Start with the AI app and model you plan to use, then check which processor, accelerator, memory and storage it requires. A Copilot+ PC is not necessary for every local AI workload: Microsoft’s current Copilot+ baseline is a compatible processor with an NPU capable of 40+ TOPS, 16 GB of DDR5 or LPDDR5 memory, and 256 GB of SSD or UFS storage. Other compatible Windows 11 PCs can run some AI workloads locally, depending on the software.
How do you choose a Windows laptop for on-device AI?
Use this order to narrow the options. It prevents a large NPU number or an “AI PC” label from standing in for actual app compatibility.

- Name the workload. Identify the application, model and tasks you want to run. Check its supported Windows versions, processor architectures, accelerator options, RAM and any GPU-memory requirements.
- Confirm the execution path. Find out whether the app supports an NPU, integrated or discrete GPU, or CPU. An installed NPU does not automatically accelerate every model; software must be built to use it.
- Decide whether you need Copilot+ features. If you want Microsoft’s Copilot+ PC experiences, verify the complete current requirements—not just the NPU’s TOPS rating.
- Check the exact configuration. Compare the listed processor, memory and storage for the particular laptop SKU. A processor-family name alone does not establish the configuration’s full specifications or feature eligibility.
- Choose capacity for your workload. Match memory and storage to the app’s requirements and the models you expect to keep. Keep the laptop’s screen, keyboard, weight, battery life, ports, noise and price in the decision too.
- Check compatibility beyond the model. Confirm that your required apps, drivers and peripherals work with the laptop’s processor architecture.
Microsoft says individual apps and features may impose additional hardware or software requirements, and its requirements can change. Check the current Windows 11 requirements and the app maker’s documentation before purchasing.
Do you need a Copilot+ PC to run AI locally?
No. Copilot+ is a defined Microsoft hardware class, not a general name for every computer that can run AI. Microsoft says some Windows 11 PCs that do not meet the full Copilot+ requirements can still run compatible local AI workloads. The distinction is that the full Copilot+ class is required for its designated Copilot+ experiences.

Microsoft’s currently listed processor families for Copilot+ PCs are AMD Ryzen AI 300 and 400 series, Intel Core Ultra 200V and 300V series, and Snapdragon X series. Eligibility also depends on the required NPU, memory and storage in the specific laptop configuration. Check Microsoft’s Copilot+ PC information and the listing for the exact SKU; a qualifying processor family or 40+ TOPS NPU by itself does not certify the whole machine.
Current Copilot+ hardware baseline
| Requirement | Microsoft’s stated baseline | What to verify |
|---|---|---|
| Processor or SoC | A compatible processor; currently listed families are AMD Ryzen AI 300/400, Intel Core Ultra 200V/300V, and Snapdragon X | Exact processor in the laptop configuration |
| NPU | 40+ TOPS | That the specific configuration meets the requirement |
| Memory | 16 GB DDR5 or LPDDR5 | Capacity and memory type for the exact SKU |
| Storage | 256 GB SSD or UFS | Capacity and storage type for the exact SKU |
These are Microsoft’s current Copilot+ requirements, not universal minimums for running local AI. Microsoft’s Windows 11 requirements page is the place to recheck the baseline because listed processors and feature conditions may change.
How much does NPU TOPS matter?
TOPS—trillions of operations per second—is one way to describe an accelerator’s theoretical processing capacity. It can help determine whether a laptop meets Microsoft’s 40+ TOPS Copilot+ threshold, but it cannot tell you by itself whether a particular app supports that NPU or how well a model will run.

Microsoft’s developer guidance says the NPU needs software specifically programmed to use it. For a given application, look for explicit support for the laptop’s accelerator and the model you intend to run. Where available, Task Manager can show NPU activity while the app is working; activity is a useful check, but it does not establish performance across other models or apps. See Microsoft’s Copilot+ PCs developer guide.
Is an NPU or GPU better for local AI?
There is no universal winner for every model. The relevant question is which accelerator the software supports and which path it uses on your laptop. Microsoft’s Foundry Local documentation describes a framework that can choose among supported hardware paths: a Qualcomm NPU through QNN, a DirectX 12-capable GPU through WinML/DirectML, an NVIDIA GPU through CUDA, or CPU fallback. That is Foundry Local’s behavior; it does not mean every Windows AI application supports all of those options.
Check the app’s documentation for supported devices, drivers and models before comparing specifications. A discrete GPU may be relevant if your app supports it and requires GPU memory, while an NPU’s value depends on software support for that NPU. CPU fallback can provide another execution path, but the cited compatibility documentation does not establish how quickly a specific workload will run on it.

Sometimes, if the application and model support local inference and the required model files are already on the device. Microsoft says Foundry Local performs inference on-device after a model has been downloaded and cached; the initial model download requires internet, while a catalog refresh is optional for cached offline inference. This describes Foundry Local, not every AI feature in Windows.

Microsoft also says Windows AI APIs process data locally. Keep that claim scoped to those APIs: it is not a promise that every feature labelled AI works offline or handles data in the same way. Check each app’s documentation for model downloads, sign-in, connectivity and other conditions. Microsoft’s FAQs about using AI in Windows apps describe the Foundry Local conditions.
What kind of local AI can a Copilot+ laptop run?
Microsoft identifies Phi Silica as a small language model developed for local NPU execution on Copilot+ PCs. Its listed tasks include text understanding, summarization, rewriting and short-form generation. It is an example of a Windows local model—not evidence that every Copilot+ laptop can run arbitrary large language models at similar speed or capability. More detail is available in Microsoft’s Phi Silica documentation.

- App and model: Confirm that the exact software and model support Windows and the laptop’s processor architecture.
- Accelerator: Check whether the app supports the NPU, GPU or CPU path available on that configuration.
- Copilot+ eligibility: If you want Copilot+ experiences, verify the compatible processor, 40+ TOPS NPU, 16 GB DDR5/LPDDR5 and 256 GB SSD/UFS requirements for the exact SKU.
- Memory and GPU memory: Follow the app’s requirements. Do not treat a vendor-specific recommendation as a universal rule.
- Storage: Allow for the operating system, applications and downloaded models you plan to keep.
- Offline use: Find out whether models must be downloaded first, and whether the app requires sign-in or internet for other functions.
- Everyday fit: Compare display, keyboard, weight, battery, ports, fan noise and price against your non-AI needs.
Official requirements establish compatibility baselines, not a universal performance ranking among Windows laptops. For performance, look for independent testing of the same app, model and workload on the specific configurations you are considering.
