How to Choose a Credit-Card Processing Platform for a Bank

Choosing a bank card processor starts with issuer-processing requirements—not a merchant gateway comparison. Learn how to assess lifecycle coverage, integration, security, network access, vendor claims and full cost.

A bank issuing credit cards should select an issuer-processing platform that supports the card-account lifecycle—not mistake a merchant checkout gateway for a solution to issuing. Start with the bank’s products, markets, networks, systems, volumes and operating model; then test lifecycle coverage, integrations, security, network eligibility, delivery risk and full contract cost against those requirements. There is no evidence-based universal vendor ranking for banks.

What does a bank need a credit-card processor to do?

For an issuing bank, processing means supporting decisions and operations for the bank’s cardholders and accounts. Depending on the arrangement, the platform may handle authorizations, account balances, transaction posting, clearing and settlement, servicing, disputes, fraud controls, reporting and related card functions.

That is different from merchant acquiring or a payment gateway. A gateway or acquirer helps a seller submit a transaction and route an authorization request toward the issuing bank. The issuer processor supports the issuer’s decision and the subsequent account and transaction lifecycle. A bank can procure both kinds of capability, but they are distinct scopes with different responsibilities.

Visa describes issuer-processing capabilities separately from solutions for sellers and acquirers. Its platform materials group functions such as credit-program management, servicing, automated decisioning, clearing and settlement, disputes, collections, rewards and risk analytics. Visa’s 2025 annual report describes Visa DPS as a multi-network issuer processor and Pismo as a cloud-API core-banking and issuer-processing platform. These descriptions establish what Visa says the services cover; they do not establish suitability or service quality for a particular bank.

What should a bank define before approaching vendors?

Write down the bank’s target state before comparing demos. A feature is only valuable if it supports the intended products, markets, systems and division of work.

  • Products: consumer or commercial cards, co-brand programs, revolving credit, installment products, rewards, and any planned variants.
  • Markets and networks: countries of operation, card schemes, current network relationships, and any expansion plans. Eligibility and operating requirements can differ by case.
  • Scale and growth: current and expected accounts, transaction volumes, peak authorization needs, launch phases, and portfolio migration requirements.
  • Channels and customer experience: physical and digital cards, mobile and web banking, contact-center workflows, wallet support, statements and alerts.
  • Operating model: functions retained by the bank versus delegated to the processor, network or another provider, including servicing, disputes, fraud operations and compliance work.
  • Technology constraints: core ledger and banking systems, credit or loan systems, fraud tools, data platforms, cloud policies, integration standards and incumbent contracts.
  • Delivery constraints: target launch dates, migration windows, internal staffing, approval gates and tolerance for parallel operations.

Separate mandatory requirements—such as supported markets, networks, security evidence or a required integration—from scored preferences such as configurable workflows or a particular operating model. An SBI procurement clarification, for example, asks about cloud-security evidence, PCI DSS, additional network support, transaction channels and throughput. That is an institution-specific RFP example, not a general throughput benchmark or a universal list of requirements.

How can a bank compare lifecycle capability?

Compare the platform across the entire account and transaction lifecycle, not just an authorization demo. Use a bank-authored matrix and require each finalist to show how a capability works, which party operates it, and what records or events the bank receives.

Authorization and controls Decision inputs, approvals and declines, credit or available-balance treatment, card freezes, fraud rules and operational overrides.
Transaction accounting Balances, posting, reversals, adjustments, fees, interest treatment where applicable, and the records needed to reconcile activity.
Clearing and settlement Inbound clearing, settlement responsibilities, late or offline transactions, exception handling and settlement reporting.
Customer and account servicing Statements, alerts, card changes, contact-center access, account servicing actions and required digital-banking data.
Disputes, collections and rewards Case intake and status, chargeback workflows, collections support, rewards calculations or interfaces, and ownership of unresolved cases.
Digital cards and data Wallet tokenization, digital-card controls, reporting, data feeds, exports and access to historical records.

CoreCard’s technology materials describe APIs for accounts and cards, authorizations, transactions, statements, disputes, alerts and tokenization, along with real-time authorization and posting functions. Visa describes capabilities spanning program management, servicing, clearing and settlement, disputes, collections, rewards and risk analytics. These are vendor capability descriptions, not comparative test results.

Use operational scenarios, not only feature checklists

Ask vendors to demonstrate the same scenarios using the bank’s expected events, records, operational queues and recovery procedures. Useful cases include:

  • Partial approvals, reversals, duplicate transaction files and adjustments.
  • Late or offline clearing, statement-cycle boundaries and transactions arriving after an account change.
  • Disputes, account freezes, fraud escalations and cases that need a human decision.
  • Network downtime, processor interruption, recovery and subsequent reconciliation.
  • A reconciliation break: how it is detected, assigned, researched, corrected and evidenced in reports.

These are recommended bank-led evaluation cases, not tests reported as completed by the vendors. Define pass criteria in advance, including what must be visible to bank operations and how the bank can confirm that balances and records are consistent after recovery.

How should the bank assess integrations and operating responsibilities?

