must move.

Location, residency and network path

Set an allowed region or country, latency targets to data sources and users, residency requirements, and whether cross-region transfer is acceptable. A lower hourly rate can be erased by moving a large training corpus or by serving users over a distant network path.

Schedule and interruption tolerance

Give a start date, expected runtime, minimum useful run length and maximum acceptable interruption. Distinguish a one-time training run from a service that must remain available. These details determine whether spot, on-demand, a reservation or a capacity block is appropriate.

Verify allocatable capacity before you compare prices

Use public documentation to identify plausible providers and regions, then obtain a current, configuration-specific answer. Ask each provider to confirm all of the following in writing:

  • GPU model, memory per GPU and exact instance or machine shape.
  • Number of GPUs that can be allocated together and the interconnect or placement guarantee.
  • Region and zone, including any residency or networking limitation.
  • Earliest start time and how long the allocation will be held.
  • Required quota, account approval or capacity-team engagement.
  • Whether the offer is on-demand, interruptible, reserved or a fixed-duration block.
  • Storage, network, data-transfer and support charges that are outside the advertised GPU rate.

Request an allocation identifier, order or reservation record rather than relying on a catalog screenshot. Test a small launch in the same region and shape when possible. A successful single-GPU test does not prove that a larger placement will be available; ask for the exact quantity you intend to run.

Match the procurement mode to deadline and risk

Mode What it provides Trade-off to price explicitly
On-demand Capacity requested when needed, with no scheduled commitment when capacity is obtainable Availability is uncertain during shortages, and the rate can be higher than committed options
Spot or other interruptible capacity Access to spare capacity at a changing rate Google Cloud says spot virtual machines can be preempted at any time; checkpointing and restart engineering are mandatory
Reservation or future reservation Planned access tied to a reservation period Google Cloud states that reserved periods are billed whether or not the instances are used
Capacity block Accelerated instances held for a future start date; AWS documents this model for supported GPU families, including H100 and newer families AWS says Capacity Block prices vary with available supply and demand, and the commitment can leave you paying for time you cannot use
Flex-start or similar scheduled option A provider-managed way to request capacity for a defined start window Confirm the exact start guarantee, cancellation terms and billing rules for the selected shape

Use on-demand when flexibility matters and you can obtain capacity. Use spot only for workloads that checkpoint frequently, tolerate retries and have a completion deadline with slack. Use a reservation or capacity block when a scheduled run is worth paying for unused time or a commitment. Do not assume a reservation guarantees every software or networking feature; validate the complete shape.

What current provider documentation tells you

Google Cloud

Google Cloud documents regional and zonal variation in GPU availability and flags certain H100 A3 zones as limited capacity requiring account-team contact. Its capacity guidance covers reservation-bound instances, future reservations, Flex-start, standard on-demand and spot resources. The pricing table for GPUs is only one component of a deployed virtual machine: disk, image, networking and VM instance pricing are excluded. Spot prices are dynamic, so record the rate and timestamp used in your estimate.

AWS

An AWS announcement dated August 12, 2025 described a single-H100 P5.4xlarge option and listed regions and purchase channels for that launch. Because that announcement is dated, confirm that the same offer, region and quantity are still available when you buy. AWS’s current Capacity Blocks documentation describes reserving supported accelerated instances for a future start date, including H100 and newer GPU families, with prices that change according to supply and demand.

CoreWeave

CoreWeave publishes separate on-demand and spot rates for particular multi-GPU instance shapes. Treat those figures as inputs to a quote, not as a live-capacity guarantee or a complete workload price. Verify the requested shape and region, then add networking, storage, data transfer and any orchestration or support charges.

Lambda

Public search material describes Lambda’s on-demand GPU-backed virtual machines and several GPU families, but the referenced documentation page redirected without usable detail. Confirm its current inventory, regions, terms and price directly before putting it on a shortlist. No quantitative conclusion about Lambda’s availability follows from that search result.

Calculate the full cost of useful work

Compare providers using the cost of completing your job, not the headline GPU-hour. A practical estimate is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Total run cost = compute + host CPU/RAM + local or network storage + data ingress and egress + interconnect or networking + orchestration and support + idle, queue and retry time.

For each candidate, record the rate basis (per GPU, per instance or per block), the number of GPUs, expected utilization, runtime, commitment period and region. Apply the same workload assumptions to every quote.

Include non-compute charges

  • Host resources: CPU and system memory can be billed separately from the accelerator.
  • Storage: include the boot image, checkpoint volume, scratch space, snapshots and any provisioned performance.
  • Data transfer: count movement into the region, between zones or regions, and to end users.
  • Networking: distributed jobs may require special fabrics, placement groups or high-bandwidth interfaces.
  • Orchestration: managed Kubernetes, batch schedulers, registry storage and monitoring can add recurring charges.
  • Support: a capacity escalation path or premium support plan may be material for a deadline-bound run.
  • Idle and queue time: include time spent waiting for a node, downloading data, compiling kernels or recovering from preemption.

Rates and supply are time-sensitive. Google says spot prices are dynamic. CoreWeave publishes prices for specific configurations, and AWS says Capacity Block prices move with supply and demand. Recheck the quote immediately before commitment and preserve the region, term and configuration in your cost record.

