How to Choose a Secure Platform for Sharing AI Research Data

The right platform for AI research data depends on sensitivity, consent, reuse limits, dataset scale, access needs, and the project’s applicable rules—not a security badge alone.

Choose a sharing platform only after you know what the dataset contains, what participants and governing rules permit, and how researchers need to use it. Public repositories, controlled-access repositories, and secure data enclaves solve different problems; no single option is safest or best for every AI research project.

Start with the data and its restrictions

Before comparing services, inventory the dataset and the conditions attached to it. AI research data may include information supplied by participants, records linked from other sources, or material generated during model development and evaluation. Assess the risks of the actual dataset and its context, not just the file format or whether names have been removed.

  • Identify sensitivity and identifiers: note direct identifiers, indirect identifiers, sensitive attributes, and whether the data could be linked with other information to identify people.
  • Read consent and use terms: establish what participants were told, whether sharing or secondary use is allowed, and any restrictions on commercial use, redistribution, or particular research purposes.
  • Check applicable rules: confirm institutional, funder, IRB, geographic, and community requirements before selecting an access model.
  • Estimate likely use: consider who may request access, how often requests may arrive, and whether the dataset will need updates or continued oversight.

NIH advises choosing a repository in light of data sensitivity, dataset size and complexity, and anticipated request volume in its Data Sharing Approaches guidance.

Should this dataset be public or controlled access?

The right access model depends on whether broad reuse is allowed and whether distributing copies creates unacceptable risk. NIH describes repository, enclave, investigator-managed, and mixed approaches; a project can use more than one when different data or use cases warrant it.

Approach When it fits Main trade-off
Established open repository Data can be released for broad discovery and reuse under the project’s consent, privacy, and other applicable conditions. Public release is inappropriate when privacy, consent, security, or use restrictions require gating.
Controlled-access repository Researchers may use the data, but only after meeting eligibility and approval requirements. Access review and ongoing governance are needed, and restrictions must be communicated to users.
Secure data enclave Approved researchers need to analyze restricted data in a managed environment rather than receive a downloadable copy. Users must work within the environment; its approved-user process, governance, and analysis workflow must fit the project.
Investigator-managed or mixed sharing A special case calls for a project-run distribution process or different access models for different portions or uses. The research team takes on substantial responsibility for storage, access decisions, and communicating use conditions.

NIH encourages use of established repositories under its Final Data Management and Sharing Policy, while recognizing that sharing may need justified limitations. The policy was issued October 29, 2020, and took effect January 25, 2023.

Can researchers analyze sensitive data without downloading it?

Yes. A secure enclave can allow eligible researchers to analyze restricted data in a managed environment instead of distributing a copy. NIH identifies this as an option when data cannot be distributed publicly for privacy, security, or other reasons. An enclave does not remove the need to assess risk: verify how researchers are approved, what analysis tools and workflows are available, how outputs are handled, and whether the arrangement meets the project’s rules and needs.

Does de-identifying the data make it safe to share openly?

Not automatically. Removing names or other direct identifiers does not establish that people cannot be identified from indirect details, linked datasets, or the circumstances of release. NIH advises researchers and institutions to assess participant protections and consider controlled access even when data meet technical or legal definitions of de-identified. Its Principles and Best Practices for Protecting Participant Privacy also recommends clear consent practices and carrying data-use limitations forward when data are shared.

Compare repositories against the workflow, not a security badge

Once the access model is clear, compare candidate repositories or services against the dataset and its full lifecycle. A feature such as encryption alone cannot establish that a platform is suitable: governance, user eligibility, permitted use, operational fit, and long-term stewardship also matter.

  • Slim durable design to help take your important files with you
  • Vast capacities up to 6TB[1] to store your photos, videos, music, important documents and more
  • Back up smarter with included device management software[2] with defense against ransomware
  • Help secure your important files with password protection and hardware encryption
  • 3-year limited warranty
  • Dataset scale and complexity: determine whether the service can accommodate the volume, formats, relationships, and documentation involved.
  • Access governance: establish who reviews requests, how eligibility is decided, how users accept conditions, and how permitted uses are enforced or monitored.
  • Analysis workflow: determine whether users need to download data or perform computation near or within the repository.
  • Documentation and discovery: check how methods, provenance, limitations, and data dictionaries will be described so others can find and interpret the data.
  • Preservation and exit: find out how long data and metadata are retained, what export or migration is possible, and how data are safely discarded when retention ends.
  • Expected request volume: consider whether the service and its access-review process can handle the number and pace of requests you anticipate.

NIST’s Research Data Framework Version 2.0 describes six lifecycle stages—envision, plan, generate or acquire, process or analyze, share or use or reuse, and preserve or discard. Use that lifecycle to check that a candidate service supports more than initial upload and transfer. See the NIST Research Data Framework.

Make consent and use conditions travel with the data

Do not leave critical restrictions only in a local project note. Document them in the repository’s relevant metadata and access process, communicate them to repository managers, and make them visible to approved downstream users. Include limits on sharing and secondary use, participant expectations, and any conditions for redistribution or publication of outputs. For Tribal or community-governed data, account for applicable sovereignty, agreements, laws, and community preferences; NIH policy notes the importance of trust and alignment with community laws and preferences.

Check whether specific security standards apply

Do not treat a compliance label as a universal answer. NIH Notice NOT-OD-25-159, issued September 24, 2025, establishes required security and operational standards for covered NIH controlled-access repositories and access-management systems that meet the notice’s criteria. It does not automatically govern every platform or project. If a candidate service may fall within scope, consult the NIH notice and its guidebook, then confirm the applicability and supporting documentation for your particular repository and project.

A practical decision sequence

  1. Inventory the data: record identifiers, sensitivity, linkage risks, formats, scale, and complexity.
  2. Confirm permission and obligations: review consent, permitted reuse, institutional and funder policy, IRB conditions, and geographic or community requirements.
  3. Choose the access model: use open release only when broad distribution is appropriate; otherwise consider controlled access, enclave analysis, or a justified mixed approach.
  4. Match service capabilities: evaluate request handling, user approval, workflow, documentation, preservation, export, and disposal against the project’s needs.
  5. Carry restrictions forward: document and communicate data-use conditions to repository managers and downstream users.
  6. Verify standards scope: check whether a cited security requirement actually applies to the service and project rather than assuming it does.
  7. Plan beyond sharing: decide how data will be maintained, migrated, preserved, or safely discarded as the work concludes.