Map the issuer processor alongside the core ledger or core-banking platform, fraud tools, digital banking, card production, network connectivity, customer service, disputes and compliance operations. For each function, name the owner: bank, processor, network or another supplier. An “end-to-end” label does not by itself clarify who handles policy decisions, exceptions, integration work or regulatory obligations.

For the proposed architecture, ask for evidence on:

  • API and batch-interface coverage, data models, event or webhook delivery guarantees, idempotency, versioning and change controls.
  • Integration with the bank’s ledger, credit systems, mobile and web banking, fraud controls, data warehouse and contact center.
  • Observability, test environments, implementation documentation, migration tools and support for parallel runs.
  • Reconciliation data, operational reporting, exception queues and the ability to trace a transaction across systems.
  • Service levels, disaster-recovery arrangements, escalation paths, data access and export, and a workable exit plan.

Cloud-native, modular or API-first descriptions are claims to validate against the bank’s actual interfaces and operating needs. An API list alone does not show that integrations are complete, resilient or straightforward to support.

What security and network checks belong in early diligence?

Establish payment-data responsibilities

The PCI Security Standards Council says, “PCI DSS provides a baseline of technical and operational requirements designed to protect payment account data.” Its scope includes entities that store, process or transmit cardholder or sensitive authentication data, or can affect the cardholder-data environment; issuers, processors and service providers can be among them. Ask each party for current, scoped evidence and a responsibility matrix. Confirm what the bank and each provider must validate rather than assuming a vendor’s compliance statement covers the bank’s obligations.

Confirm network access and onboarding conditions

VisaNet Connect – Issuing is an example of direct network API connectivity, not automatically a replacement for a complete issuer processor or all bank controls. Visa describes PAN aliases and optional HSM-as-a-Service for the service. Its implementation documentation says non-member clients need sponsorship by a licensed Visa member, endpoints must maintain applicable PCI compliance, and Visa conducts a risk and business review. Confirm the requirements for the bank’s actual geography, membership or sponsorship status, production onboarding and operating model before treating direct connectivity as an available option.

How should a bank compare platform approaches?

The available public descriptions support an illustrative shortlist, not a ranked recommendation. Compare each proposed service scope and contract—not just the provider name.

Approach What the provider describes What the bank should verify
Visa infrastructure, including DPS and Pismo Visa’s platform materials describe credit servicing and program capabilities. Its 2025 annual report identifies DPS as a multi-network issuer processor and Pismo as a cloud-API core-banking and issuer-processing platform. Exact product scope, markets, networks, contracting model, migration path and references relevant to the bank.
CoreCard Its technology materials describe API access across card-lifecycle functions, configurable credit programs, real-time authorization, account and balance management, posting, adjustments and operational modules. References, security evidence, service commitments, operational responsibilities and fit with the bank’s integrations.
Lithic Its company materials describe issuing and a processing and ledgering suite, with optional program management, disputes, cardholder support, and fraud and risk services. Suitability for an established bank, target region and networks, expected scale, credit-product needs and required controls.
VisaNet Connect – Issuing A network-connectivity and API option with specific eligibility and operating requirements. Whether the bank needs a connectivity building block or a full issuer-processing and operating solution, plus applicable onboarding conditions.

For every option, compare lifecycle completeness, network and market support, bank control versus outsourced work, core integration, security evidence, resilience, reconciliation, migration experience, contract flexibility and data portability. Public vendor descriptions do not establish independent head-to-head performance or comparable prices.

How can the bank compare total cost and delivery risk?

Request a pricing model that covers the full implementation and transition horizon. Ask vendors to price the same assumptions and define what is included in each fee.

  • Implementation, configuration, migration and any parallel-run costs.
  • Account, card, authorization and transaction charges, including minimums and volume tiers.
  • Network charges and optional services, with a clear division between processor and third-party fees.
  • Customization, change requests, additional environments, support and operational services.
  • Termination costs, data extraction, transition assistance and any ongoing access needed during exit.

Then model total cost over the intended contract and transition period, using the bank’s own projected volumes and likely change needs. Do not compare a headline per-transaction price if scope, minimums, support or migration assumptions differ. The available sources do not provide an independent price comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delivery diligence matters as much as the rate card. Require named implementation responsibilities, milestones and dependencies; identify bank staffing and approval needs; and speak with reference banks whose scale and product complexity resemble the proposed program. Ask for evidence supporting operational performance claims rather than treating marketing figures as independent comparisons.

What should the RFP and final decision record contain?

A disciplined process makes trade-offs visible and leaves an auditable explanation for the choice. Include the bank’s mandatory requirements, scored criteria, operational scenarios, responsibility map, integration architecture, security and network questions, commercial assumptions and exit requirements in the RFP.

Score finalists against the same criteria. Record exceptions and dependencies explicitly—for example, a capability that requires another supplier, a network sponsor, custom development or a bank-operated process. Before selection, verify current attestations, relevant references, implementation assumptions, service commitments and data-export terms. Since country, scheme, bank scale, incumbent systems, cloud policy and outsourcing preferences are not specified here, no provider can responsibly be named as the best choice for every bank.
