How to Choose a Secure Container Platform for Multi-Tenant Workloads

A secure multi-tenant container platform starts with tenant trust and access. Learn how to compare namespace sharing, node isolation, sandboxing, virtual control planes, and separate clusters.

Choose the isolation model by asking who your tenants are, what they can do, and what they could reach if a workload or account were compromised. Internal teams using a shared Kubernetes API, SaaS customers whose workloads you operate, and independent users submitting arbitrary code present different risks. Namespaces can help organize and restrict a shared cluster, but they do not by themselves create a strong security boundary.

Start with the tenant and its access

“Tenant” does not have one universal meaning in Kubernetes. The Kubernetes multi-tenancy guidance distinguishes operating situations that call for different isolation choices; AWS likewise describes separate enterprise, SaaS, and Kubernetes-as-a-Service patterns in its Amazon EKS tenant-isolation guidance.

  • Internal teams: Employees may share organizational controls and trust, but still need limits on access, resource consumption, and accidental or malicious interference. A shared cluster may be workable when teams do not need unrestricted Kubernetes API access and the consequences of a cross-tenant failure are acceptable.
  • SaaS customers: Customers typically use your product rather than the Kubernetes API. You control deployment and platform access, but must isolate customer data and workloads and account for the impact of one customer affecting another.
  • Kubernetes-as-a-Service users: Users may receive direct API access or submit arbitrary code. Treat workloads as untrusted unless your threat model establishes otherwise; consider stronger data-plane isolation than namespace controls alone.

Before comparing services or features, document what each tenant can create, inspect, change, and run; whether it can submit arbitrary workloads; which services and data those workloads must reach; and what a compromise of one tenant must not expose. Those answers define the required boundary.

Compare isolation models by the boundary they provide

Control-plane separation and data-plane separation are different. A tenant-specific control plane can change access to Kubernetes APIs and cluster resources, but it does not automatically isolate workloads on the underlying nodes. Conversely, dedicated nodes reduce workload co-location but do not necessarily separate shared Kubernetes APIs or node-management services. Kubernetes describes the following approaches and their trade-offs in its multi-tenancy documentation.

Model Boundary and likely fit Costs and limitations to assess
Shared cluster with namespaces Logical separation within one cluster. Often considered for internal teams or workloads whose tenants do not need broad API access. Pods may share nodes; namespaces do not make that a hard physical boundary. RBAC, quotas, network-policy enforcement, and careful handling of namespace visibility and DNS are essential.
Tenant-dedicated nodes Separates tenants’ workloads onto different nodes while retaining a shared cluster control plane. Shared kubelet and API services may remain relevant to lateral movement. Scheduling, utilization, chargeback, and node operations become more involved; at high tenant counts, AWS warns this approach can be complicated and costly.
Sandboxed pods Adds a boundary between workloads and the host operating system; worth evaluating for untrusted code or higher-risk tenants. Check workload compatibility, runtime support, operational effort, and performance requirements. Sandboxing is not a guarantee against every risk and does not replace network, identity, or control-plane protections.
Virtual control plane per tenant Gives each tenant a distinct virtual Kubernetes control plane while sharing some underlying infrastructure. Understand exactly which resources remain shared and how the design isolates data-plane workloads. It changes the sharing model rather than eliminating the need for secure node and workload configuration.
Separate clusters Provides a distinct cluster boundary and can suit tenants requiring substantial administrative or control-plane separation. Gives up cluster-level sharing and adds provisioning, upgrades, management, and resource overhead. Separate clusters still require sound workload and infrastructure security.

These are options to evaluate, not a universal ranking. A managed Kubernetes service may offer useful building blocks, but its name does not establish that your tenant boundary is configured or sufficient. The cited AWS and Google guidance describes controls operators need to apply to their own workload and tenant model.

Build and verify the shared-cluster baseline

If you choose shared namespaces, treat them as one layer in a broader design. Kubernetes and provider guidance cover complementary controls across API access, workloads, networking, and operations; see Kubernetes Security and Google Cloud’s enterprise multi-tenancy guidance for GKE.

