Choose the least complicated device that meets your child’s real communication needs—and decide separately whether they are ready for apps, web access, and social media. There is no single age that establishes smartphone readiness for every child. The decision depends on the child’s demonstrated responsibility, the functions your family needs, and your ability to set and revisit boundaries.
Is my child ready for a smartphone?
The American Academy of Pediatrics (AAP) says, “Overall, research doesn’t point to one perfect age when kids are ready for a smart phone.” In its March 28, 2024 guidance, the AAP notes that teens describe readiness as individual, tied to responsibility and parent support. Consider how your child behaves—not just how old they are.

Start by identifying the problem a phone should solve. Is it for pickup coordination, safe travel, contacting caregivers, maps, or keeping in touch with friends? Or is the request mainly for games, social apps, and general internet access? The Federal Trade Commission (FTC) advises families to consider internet access, app downloads, and who can contact the child when choosing a device and its controls.

- Responsibility: Does your child keep track of belongings, follow household and school rules, and complete agreed responsibilities?
- Self-control: Can they pause before responding in a conflict, follow time limits, and put a device away when asked?
- Boundaries and judgment: Do they use texts, photos, and videos thoughtfully, respect other people’s privacy, and ask an adult for help when something feels wrong?
- Caregiver readiness: Can the adults agree on rules, set up accounts and controls, model the habits they expect, and make time for regular check-ins?
Common Sense Media recommends considering whether a child follows boundaries and handles messages and media responsibly; the AAP also points to responsibility, impulse control, and a parent’s trust in the child’s judgment when unsupervised. Readiness is not a guarantee that problems will not arise. It is a reasoned judgment about whether your family can handle them together.

What age should a child get a phone?
Age can help frame the conversation, but it is not a readiness test. The AAP’s “Getting Your First Phone” response reports that, according to Pew Research Center’s October 2025 report How Parents Manage Screen Time for Kids, three out of four parents of children under 13 said their child did not have their own smartphone; more than 40% of parents of 11- and 12-year-olds said the same. These figures describe parent-reported ownership, not an ideal age or a recommendation.
Use the child’s circumstances and behavior alongside age: whether they need to reach you, how they handle existing responsibilities, and whether the family can support the added access. A phone can make coordination easier and support independence, but a smartphone also brings portable access to apps, websites, social interaction, and distraction.

Should I start with a flip phone?
If the need is calls and texts, but your child is not ready for app stores or broad internet access, a flip phone or limited starter device may fit better than a full-access smartphone. The AAP suggests considering a carrier flip phone or a starter smartphone with some features restricted. Some limited-access devices may cost more, so compare the total cost rather than assuming simpler means cheaper.
A communication watch or planned use of a shared device may also address a specific need. The AAP’s guidance includes communication devices such as watches, while HealthyChildren, the AAP’s parenting site, mentions tablets for video calls and texting as another way to stay connected.

How should I compare smartphone options?
If a smartphone is appropriate, compare the functions and controls that matter to your family—not which phone is newest or most powerful. The sources reviewed here do not establish a best model, current price, or carrier plan. Check availability and compatibility where you live.
| What to compare | Questions to ask |
|---|---|
| Communication | Does the child need calls and texts only, or also maps, messaging apps, or other functions? |
| Apps and web access | Can you restrict app downloads, purchases, websites, and content to match your family’s rules? |
| Family controls | Can caregivers manage the child’s account, permissions, schedules, and contacts in a way they understand and will use? |
| Compatibility | Does the device work with the family’s existing devices and preferred control ecosystem? |
| Service and cost | Is reliable local carrier coverage available, and are the device, service, and likely replacement costs acceptable? |
| Boundaries the child can manage | Can the child follow the limits that apply to this device’s apps, web access, contacts, and downtime? |
Apple’s parental-control documentation describes child accounts, app and website restrictions, schedules, contact approval, and communication safety. Its guide specifies operating-system version 27 or later on all family devices for the described capabilities, so check current compatibility before relying on a particular feature. The FTC says Apple and Android both offer ways to manage controls and permissions remotely, but the information available here does not support a detailed feature-by-feature comparison of the two platforms.

Controls can help you put a family plan into practice; they do not replace teaching, supervision, or regular conversation. Treat access as something you can adjust as your child’s needs and behavior change.
What parental controls and ground rules should I set up?
Make the first setup a conversation, not just a set of hidden restrictions. Explain the reasons for each boundary and decide together what to do when something goes wrong. The AAP notes that owning a phone does not have to mean having social-media accounts: families can make separate decisions about each function.
Agree on the plan before handoff
- Contacts: Who may call or message your child? Are group chats allowed, and how should your child handle unknown contacts?
- Apps and accounts: Which apps are permitted? Will downloads require approval? Is social media allowed now, later, or not yet?
- Web, privacy, and location: What content limits apply? When may location be shared, and with whom? What rules cover photos, videos, and other people’s consent?
- Time and place: Where must the phone be put away—for example, during school, homework, meals, driving, or overnight?
- Purchases: Are app purchases and in-app spending blocked, approval-only, or governed by another clear rule?
- Getting help: What should your child do if they see disturbing content, receive an upsetting message, or make a mistake?
- Review: When will you check in, and what behavior could lead to more freedom or a change in access?
The AAP recommends discussing privacy, content, contacts, downloads, and downtime. It suggests returning to the conversation every few weeks if phone use is affecting sleep or contributing to conflict. HealthyChildren advises setting controls together and treating the phone as an experiment in graduated independence.
What if my child is not ready?
Keep the conversation open and address the underlying need rather than treating a full smartphone as the only solution. Depending on the situation, consider a call-and-text device, a limited starter phone, a communication watch, or planned calls on a shared device. Explain what your child would need to demonstrate before the family revisits broader access, and choose a time to check in rather than leaving the decision indefinite.
