The safest choice is not the platform with the longest security badge list. It is the one that can prove it meets your assessment, privacy, accessibility, integration and operational requirements in a realistic pilot. Document your use case and risk level first, request comparable evidence from shortlisted suppliers, test identical scenarios, and obtain security, privacy, accessibility and procurement approval before signing.
Define what “secure” must mean for your institution
Digital assessment security is broader than preventing unauthorized access. ITC and ATP guidance treats technology-based assessment as a lifecycle covering design, delivery, scoring and use. A platform can have strong infrastructure controls yet still produce unfair results if accommodations fail, content is inaccessible, identities are mismatched, submissions are lost or scoring data cannot be audited.

Use “secure” as a set of testable outcomes:
- Confidentiality: only approved people and systems can view questions, candidate records and results.
- Integrity: questions, responses, scores, accommodations and audit records cannot be altered without authorization and traceability.
- Availability: candidates and staff can complete required work during normal and peak demand, with tested recovery after interruption.
- Fairness and validity: delivery, scoring and accommodations support the intended construct rather than introducing avoidable barriers.
- Accountability: the institution can identify who did what, when, under which role, and can obtain evidence during an investigation.
- Exit control: data, items, media, metadata and results can be exported, deleted and migrated under contractually defined conditions.
The U.S. Department of Education’s IT-security standard uses NIST SP 800-53 as a baseline for covered Department systems and includes contractor, outsourced and cloud services. That scope does not automatically make the standard binding on every school or university. Map its control concepts, or your own framework, to your institution’s risk-acceptance process.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesStart with a written requirements profile
Do not invite vendors to define the problem for you. Create a one-page profile that every supplier must answer against. It becomes the basis for a comparable shortlist, pilot script and contract schedule.

Describe the assessment and its stakes
State whether you need formative quizzes, routine course exams, admissions testing, certification, high-stakes examinations, performance tasks or constructed responses. Record who writes items, who reviews them, how marking and moderation work, and how long results must remain authoritative. A low-stakes quiz and a regulated professional examination should not receive the same control assumptions.
Quantify volume and peak conditions
Specify annual candidate numbers, the largest sitting, expected simultaneous logins, session duration, number of concurrent markers and the busiest result-release period. Ask suppliers to size capacity for your peak, not an annual average, and require test evidence for the proposed configuration.
List the real environment
- Managed or personal Windows, macOS, ChromeOS, iOS or Android devices.
- Supported browsers and versions, locked-down settings and permitted peripherals.
- Campus networks, home networks, proxy policies, content filters and low-bandwidth locations.
- Existing learning-management, student-information, identity, roster and notification systems.
- Internal service-desk hours, escalation skills and who owns candidate support during an exam.
Record accommodations and inclusion needs
List screen-reader, keyboard-only, zoom, contrast, captions, extra-time, rest-break, reader, scribe, alternative-format and language requirements that actually occur in your population. Include accommodations for authoring, review, marking and administration, not only the candidate screen.

Set data and jurisdiction boundaries
Identify candidate, education, identity, accommodation, proctoring, response, marker and result data. For each category, state the purpose, authorized users, retention period, deletion trigger, storage regions and permitted disclosures. Your country and state are not specified by this topic, so have counsel map the design to the privacy and education rules that apply to your institution rather than assuming one law covers every deployment.
Build a shortlist by fit, not by marketing rank
Invite suppliers that can satisfy the written profile and disclose where they cannot. A practical shortlist usually has two to four viable options; including every product that claims to be “secure” makes evidence comparison impossible.
| Decision area | Questions to answer before a pilot | Evidence to request |
|---|---|---|
| Purpose and stakes | Does the workflow support your item types, scoring model, moderation and result use? | Configured demonstration, workflow map and known limitations. |
| Security controls | How are identities, roles, encryption, vulnerabilities, incidents and logs managed? | Independent assessment scope/date, penetration-test summary, remediation status and control descriptions. |
| Privacy and governance | What data is collected, why, where, for how long and with which subprocessors? | Data-flow diagram, processing terms, retention/deletion schedule and subprocessor register. |
| Accessibility | Can candidates and staff complete required tasks with representative assistive technology? | Current VPAT or equivalent report for the exact modules and versions, defects and remediation dates. |
| Interoperability | Will your LMS, identity, roster, API, item and results workflows work end to end? | Live import/export using your sample files and standards versions. |
| Delivery and resilience | What happens during peak load, weak connectivity, outages or a device failure? | Capacity assumptions, uptime terms, recovery objectives and test records. |
| Operations | Can staff author, review, mark, moderate, report and support candidates efficiently? | Role-based demonstrations, audit-log retrieval and support runbook. |
| Lifecycle cost | What will licensing, integrations, migration, training, remediation, support and exit cost? | Five-year total-cost model and contract schedule. |
Require the same response format, definitions and evidence date from every supplier. Mark a claim as “not evidenced” when a brochure or sales demonstration does not answer the requirement.

