A VPN shifts some network trust from your internet provider to the VPN company; it does not make you anonymous or protect you from every online threat.
First decide whether you need a VPN
A consumer VPN routes your network traffic through a VPN provider. That can change which intermediary sees aspects of your connection, but it also makes the provider an important party to trust. CISA warns that personal VPNs shift residual risks from an internet service provider to the VPN provider, and that many free and commercial providers have questionable security and privacy policies. Read CISA’s Mobile Communications Best Practice Guidance in context: its warning is mobile-communications guidance, not a universal rule that every person should avoid every VPN.

For ordinary public Wi-Fi use, a VPN is not automatically necessary. The FTC says public Wi-Fi is usually safe because most websites now encrypt traffic. Check for HTTPS or a lock symbol, keep software current, and use strong passwords and two-factor authentication. HTTPS protects the connection to a website, but does not prove the site itself is legitimate: a scam site can use encryption too. See the FTC’s public Wi-Fi guidance.
Write down what you want a VPN to do—such as provide a particular network route while traveling—before comparing plans. If you cannot identify a need, do not treat a VPN subscription as a default privacy upgrade.

Compare services on the things that matter
Privacy policy and logging
Read the provider’s policy for the kinds of account, connection, and activity data it collects, how long it keeps them, and whether it shares them. Look for evidence that supports privacy claims rather than relying on labels such as “no logs.” A VPN transfers trust to its provider, so the policy and evidence behind it deserve priority.
Security design and transparency
Look for clear documentation about how the service is secured, maintained, and supported, along with credible independent evidence relevant to its claims. Do not treat one advertised encryption or hashing label as proof that a service is trustworthy. CISA’s communications-infrastructure hardening guidance names AES-256 encryption and SHA-384 or SHA-512 hashing as examples for infrastructure security. That is enterprise guidance, not a consumer VPN ranking or a guarantee about any provider.

Devices, locations, and performance
- Device support: Check that the service supports the operating systems you actually use and permits enough simultaneous devices for your household or personal setup.
- Locations: Choose locations based on real travel, access, or latency needs rather than the size of a provider’s advertised list.
- Performance: Speed and reliability depend on your own connection, device, chosen location, and other conditions. Compare candidates under the conditions that matter to you; no comparable provider performance tests are established here.
- Router use: If you want to route several devices through a VPN router, verify that the router supports the VPN protocol and works with the chosen service. No specific consumer router model is validated here.
Price, renewal, and support
Compare the total amount you will pay over the period you intend to use the service, including renewal terms, rather than judging by an introductory figure alone. Current provider prices and terms have not been established here, so verify them directly before purchasing. Also check whether setup guidance, cancellation instructions, and troubleshooting help are understandable for your level of experience.

Fill in the comparison from current provider documentation and terms. If a claim is vague or cannot be substantiated, treat that as missing evidence rather than assuming the most favorable interpretation. A feature list alone is not enough to establish a winner.
Know what a VPN cannot do
- It does not make every website safe or legitimate; HTTPS is not a trustworthiness check.
- It does not replace updated device software, strong account passwords, or two-factor authentication.
- It does not guarantee anonymity. The provider becomes another party in the trust relationship, and the cited guidance does not establish anonymity as an outcome.
- It cannot make a compromised device secure. CISA’s industrial-control-system advisory notes that a VPN is only as secure as the devices connected to it; see the Schneider Electric Modicon M340, MC80, and Momentum Unity M1E advisory.
How to interpret warnings about VPN security
CISA’s 2024 joint guide, Modern Approaches to Secure Network Access Security, reports more than 22 known exploited vulnerabilities related to VPN compromise. This concerns organizational VPN compromise; it is not a count of consumer VPN providers or consumer apps. It is a reason to take security and maintenance seriously, not a shortcut for judging an individual consumer service.

Similarly, a free service is not automatically unsafe, but free status is no evidence of safety. CISA’s warning about questionable policies applies to many free and commercial personal VPN providers. Evaluate the specific provider’s policy and security evidence instead of assuming that price alone establishes trustworthiness.
