If no publisher, client, or institutional guide applies, a practical house style is to use semicolons sparingly between closely related independent clauses and to separate complex list items that already contain commas. Prefer a period, conjunction, or list when that reads more clearly.
Start with the authority your team must follow
Before choosing a preference, check whether the work is governed by a publisher, client, institution, or product-specific style guide. Follow that authority for the content it covers; do not blend exceptions from several guides into a new rule unless the governing guide leaves room for it.

Where the team has no binding guide, treat grammar and house preference as separate things. Microsoft notes that punctuation involves both documented rules and stylistic choices. Your policy can state which uses are acceptable grammatically and which ones your team prefers for readability. Microsoft Style Guide: Punctuation
Choose a default for your audience and content
Decide whether your team wants a restrained “use when it helps” approach or an avoidance-first approach that favors rewriting. Both can be consistent. Google’s developer style guidance favors avoiding semicolons when possible, while Microsoft advises simplifying sentences that become complex. OECD guidance says punctuation should fit the tone and style. Google Developer Documentation Style Guide: Semicolons OECD Style Guide, Fourth Edition

Consider how formal, technical, conversational, or public-facing your writing is, and decide whether complex sentences suit it. Then settle the policy questions that recur in your work:
- Will semicolons join closely related independent clauses, or should writers normally use a period or conjunction?
- Will semicolons separate complex list items containing internal commas, or should writers restructure those lists as bullets or simpler phrases?
- Who decides cases the guide does not cover, and where will the team record that decision?
Use semicolons where they clarify structure
Between closely related independent clauses
A semicolon can join two complete, closely related clauses that are not joined by a coordinating conjunction: “The review is complete; the editor has approved the final copy.” Each side can stand as a sentence. If your house style prefers a conjunction, write “The review is complete, and the editor has approved the final copy.” Microsoft says not to put a semicolon between clauses joined by a conjunction; Chicago’s guidance likewise treats independent-clause boundaries as the key distinction outside complex series. If your team follows guidance that supports the pattern, a semicolon may also precede a conjunctive adverb joining two independent clauses: “The test passed; therefore, the release can proceed.” Google includes this use in its guidance. Make it an explicit example in your own guide rather than assuming every writer will apply the same preference.
Between complex list items
When list items contain commas, semicolons can make the boundaries easier to see: “The team includes editors from Paris, France; Rome, Italy; and Athens, Greece.” Microsoft, Google, and OECD guidance recognizes semicolons in complex series. OECD Style Guide, Fourth Edition
Rank #3
Do not use semicolons just to make a simple list look formal. Write “The team reviewed drafts, headlines, and captions,” not “The team reviewed drafts; headlines; and captions.” OECD specifically distinguishes complex lists from simple ones. For a vertical list, Chicago says punctuation is an editorial choice in complex cases; its guidance generally omits terminal punctuation from list items, while allowing semicolons for complex items containing commas. Chicago Manual of Style Online: Vertical lists
Do not let a transition word determine punctuation by itself
A word such as “for example” does not automatically call for a semicolon. Chicago rejects a semicolon when the phrase introduces a dependent fragment rather than a complete independent clause. Recast the sentence, use a colon, or put the example in parentheses if that better fits the sentence. Chicago Manual of Style Online: Semicolons

Use semicolons between items in a complex series when the items contain commas and semicolons improve clarity. Do not use semicolons in simple lists. When a sentence feels crowded, prefer a period or a list. Ask the designated style owner about unresolved cases and add recurring decisions to this guide.

Give the rule examples drawn from your team’s actual work. Include at least one independent-clause example, one complex list, one simple list, and one case where a rewrite is preferable. Name the editor or style owner who resolves uncodified cases, and update the guide when the same question comes up repeatedly. Chicago and OECD both recognize editorial judgment in list punctuation; a named decision-maker turns that judgment into a consistent team practice.
Where published guidance differs
The major guides share useful common ground, but their emphasis and scope differ. Google is avoidance-first and identifies closely related independent clauses, conjunctive adverbs or phrases joining two independent clauses, and complex series as permitted cases. Microsoft covers independent clauses, contrast, and complex lists, while warning that extra punctuation can make sentences more complex. Google Developer Documentation Style Guide: Semicolons Microsoft Style Guide: Semicolons
Chicago’s semicolon Q&A focuses on syntactic boundaries and refers to the 18th edition (2024). OECD’s Fourth Edition calls for consistency, allows semicolons for related clauses and complex lists, and discourages them in simple lists. The OECD guide records a March 2026 update for formatting and typos. If your team’s work is subject to one of these authorities, use its rules where they apply; use your house policy to make remaining preferences explicit.