Demand security evidence you can verify
A certificate or badge is evidence of a scoped control environment, not proof that every module, subcontractor or proposed configuration is safe. Ask for current, service-specific documentation and check that the covered boundary matches what you will buy.
Architecture and data flows
Request an architecture diagram showing candidate devices, browsers, application services, databases, storage, identity providers, analytics, support access and subprocessors. Trace a response from entry through scoring, reporting, backup and deletion. Ask which environments contain production data and whether support staff can access it.
Independent assurance
Obtain the assessment or certification name, issuing body, report date, control scope, exceptions and management responses. A report that covers a hosting layer but excludes the assessment application, authoring tools or support process is not evidence for those excluded areas. Map controls to your institutional framework and document any residual risk your institution accepts.
Identity, roles and logs
- Supported single sign-on and multifactor options, including administrative break-glass access.
- Role definitions for candidates, authors, reviewers, markers, proctors, administrators and support staff.
- Joiner, mover and leaver processes, session timeout and privileged-access review.
- Audit events for login, item changes, accommodation changes, score changes, exports, deletion and administrative actions.
- Log retention, export format, time synchronization and who can alter or delete logs.
Encryption, vulnerability and incident handling
Ask how data is protected in transit and at rest, how keys are created and rotated, and who can access them. Request vulnerability scanning and patch timelines, penetration-test findings with remediation status, secure-development practices and dependency management. Contractually define incident notification time, information supplied during investigation, cooperation duties, evidence preservation and post-incident reporting.
Continuity and suppliers
Request recovery objectives, backup frequency, restoration-test results and service-continuity plans. Review every subprocessor, its location, function, access and change-notification process. Require a route to export data and obtain deletion confirmation at termination, including copies in backups where technically feasible.
Make privacy a data-lifecycle decision
Create a data inventory before contract negotiation. For each field, record collection point, purpose, lawful or institutional basis as applicable, access roles, storage region, retention period, disclosure recipients and deletion method. Challenge optional telemetry, behavioral analytics, advertising-related processing and model-training uses that are not necessary for assessment.

Separate institutional ownership from vendor processing responsibilities in the agreement. Specify who answers candidate requests, investigates incidents, approves subprocessors, handles lawful requests, pays for extraction and certifies deletion. If data may be transferred across regions, identify the transfer mechanism and the institution’s review owner. A vendor’s general privacy statement cannot replace terms written for your deployment.
Test accessibility in the exact configuration
Accessibility documentation is necessary but not sufficient. The U.S. Access Board’s Revised 508 Standards state: “User interface components, as well as the content of platforms and applications, shall conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0.” This requirement applies to covered information and communication technology under that standard, subject to its exceptions; it is not a universal rule for every institution or jurisdiction.
Request a current VPAT or equivalent conformance report for the exact product edition, modules and versions. Read the defects, workarounds and remediation dates rather than treating a conformance logo as a pass.

Run representative accessibility tasks
- Launch, authenticate, navigate, answer, flag, review and submit with a screen reader.
- Complete every task using keyboard-only input, visible focus and no pointer.
- Check zoom, reflow, contrast, text spacing, timing controls, captions and alternative text.
- Create and edit an item, attach media, assign an accommodation and review a response in the authoring and administration tools.
- Verify that extra time, rest breaks, alternative formats and other accommodations are applied consistently and are visible only to authorized staff.
Use representative candidates or trained testers, record barriers and require owners and dates for fixes. An accessible candidate interface does not prove that authoring, marking or reporting is accessible.
Prove interoperability and portability live
Standards support is meaningful only when your workflows work end to end. Test representative items, media, metadata, accommodations, responses, scores and audit records rather than accepting a standards logo.
TAO describes support for QTI 3.0 and LTI and offers cloud, private-cloud and self-managed deployment models. Synap describes LTI 1.3, regional hosting choices, export and erasure features. These are vendor claims to verify for the exact edition, modules and contract you would purchase.

Integration tests to require
- Launch an assessment from your LMS through the proposed LTI version and confirm the correct candidate, course and role.
- Synchronize a test roster, update a withdrawal and verify that permissions change without stale access.
- Return scores and status to the LMS, preserving the required identifiers, dates and attempt rules.
- Import and export items with media, metadata, accommodations and version history; inspect the files rather than only the transfer status.
- Export results and audit records into your retention, analytics and archival systems.
- Delete a test account and verify the documented deletion and downstream propagation behavior.
Ask what happens if an integration is unavailable during an exam, whether queues retry safely, and how staff reconcile duplicate or late messages.
Evaluate delivery resilience and candidate recovery
Require suppliers to state supported concurrency, performance assumptions, uptime commitments and recovery objectives for your proposed architecture. Test ordinary and peak sessions, not just a vendor-hosted demo.
- Throttle a test connection to represent weak home or rural broadband.
- Interrupt a browser, device or network and verify autosave, resume rules and duplicate-submission handling.
- Restart identity, roster or LMS services and observe whether candidates can continue or receive a clear recovery path.
- Check what invigilators and support staff can see during an incident and how an attempt is invalidated or restored.
- Confirm time-zone, daylight-saving and clock behavior for scheduled openings and deadlines.
Record measurable thresholds such as successful launch rate, maximum recovery time, acceptable save interval and percentage of transactions reconciled. Do not accept “scales automatically” without test conditions and results.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Assess assessment operations and workload
Security controls fail in practice when staff cannot operate them correctly. Walk through authoring, item review, approval, exam assembly, accommodation assignment, invigilation, marking, moderation, appeals, analytics and archival.
Check separation of duties: an author should not silently approve their own high-stakes form; a marker should not alter a locked score without a recorded reason; support staff should not see more candidate data than needed. Verify bulk actions, version control, dual approval, comment history and immutable score-change logs.