  • Restrict Kubernetes API access: Give each tenant namespace-scoped roles and bindings with only the permissions it needs. Review access to cluster-wide resources separately; do not assume a namespace-scoped workload role makes all cluster information invisible. AWS notes that Namespace is globally scoped: a tenant allowed to view one Namespace can view all Namespaces.
  • Limit resource consumption: Set resource quotas and limit ranges appropriate to each tenant so one workload cannot consume an unbounded share of cluster capacity.
  • Constrain pod configuration: Apply a suitably restrictive Pod Security Standards profile and use admission controls to reject configurations that violate platform policy before they run. Define exceptions deliberately rather than granting broad permissions to make workloads pass.
  • Isolate workload identity: Use separate service accounts and workload identity where available. Avoid shared credentials that let a workload act as another tenant or reach unrelated cloud resources.
  • Restrict control-plane reachability: Limit who and what can reach the Kubernetes API, and maintain appropriate TLS and encryption settings. Google’s GKE enterprise guidance includes workload identity federation and authorized control-plane networks among its controls.
  • Keep audit records: Enable and retain audit logs appropriate to the environment so that access and administrative changes can be investigated.

For a broader checklist of measures to consider—including image scanning, runtime scanning, CIS configuration guidance, and sandboxing—the Kubernetes project’s 2021 tenancy-model article is useful background. Use current product documentation for version-specific implementation details.

Make network isolation real, not just declarative

Kubernetes NetworkPolicy resources only affect traffic when the cluster’s network plugin (CNI) implements them. If it does not, a policy object may exist without enforcing the separation you expect. Confirm support for the selected CNI and test actual connectivity between tenant workloads before relying on policies; Kubernetes explains this dependency in its multi-tenancy guidance.

  1. Start with a default-deny policy for pod traffic between tenants.
  2. Add explicit allowances for required application traffic and DNS rather than broadly opening communication.
  3. Check service discovery as well as packet-level access. CoreDNS permits service lookups across namespaces by default unless restricted, according to AWS’s EKS tenant-isolation guidance.
  4. Verify enforcement from representative tenant pods, including allowed and denied paths, after changes to the CNI, policy, or cluster configuration.

A service mesh can add identity-based Layer 7 rules and mutual TLS for service-to-service communication. Treat it as an additional control: it does not remove the need to validate network-policy enforcement or to decide which tenant boundary your threat model requires.

When to move beyond shared namespaces

Escalate isolation when tenants run arbitrary or untrusted code, receive substantial Kubernetes API access, or could cause unacceptable cross-tenant exposure if a workload or node boundary fails. Kubernetes suggests considering controls such as seccomp, AppArmor, SELinux, sandboxed containers, or separate clusters according to risk; AWS recommends strict network policies and pod sandboxing for untrusted workloads in its EKS guidance.

Provider implementations are specific to their platforms. AWS documents EKS Fargate as an option for creating sandboxed pods. Google describes GKE Sandbox as using gVisor, a user-space kernel boundary between container workloads and the host OS, together with namespaces and seccomp filtering in its GKE enterprise guidance. Evaluate these as platform-specific mechanisms, not as interchangeable guarantees or a substitute for checking compatibility and configuration.

Dedicated nodes can be easier to charge back and may avoid some sandbox compatibility or performance issues, but their operational burden and cost can grow with tenant count. Sandboxing, virtual control planes, and separate clusters make different trade-offs in isolation, compatibility, resource sharing, and operations. Choose based on the boundary needed and the team’s ability to operate it consistently.

Use a decision gate before selecting a platform

For each candidate architecture, answer these questions with the people who own security, platform operations, and tenant-facing services:

  • Can tenants access the Kubernetes API, inspect other namespaces, or create privileged or otherwise sensitive pod configurations?
  • Will they submit untrusted code, and what host, cloud identity, network, or customer data could that code reach?
  • Does the proposed boundary separate only API access, or also workloads, nodes, and tenant network paths?
  • Does the CNI enforce the required NetworkPolicy behavior, including DNS and service access, and how will that behavior be tested?
  • Can admission, pod-security, identity, resource, and audit controls be applied across every tenant and maintained as policies change?
  • Are required runtimes compatible with the workloads, and can the organization handle provisioning, upgrades, incident response, utilization, and tenant chargeback at the expected scale?

Select the least complex design that meets the documented threat model, not the design with the most reassuring product label. If the answers leave a shared node, API, identity, or network path inside a boundary that must be protected, strengthen the architecture or reduce tenant access before launch.
