Compare each school against your child’s needs, published admissions rules, evidence of quality, local place forecasts and the practicalities of getting there. The figures and admissions guidance below are for England; school admissions work differently in Scotland, Wales and Northern Ireland.
What falling pupil numbers do—and do not—tell you
In England, demand for primary school places fell by 3% between the 2018/19 and 2024/25 school years. The National Audit Office projects a further 7% fall from 2025 to 2030, while warning that local areas do not all follow the national trend. The share of unfilled primary places rose from 10% in 2018/19 to 14% in 2024/25. These are national figures, not forecasts for a particular town or school. National Audit Office, 2026

The Department for Education counted 680,000 unfilled primary places in England in 2024/25; 86% of primary schools had at least one. An unfilled place is a capacity measure, not a quality rating. It can reflect declining demand, but also planning for future need or a new school that is still filling up. Spare capacity can also give families more choice. DfE school-capacity data, 2024/25, based on data as at 1 May 2025
Nor does a falling roll by itself establish that a school will close. Check formal consultations and local-authority plans for any school you are considering; do not infer a closure from national statistics or a count of empty places.

Start with your child, then compare the schools
Make a shortlist using your local authority’s school finder and admissions pages, then compare candidates on the questions that matter to your family. A school with spare places is not automatically the best fit, just as a full school is not automatically better.
| What to compare | What to check |
|---|---|
| Fit for your child | Curriculum, learning environment, pastoral approach, class organisation and how the school would support your child’s particular needs. |
| Quality and improvement | The latest inspection material, attainment and progress information, and what leaders say they are doing in response. Treat each measure as one part of the picture, not a complete ranking. |
| Admissions likelihood | The school’s published oversubscription criteria, distance rules, sibling or feeder-school priority, any faith or selection requirements, and recent local offer information. |
| Local resilience | Planning-area forecasts, present capacity, proposed place changes and realistic alternatives. A forecast is uncertain and does not prove that a named school will close. |
| Everyday practicality | Travel time, start and finish times, wraparound care and how the arrangements work with your family’s schedule. Confirm details with the school. |
Check quality using more than a headline score
England’s Department for Education recommends visiting schools, reading recent Ofsted reports and performance tables, and speaking with other parents. A visit can help you understand how a school feels and operates; ask what you need to know rather than relying on a single score or reputation. DfE: choosing schools

Find local place information at the right scale
Use your local authority’s data for the planning area serving the schools on your shortlist—not England-wide figures as a substitute. The DfE’s school-capacity publication includes local-authority and planning-area data. Local authorities forecast several years ahead, but the DfE cautions that forecasts become less accurate the further into the future they look. DfE school-capacity statistics

Ask the local authority how to interpret the figures and whether they reflect current proposals. A capacity count or forecast is useful context, but by itself cannot tell you how a particular school will change or whether it is the right choice for your child.

In England, families do not have an absolute right to choose a school. Published admission arrangements determine priority when a school has more applicants than places; criteria can include distance, siblings, faith, selection or feeder-school links. Read the rules for each school rather than assuming that living nearby—or being inside an area described as a catchment—guarantees a place. DfE: admission criteria
An undersubscribed school will usually offer a place to an applicant, but you still need to apply and meet any applicable arrangements. Check recent local offers with the council, while remembering that past outcomes do not guarantee a future offer. The House of Commons Library’s 2026 briefing on school admissions in England explains the system and its limits.
- Confirm the process. Check your council’s current application instructions, deadlines and school list.
- Rank realistic preferences. Follow the council’s directions and list several schools you would genuinely accept, in your true order of preference. Listing only one does not improve your chance of receiving it.
- Keep a contingency. If you are refused a preferred school in England, you may be able to appeal and use waiting lists; check the local arrangements and act within their deadlines.
Use a practical decision process
- Define your search. Identify the nation, local authority, school phase and candidate schools. If you are outside England, use your nation’s admissions authority because the rules differ.
- Build the shortlist. Use the council’s school finder and admissions pages, then read each candidate’s published arrangements.
- Review evidence and visit. Read current inspection and performance information, visit where possible, and ask about your child’s needs, staffing continuity, class organisation, SEND provision and planned changes.
- Check local capacity context. Look up planning-area data and local forecasts, then ask the council what they reflect and how uncertain they are.
- Apply and plan for alternatives. Submit preferences through the local process by its deadline, and know what you can do if your first choices are not offered.
If you are outside England
The national figures cited here describe England, and the admissions guidance is England-specific. Scotland, Wales and Northern Ireland have different admissions systems. Check the relevant nation’s admissions authority and your own council for the rules, dates and local capacity information that apply to your family.
