Choose a voice AI API by matching its architecture, peak capacity, full-session cost, latency, and overload behavior to your workload—not by comparing one advertised rate. Start with the user experience you need, then verify limits and performance under realistic conditions before committing.
Define the workload before comparing providers
“High volume” can mean many audio minutes over a month, many sessions at once, or sharp bursts of traffic. Those are different sizing problems. Monthly usage helps estimate cost; peak concurrency and endpoint request limits determine whether the service can accept traffic when demand is highest.

Write down the workload the API must support, including:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Interaction type: live, interruptible conversation or asynchronous transcription and response.
- Connection path: browser, phone, or another client, and where session setup and application logic run.
- Demand shape: expected peak simultaneous sessions, request rate, session duration, and any predictable spikes.
- Task requirements: languages, accents, background noise, domain vocabulary, response quality, and recovery from interruptions.
- Operating constraints: required regions, data handling rules, availability expectations, and support needs.
Use this workload definition as the common basis for quotes, capacity checks, and testing. A provider’s limit for one endpoint or plan does not establish capacity for another.

Choose the architecture that gives you the control you need
Two broad approaches are worth comparing: a native speech-to-speech session, or a streaming stack assembled from speech recognition, a reasoning model, and speech generation. They differ in where components and operational responsibilities sit, so their rate cards and billing units are not directly interchangeable.
| Approach | What you select | What to evaluate |
|---|---|---|
| Native speech-to-speech | A provider-managed voice session that accepts and returns audio. | Session integration, available controls, quality for your tasks, and the complete session’s usage charges. |
| Composed streaming stack | Streaming speech recognition, a reasoning model, and speech generation, selected as separate components. | How components connect, streaming behavior across the full path, integration and operational work, and the combined charges for every component. |
Prefer the architecture that satisfies your control, integration, and quality requirements with an operational model your team can support. For browser speech-to-speech, OpenAI documents WebRTC connections in its WebRTC guide and points developers to its higher-level Voice agents guidance as a starting point. OpenAI’s GPT-Realtime-2 model page and voice latency and cost guide provide additional details for evaluating its voice offering.
Compare the cost of complete sessions
A quoted per-minute or per-unit rate is not enough to predict the cost of an interactive task. First identify exactly what each provider bills, then estimate cost using the same distribution of session lengths and outcomes for every candidate.

Include all applicable components in the estimate:
- The API’s billable unit and how duration or usage is counted.
- Backend model and tool charges for a voice session.
- Transcription charges when transcription is enabled or separately billed.
- Other services in a composed stack, plus retries or reconnects that consume billable usage.
- Burst or overage pricing if expected peaks can exceed subscribed capacity.
OpenAI’s voice cost guidance distinguishes GPT-Live voice-session cost from backend costs and discusses token and transcription billing for Realtime. It also gives an illustrative 90-second session example at $0.05 per minute plus $0.02 in backend cost; those are example amounts on the page, not a current product price. Use the provider’s current pricing and terms for your actual estimate.
For a useful comparison, calculate the expected cost for representative short, typical, and long sessions, including unsuccessful or retried sessions where they consume usage. Also track cost per successfully completed task: the cheapest audio minute may not yield the lowest cost for a completed interaction.
Verify capacity at peak, not just monthly volume
Ask each provider for the applicable limit on the specific service and endpoint you plan to call, for your plan and region. Confirm whether limits are per project or workspace, how to request an increase, and what limit applies when one endpoint combines multiple services. Deepgram says its documented rate limits apply per project, advises contacting sales for higher capacity, and notes that the lower applicable limit governs when an endpoint combines services.

Test latency and quality on your own workload
Measure the experience from the user’s perspective, across the entire audio path. At minimum, record time-to-first-audio and complete-turn time, then examine p95 and p99 latency so averages do not hide slow sessions. Run the comparison in the intended geography and over the network path your users will take; streaming support and transport choices can affect the result.

- Positionable design: Pivot the mic in relation to the sound source to optimize your sound quality thanks to the adjustable desktop stand and track your voice in real time with no-latency monitoring
ElevenLabs recommends Flash models, streaming, geographic proximity, and appropriate voices in its latency optimization guidance. The page cites approximately 75 ms as Flash model inference time, not end-to-end latency; it says actual latency varies with location and endpoint. Treat that as vendor guidance, not a head-to-head comparison or a promise about a complete voice turn.
Use a common anonymized audio and task set for each candidate. Include the accents, languages, noise conditions, vocabulary, and interruptions expected in production. Record:
- Successful task completion and the errors that prevented completion.
- Transcription or response errors, including domain-specific terms.
- How the system handles interruptions and recovers from them.
- Time-to-first-audio, full-turn latency, and p95/p99 latency.
- Failed or rejected sessions, reconnect rate, and cost per successfully completed task.
Keep provider-reported figures separate from measurements made with your own workload. Run tests at expected peak concurrency as well as at a controlled burst level.

Decide what should happen when demand exceeds capacity
Do not assume that traffic above a published concurrency limit will wait harmlessly. Confirm whether excess calls are queued, rejected, retried, or admitted through paid burst capacity, and what prioritization or degraded performance to expect. Retries can add load during an incident, so include their behavior in your design and cost estimate.
For ElevenLabs Agents, the current burst pricing documentation says non-enterprise burst capacity can reach the lower of three times subscribed concurrency or 300. Burst calls are charged at twice standard rates, receive lower processing priority, and may have higher speech-processing latency. Confirm current terms for the relevant plan before relying on burst as a capacity strategy.
Set an explicit response for overload—such as limiting new sessions, queueing where suitable, or returning a recoverable error—and test it. The right behavior depends on whether the interaction can tolerate waiting and how your application handles a failed or delayed session.
Check integration and contract fit before rollout
Confirm that the API fits the connection path and operational responsibilities of the application. For browser sessions, check the provider’s supported connection approach, including whether WebRTC fits your client and server-side session setup. For phone or other channels, verify the integration path separately rather than assuming a browser pattern applies.
Ask for current contractual terms covering uptime, data retention, privacy, regional processing, support, and escalation. These are deployment-specific requirements, and comparable terms cannot be inferred from technical API documentation alone. Evaluate them against the data class and service commitments your application requires.
Use a staged decision process
- Document the workload. Record interaction type, connection path, regions, expected peak concurrency, session-duration mix, quality requirements, and data constraints.
- Shortlist architectures. Compare native speech-to-speech with a composed streaming stack based on the controls and integrations you need.
- Confirm limits and pricing. Get endpoint-, plan-, project-, and region-specific capacity details; model complete-session cost, including backend components, retries, and burst terms.
- Benchmark candidates. Use the same representative audio and tasks, measure quality and end-to-end latency, and test expected peak and controlled burst conditions.
- Review production obligations. Validate integration, privacy and retention terms, regional processing, contractual uptime, support, and escalation paths.
- Pilot with safeguards. Define monitoring, overload handling, success thresholds, and rollback criteria before increasing traffic.
No universal API winner follows from a rate card or a single latency figure. The defensible choice is the service and architecture that meet your measured task, capacity, cost, and operational requirements under the conditions in which you will actually run them.