Best Value
Calculate total lifecycle cost
Compare five-year cost, not just the initial subscription. Include:
- Licences by candidate, seat, attempt, assessment or institution, including peak-use charges.
- SSO, LMS, roster, API and data-warehouse integrations.
- Migration and conversion of items, media, metadata, accommodations and historical results.
- Training, implementation, accessibility remediation, custom reports and content redevelopment.
- Support tiers, premium incident response, hosting-region options and required hardware or network changes.
- Periodic security assessments, penetration testing, audit support and contract management.
- Export, transition assistance, data deletion and termination fees.
Ask which prices are recurring, usage-based, promotional or one-time. Put service levels, support response, remediation obligations and exit assistance in the contract rather than relying on a proposal presentation.
Run a representative pilot before approval
A pilot should answer pass/fail questions with evidence. Use a realistic exam, not a simplified sales script, and include the people who will approve and operate the service.
- Prepare the test pack. Select representative items, media, scoring rules, accommodations, candidate accounts, staff roles and assistive technologies. Define measurable acceptance criteria and who owns each test.
- Exercise normal and peak use. Run an ordinary sitting and a load scenario at the expected concurrency. Include weak connectivity, browser or device failure, interrupted submissions and candidate recovery.
- Verify identity and integrations. Test LMS launch, SSO, multifactor policy, roster changes, role boundaries, result return, item export and audit-log retrieval.
- Complete the operating cycle. Have staff author, review, assemble, invigilate, mark, moderate, report, answer a support request and archive evidence.
- Test accessibility. Repeat candidate and staff tasks with the representative screen readers, keyboard navigation, zoom settings and accommodations identified in your requirements profile.
- Document defects. For every failure, record severity, reproducible steps, workaround, responsible owner, due date and residual risk. A verbal promise is not closure.
- Obtain approvals. Security, privacy, accessibility, assessment leadership, procurement and legal owners should sign the decision record before scale-up.
Use a transparent decision scorecard
Weight criteria according to your stakes. A high-stakes university examination may give security evidence, integrity, accessibility and recovery more weight than cosmetic authoring features; a formative classroom tool may weight teacher workload and rapid feedback differently. Set minimum gates first: unresolved critical security or privacy findings, failed accessibility requirements or inability to export essential data should disqualify a platform regardless of its total score.
For each criterion, record a numeric score, evidence reference, test date, owner and residual risk. Distinguish “passes in the pilot,” “documented but not tested,” “vendor assertion” and “does not meet requirement.” Have the risk owner explicitly accept anything remaining.
How to interpret common platform examples
Vendor descriptions can illustrate the questions to ask, but they are not independent recommendations.
- TAO: describes authoring, delivery, scoring and reporting; QTI 3.0 and LTI; cloud, private-cloud and self-managed options; and security and accessibility positioning. Confirm the specific product edition, deployment boundary, controls and support terms.
- Synap: describes an online examination workflow, LTI 1.3, EU and US hosting choices, data export and erasure, and candidate-side WCAG 2.1 Level AA conformance. Ask which modules and versions each statement covers and test the actual exam path.
- Pearson: describes statewide assessment services, QTI and API connectivity, accommodations, identity controls and large-program scale. Those service claims are not a like-for-like recommendation for an individual school or university.
- ST4S: provides an Australia/New Zealand school-sector approach for evaluating digital products against privacy and security controls. It is regional context, not a substitute for your institution’s own review.
Procurement decision checklist
- Requirements profile approved by assessment, IT, accessibility and privacy owners.
- Comparable vendor responses with evidence dates and service boundaries.
- Architecture, data-flow, subprocessor and retention reviews complete.
- Independent assurance, penetration-test and incident-response evidence reviewed.
- Accessibility report matched to purchased modules and pilot tasks passed.
- LMS, identity, roster, API, item, results and audit exports tested.
- Peak-load, weak-connectivity, interruption and recovery scenarios passed.
- Roles, approvals, logs, support procedures and continuity responsibilities documented.
- Five-year lifecycle cost and exit plan approved.
- Contract includes privacy, security, accessibility, service levels, notification, cooperation, export, deletion and termination assistance.
- Residual risks assigned to named owners and formally accepted.
Make the selection defensible
A defensible platform choice is a documented fit decision: the service meets the assessment purpose, protects data through its lifecycle, supports every required candidate and staff workflow, integrates with existing systems, survives realistic failures and can be exited without losing institutional records. Re-run the evidence review when the vendor changes a major version, hosting region, subprocessor or assessment workflow, and after significant incidents. Security is maintained by that governance cycle, not awarded once by a logo.
