Choose an exchange for local availability, the assets and networks you need, reliable withdrawals, clear custody and failure terms, and transparent total fees. Choose a wallet by first deciding who will control its private keys: an exchange account or custodial wallet prioritizes platform-managed access and account recovery, while self-custody gives you direct control and makes you responsible for protecting the keys and recovery phrase.
There is no universally best exchange or wallet. The right fit depends on where you live, what you plan to hold or do, how often you transact, and how comfortable you are managing access yourself.

Start with the custody decision
An exchange and a wallet are not interchangeable. An exchange lets you buy, sell, or trade supported crypto assets. It may also hold assets for you in an account. A wallet is a way to manage access to crypto through private keys; some wallets are controlled by a provider, while others put key control in your hands.

With a custodial account, the platform manages the private keys. You typically access the account with login credentials and may be able to seek help through account support. With a self-custody wallet, you control the keys. A recovery phrase is a strong signal that you are responsible for securing access and restoring it if needed. Coinbase’s exchange-versus-wallet explainer describes this distinction, though it is vendor material rather than an independent endorsement.

These are separate choices: custodial versus self-custody describes who controls the keys; hot versus cold describes whether the wallet is connected to the internet. A self-custody wallet can be hot or cold.
Exchange account or self-custody wallet?
| Choice | Who controls the keys? | Main benefit | Main responsibility or risk |
|---|---|---|---|
| Custodial exchange account | The platform | Convenient login and potential account-support recovery | You depend on the provider’s security, withdrawal access, and response to outages or failure. |
| Self-custody wallet | You | Direct control of the private keys | You must protect the keys and recovery phrase; losing or exposing them can mean losing access or funds. |
Neither arrangement removes risk. A self-custody user can lose access by losing or exposing keys or the seed phrase. A third-party custodian may be hacked, shut down, or go bankrupt. The SEC’s crypto asset custody bulletin discusses these trade-offs and cautions that a cold device can itself be lost, damaged, or stolen.
Decide whether hot or cold storage fits
Hot wallets
Hot wallets are connected to the internet, making them convenient for frequent transactions. That connectivity also creates exposure to online threats such as cyberattacks and phishing. A wallet app may be free to install, but transactions can still carry network or service fees.

Cold wallets
Cold wallets are typically physical devices kept offline. They reduce internet exposure, but they are not a guarantee of safety: a device can be lost, damaged, or stolen, and the recovery phrase still needs protection. Physical devices usually cost money, and using one adds setup and backup responsibilities. The SEC’s custody bulletin outlines the convenience, cost, and loss trade-offs. Coinbase lists examples such as Tangem, Ledger, and Trezor in its wallet explainer; those examples are not endorsements.
How to evaluate an exchange
Do not choose on interface or an advertised asset list alone. Before opening or funding an account, check the service’s terms and capabilities for your location and the specific assets you want.
- Availability and asset fit: Confirm the provider serves your country and supports the exact asset and network you intend to use. A token may be available on one network but not another.
- Withdrawals: Check whether you can withdraw the assets to a wallet you control, which networks are supported, and what limits, review steps, or fees apply.
- Custody and failure arrangements: Find out how the provider says it safeguards customer assets, what happens if service is suspended or the company fails, and what its terms say about access to assets.
- Security controls: Look for account-protection options such as multifactor authentication and review the provider’s security and storage explanations.
- Regulatory and business background: Research the company’s background and relevant regulatory status where you live. The SEC advises investigating a custodian’s background, regulation, supported assets, storage practices, failure response, and fees.
- Total costs: Compare account charges, trading fees or spreads, deposit and withdrawal costs, and transfer fees. A low advertised trading fee does not establish the lowest overall cost.
- Recovery and support: Understand what support can and cannot do after a lost password, locked account, outage, or suspected compromise.
Consumer-protection rules and market oversight vary by country and service. The CFTC warns that many virtual-currency cash markets may not be regulated or supervised by a government agency and may lack important system safeguards or customer protections. Its warning is not a blanket assessment of every exchange or jurisdiction. It also identifies volatility, manipulation, hacking, and phishing as risks. See the CFTC’s virtual-currency customer advisory.

How to evaluate a self-custody wallet
- Network and asset support: Confirm the wallet supports the precise assets and networks you will use. Sending an asset on an unsupported network can make recovery difficult or impossible.
- Recovery process: Read the setup and recovery instructions before moving funds. Know what the recovery phrase does, how to restore access, and what happens if the device or phone is lost.
- Usability: Consider how often you transact and whether the wallet’s process for checking addresses, choosing networks, and confirming transactions is manageable for you.
- Security and backup: Decide how you will keep the device and recovery phrase secure. Never share the phrase with anyone or enter it on a site or app you did not independently verify.
- Cost: Compare any device purchase with transaction costs. An app can cost nothing to download while transactions still incur fees.
Do not transfer a meaningful amount until you understand the recovery process and can confidently identify the correct destination address and network.
Use a practical selection workflow
- Set your constraints: Write down your country, the assets and networks you need, how often you expect to transact, and whether you need an exchange for buying or trading.
- Choose your custody preference: Decide whether platform-managed access and possible account support or direct key control better matches your comfort with responsibility.
- Shortlist only locally available services: Check each provider’s own terms for country availability, asset and network support, withdrawal access, and restrictions.
- Compare risk and cost terms: Review custody safeguards, failure arrangements, support and recovery paths, security controls, and all relevant account, trading, and transfer fees.
- Test the process cautiously: If you choose self-custody, learn setup and recovery and verify a small transfer before sending more. Confirm the destination address and network carefully.
- Secure access: Use a strong, unique password and multifactor authentication for online crypto accounts, and be alert to phishing.
Protect your account, keys, and privacy
The SEC’s investor-education staff advises: “Never share your private keys, or seed phrases.” Its Dec. 12, 2025 bulletin is staff guidance, not a rule or regulation. For exchange accounts, use a strong password and multifactor authentication, and treat unsolicited messages or links as potential phishing attempts.
Do not assume a crypto balance has the protection of a bank deposit. The FTC says crypto held in accounts is not government-insured like U.S. dollars in an FDIC-insured bank account, and users may not recover funds after a provider failure, mistaken transfer, lost credentials, or compromise. Its advice on researching businesses includes searching the company name with terms such as “review,” “scam,” or “complaint.” See the FTC’s cryptocurrency and scams guidance.

Also consider privacy. The FTC notes that blockchain transactions are typically recorded on public ledgers and may show amounts and wallet addresses. A pseudonymous address is not a promise of anonymity.
Do you need a hardware wallet?
No. A hardware wallet is one cold-storage option for someone who wants self-custody and is prepared to manage a physical device and its recovery phrase. It can reduce exposure from keeping keys on an internet-connected device, but it cannot prevent every loss, including loss or theft of the device or disclosure of the recovery phrase. If you are not ready to manage backups and recovery yourself, the device alone does not solve that problem.
Choose based on your actual use, not on a claim that one type is universally safest. There is no single storage method that eliminates risk, and the evidence does not support a universal safety ranking for exchanges or wallets.