Benchmark the job you actually run

There is no universal fastest or cheapest provider for every AI workload. Provider documentation establishes available options and prices, not a fair independent benchmark for your model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Package a representative model, dataset shard and container image.
  2. Use the production batch size, sequence length, precision, input pipeline and checkpoint interval.
  3. Warm the environment once, then measure steady-state throughput over enough steps to smooth startup effects.
  4. Record tokens per second, samples per second or training steps per hour, plus GPU utilization and memory headroom.
  5. Measure end-to-end completion time, including data loading, evaluation, checkpointing and restart behavior.
  6. Calculate cost per completed training run, generated token set, image batch or other useful unit.
  7. Repeat after an interruption or simulated node loss if spot capacity is under consideration.

Keep the benchmark configuration identical across candidates. A faster GPU that requires extensive code changes may have a higher total cost than a slightly slower, compatible configuration.

A decision sequence for a shortage

  1. Define the minimum: write GPU memory, count, interconnect, host resources and software requirements. List acceptable substitute GPU families and shapes.
  2. Set hard boundaries: specify allowed geography, compliance rules, deadline, expected runtime and maximum interruption.
  3. Build a capacity shortlist: use provider documentation to find regions and procurement modes, then ask for exact quantity and start time.
  4. Check account readiness: verify quota, billing status, identity permissions, image availability and any account-team approval.
  5. Obtain comparable quotes: request the same shape, term and region assumptions, with every ancillary charge identified.
  6. Select supply mode: choose on-demand, spot, reservation or capacity block according to the deadline and failure tolerance.
  7. Run the representative benchmark: measure useful throughput, completion cost and recovery time.
  8. Test operations: launch, attach storage, restore a checkpoint, rotate credentials and monitor the job before moving the full dataset.
  9. Reconfirm immediately: recheck price, inventory, start time and cancellation terms just before commitment.

Design for interruption and provider changes

If spot capacity is part of the plan, write checkpoints to durable storage at a frequency that limits lost work. Make jobs restartable from the latest checkpoint, keep a queue of unfinished units and use idempotent output paths so retries do not corrupt results. Test the actual preemption signal and shutdown window supplied by the provider rather than assuming one platform’s behavior applies elsewhere.

For a deadline-bound training run, maintain a second validated configuration where practical. That may be another GPU family, a different region or another provider. Portability has an engineering cost: container images, drivers, networking, checkpoint formats, scheduler definitions and observability all need testing. Count that work in the decision instead of treating a theoretical fallback as free.

Geography, latency and data movement

Choose the region only after checking both capacity and data location. Moving a large corpus to a newly available region can delay the start and create transfer charges. Serving inference from a distant region can increase latency and complicate residency obligations. For multi-node jobs, confirm that all workers can be placed in the required topology; a region with many individual GPUs may still fail a tightly coupled eight-GPU request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the egress path for model artifacts, checkpoints and user traffic. If the workload repeatedly crosses regions, include that recurring transfer in cost per completed unit rather than treating it as a one-time setup expense.

Common failure modes and fixes

“The catalog lists the GPU, so it must be available.”

Fix: request a dated allocation confirmation for the exact shape, quantity, zone and start time. Presence in a regional catalog is not a live reservation.

“A single-GPU test proves the cluster will scale.”

Fix: test the target count and placement. Ask whether the provider can hold the entire group for the expected runtime.

“The GPU price is the project price.”

Fix: add host, storage, networking, transfer, orchestration, support, queue and retry costs to one workload estimate.

Free tools Windows power users keep installed

“Spot is cheaper with no operational downside.”

Fix: model preemption, checkpoint storage, restart time and deadline risk. If the job cannot recover automatically, spot may be the most expensive option in practice.

“A dated launch announcement is a current offer.”

Fix: treat AWS’s August 12, 2025 single-H100 announcement as historical context and verify present regions, terms and capacity before relying on it.

“The benchmark number transfers between providers.”

Fix: run the same representative workload on each viable configuration and compare cost per useful completed unit.

Shortlist checklist

  • Minimum GPU memory and approved substitutes are documented.
  • GPU count, node size and interconnect requirement are explicit.
  • CPU, RAM, local storage and persistent storage performance are included.
  • Region, zone, residency and latency constraints are recorded.
  • Exact quantity, start date and hold period are confirmed by the provider.
  • Quota and account approvals are complete.
  • Procurement mode matches interruption tolerance and deadline.
  • Full cost includes transfer, networking, storage, orchestration, support and idle time.
  • A representative benchmark measures throughput and cost per completed unit.
  • Checkpoint restore and failure recovery have been tested.
  • Prices and inventory are rechecked immediately before commitment.

Bottom line

When GPUs are scarce, the winning choice is the configuration you can actually obtain and operate reliably. Filter providers by allocatable capacity, topology, geography and start date first; then compare complete workload cost and measured throughput. Reserve or block capacity when a predictable deadline justifies paying for commitment, use spot only with tested recovery, and keep a practical fallback so a single exhausted region does not stop the project.
