What makes a Windows or Office license legitimate?
Microsoft describes genuine Windows as software published by Microsoft and properly licensed. Its safest purchase advice is to buy directly from Microsoft or from a store you know and trust. A new PC sold with Windows preinstalled is another normal route, provided the seller can substantiate the license.

Activation and licensing are related but not interchangeable. Activation pairs a product key or digital license with a device’s hardware configuration. Microsoft explicitly cautions that activation “does not evaluate the authenticity of the copy itself” and does not guarantee that Windows is genuine. How to check a Windows purchase and preserve its entitlement
Windows can be licensed through a digital license or a product key. Where the key is stored depends on how Windows was bought, so retain both the transaction record and the entitlement details rather than relying on a key copied from a listing.
- New PC: The key may be preinstalled, included in the packaging, or printed on a COA attached to the computer.
- Authorized retailer: Microsoft says a boxed copy’s key may be on a label or card in the box.
- Digital retailer: Check the purchase confirmation email or the retailer’s digital locker.
- Microsoft website: Check the confirmation email or the order history in the Microsoft account used to buy it.

How to assess a suspicious key or a used PC
Standalone Office keys
Be cautious when a seller offers an Office key separately from the software, especially if the seller’s identity, receipt, license terms, or transfer history are unclear. Microsoft warns that such keys may be stolen or fraudulently obtained, and may later be blocked. A key that initially works can therefore still leave you without a usable entitlement later.

Pre-owned Windows PCs
Ask the seller to explain what Windows license is included and provide supporting evidence before you buy. Activation can fail if a key has already been used on more devices than its terms allow, if the copy is counterfeit, or if a prior owner or seller reused the key. Microsoft identifies reused keys as one cause of activation trouble on pre-owned PCs; if the license cannot be activated, its guidance points to obtaining the original key or buying a new license.
Choose an Office option that fits your devices and use
First decide whether you need desktop Office installed on a computer, whether more than one user or device needs access, and whether free browser apps are sufficient. Microsoft offers Office on the web at Microsoft365.com after sign-in. If you need a one-time desktop purchase, verify the precise product and its current license terms; do not assume every Office product has the same installation or transfer rights.

Microsoft’s transfer guidance states that one-time purchases such as Office Home & Business, Office Home & Student, or Office Home are installed on one PC or Mac. For Office 2024 and Office 2021, it says the license may be transferred to another computer belonging to the same licensee no more than once every 90 days, except sooner in the event of hardware failure; Office must be removed from the old device. The page also sets out an EEA process for transferring to another person subject to applicable law and Microsoft identity verification. These terms should not be generalized to every edition or territory: check the terms for the exact product and your jurisdiction before relying on a transfer. What to do if activation fails or hardware changes
Windows activation can fail when a key has been used beyond its allowed device limit, when the copy is counterfeit, or when a pre-owned PC seller reused a key. Significant hardware changes may also require reactivation. Linking a digital license to a Microsoft account can help with reactivation after a hardware change, but it does not guarantee that every change will reactivate automatically.
- Check the Windows edition and the key or digital license associated with the purchase; make sure the entitlement matches the installed product and device.
- Review Microsoft’s activation troubleshooting guidance and follow the relevant steps for the device and error shown.
- If the license came from a retailer and the key is invalid or later blocked, contact that seller with your receipt and request a refund.
- If a used-PC seller cannot substantiate the license or activation cannot be resolved, seek the original license evidence or obtain a new license through a credible route.
For refurbished devices, Microsoft documents COA keys for some refurbished Windows 10 PCs. That specific guidance should not be treated as a universal procedure for every refurbished device or Windows version. Microsoft: Activate Windows
A practical pre-purchase checklist
- Is the seller Microsoft, a retailer you trust, or a computer seller clearly including licensed Windows?
- Is the exact product, edition, and device scope stated—not merely “a key”?
- Will you receive a receipt and a durable record of the key or account-based entitlement?
- For Office, do its one-device or transfer terms fit the computers you plan to use, and have you checked the terms for your region?
- If buying a used or refurbished PC, can the seller substantiate its Windows license as well as demonstrate activation?
Microsoft’s support pages are practical guidance, not a replacement for the license terms governing a particular edition and purchase. Regional law and product conditions can differ, so resolve those details before buying if a transfer or resale is central to your decision.
