A WAF engine inspects HTTP traffic; a ruleset supplies detection logic; managed services add maintained rules, request classification and policy controls; and machine learning can help identify particular patterns such as coordinated bot activity. For applications that use large language models (LLMs), newer controls can also inspect prompts for risks such as prompt injection and exposed personal information.
What a WAF does—and what “rules” mean
A WAF examines web requests, and in some configurations responses, against detection logic and applies configured actions. The foundational approach is explicit rules: look for known patterns or characteristics associated with attacks, then allow, log, challenge or block traffic according to policy.

The engine and ruleset are separate
ModSecurity is an open-source WAF engine. It began as an Apache module and can now be used with Apache HTTP Server, IIS and Nginx. The engine performs inspection and enforcement; a ruleset provides much of the logic used to identify suspicious traffic. OWASP’s ModSecurity project page describes that relationship and the project’s history, including its transfer from Trustwave to OWASP in February 2024.

The OWASP Core Rule Set (CRS) is a reusable set of generic attack-detection rules for ModSecurity and compatible WAFs. It targets broad classes such as SQL injection, cross-site scripting and local file inclusion. CRS is designed to minimize false alerts, but no general ruleset can know every application’s normal traffic or replace application-specific testing and configuration. See the OWASP CRS project page.

How managed rules changed day-to-day WAF operation
Managed WAF services package baseline protections so customers do not have to author every rule themselves. For example, AWS describes its Core Rule Set as a general-purpose managed group for common web application threats, including risks represented in OWASP Top 10 publications. Its baseline managed rules documentation includes dated versions and change history. That maintenance matters: a WAF’s coverage is not just the list of rules installed on day one, but also how rule updates are tracked, tested and rolled out.
Managed systems can also expose classification results for later policy decisions. AWS WAF Bot Control, for instance, labels requests it evaluates; customers can use those labels in subsequent rules to choose different handling. A suspected bot category can therefore be treated differently from ordinary traffic rather than forcing every request into one global allow-or-block outcome. See AWS WAF Bot Control.

Where machine learning fits
Machine learning is a focused addition to layered detection, not a replacement for signatures, explicit rules or security engineering. AWS says its targeted Bot Control combines signature matching, browser interrogation, TLS fingerprinting, behavioral heuristics and machine learning. The ML analysis uses website traffic statistics—including timestamps, browser characteristics and previously visited URLs—to look for anomalous, coordinated bot behavior. AWS documents that the ML feature can be disabled in configuration.
This approach is relevant when automation is hard to identify through a fixed signature alone. AWS identifies credential stuffing, advanced scraping, automated purchasing and bots that actively evade detection as scenarios for targeted protection. Its guidance distinguishes common and targeted protection levels; the more involved option is not automatically necessary for every site. The Bot Control documentation describes its components, while AWS’s use-case guidance outlines situations for evaluating targeted protection.

How WAFs address risks in LLM applications
When a web application sends user input to an LLM, security inspection can extend beyond conventional web attack payloads. Cloudflare’s AI Security for Apps documentation, last updated September 8, 2026, describes a model-agnostic feature that complements existing WAF rules. It lists detection for personal information in incoming prompts, unsafe or custom topics, and prompt injection attempts intended to subvert an LLM’s instructions. These controls address the content and intent of prompts; they do not make an AI application inherently safe. See Cloudflare AI Security for Apps.
How to assess a WAF’s generation and fit
“AI-powered” alone says little about whether a WAF suits a particular application. Compare how it is deployed, what it detects, how operators can tune it and what actions can be applied to different traffic categories.

- Deployment and ownership: Decide whether an in-house team will operate an engine and ruleset, or whether a hosted service’s managed rules and updates better fit the team’s responsibilities.
- Detection methods: Identify which protections are explicit signatures and rules, which classify requests, and which add browser, behavioral or ML-based signals. Ask which specific threat each method is meant to address.
- Tuning and false positives: Check how rules can be adjusted and whether suspicious traffic can first be logged or monitored before enforcement. Look for clear ways to review false alerts and refine policy.
- Visibility and action controls: Evaluate the available logs, labels and metrics, and whether rules can apply different actions to distinct request categories.
- Threat scope: Confirm coverage for the risks relevant to the application: conventional HTTP attacks, evasive or coordinated bots, or LLM-specific prompt and data risks.
- Operational effort and cost: Account for version maintenance, configuration, integration and service charges. The sources cited here do not establish neutral comparative pricing or performance benchmarks, so those need to be evaluated for the particular deployment.
What the evolution does—and does not—mean
Modern WAFs extend a rule-based foundation with maintained rule packages, richer request context and specialized detectors. Machine learning can help identify particular bot behaviors, while LLM-aware controls target risks introduced by AI features. These are complementary capabilities, not evidence that rules have disappeared or that a WAF guarantees application security. The practical choice is the set of detection and policy controls that matches the application’s actual threats and can be operated reliably.
