Start with your actual cellular use over several billing cycles, then compare plans by what happens when you reach a high-speed limit—not by the word “unlimited.” Check hotspot data separately, and compare the expected bill, coverage where you use your phone, and any restrictions that matter to you.
How much data do I use?
Use at least three recent billing cycles to see both your ordinary use and the months when you use more. Write down each line’s total for the carrier’s billing dates. Include an unusually heavy month if its cause—such as regular travel or streaming away from Wi-Fi—is likely to happen again.

Do not rely on a single partial-month reading: it can change before the billing cycle ends, and the phone and carrier may count usage on different schedules or with different rounding. For example, AT&T says billed usage for all devices on a plan is rounded up to the nearest GB; that is an AT&T-specific rule, not a general carrier standard. AT&T’s usage guide explains its account measures.

How do I check my data usage?
Check the carrier’s account first
Use the carrier app or account page to review billed or current-cycle use, matching its date range to your bill. Carrier records are usually the best reference for what the carrier is counting. Apple likewise recommends checking with the carrier for the most accurate current-period total. Apple’s guide to cellular data usage explains the iPhone counter and app breakdown.

Use your phone’s settings to find data-heavy apps
- iPhone: Go to Settings > Cellular to see app-level use. You can reset statistics, but reset the counter at the start of a billing cycle if you want to compare it with a bill. The device counter may not match the carrier’s total.
- Google Pixel: Settings can show total mobile usage and usage by app. Android menus and features vary by device, carrier, and region.
Include background cellular use in your assessment. On iPhone, Wi-Fi Assist may switch to cellular when a Wi-Fi connection performs poorly, so an app you normally use on Wi-Fi can still contribute to mobile data. Apple describes Wi-Fi Assist and cellular usage.
Separate cellular, Wi-Fi, and hotspot use
Wi-Fi use generally does not count against a cellular allowance, but data sent over your phone’s mobile network does. The Canadian Radio-television and Telecommunications Commission (CRTC) explains this distinction in its Canadian consumer guidance; it is not a statement of U.S. law or carrier policy. Record phone-to-laptop, tablet, or other-device use separately. This is hotspot or tethering data, and a plan can give it a different allowance or speed from on-device smartphone data. AT&T’s account guide, for example, separates hotspot usage from other data. AT&T usage details.
What does “unlimited data” mean?
It does not guarantee unlimited high-speed data in every situation. The FCC notes that plans can differ in usage thresholds and what happens after them. Carrier terms may specify a high-speed allowance, reduced speeds after a limit, or lower priority during congestion. Read the terms for the exact plan and line, rather than relying on the headline label. The FCC’s 2024 Communications Marketplace Report discusses these differences and the difficulty of comparing plans with different features and pricing.

These outcomes are not interchangeable:
- Overage charge or automatic top-up: The bill may increase or additional data may be added when you pass an allowance. AT&T’s alert guidance describes examples tied to particular plan terms, including legacy offers; check your own plan rather than treating those examples as current universal rules. AT&T’s data-alert guidance.
- Reduced speed after a threshold: The plan may keep working but at a lower speed for the rest of the billing cycle. T-Mobile describes this outcome for a limited high-speed plan once its allotment is used. T-Mobile’s network management policy.
- Deprioritization during congestion: Your traffic may receive lower priority when the network is busy, which can mean slower service at particular places and times. This is not necessarily a fixed-speed cap or an automatic stop.
Carriers set plan-specific thresholds and rules, and those terms can change. For instance, T-Mobile’s policy says its prioritization thresholds vary by plan and are subject to evaluation; Verizon also distinguishes on-device smartphone data from hotspot data in its plan terms. T-Mobile policy · Verizon plan terms.
How much hotspot data do I need?
Estimate hotspot use from the devices you regularly connect and the tasks you do on them. A laptop used for email and browsing has a different pattern from one used for video calls, large downloads, or streaming. Compare the plan’s hotspot allowance and hotspot speed rules separately from its phone-data allowance.

How to compare phone plans
Compare the specific offers available to you, in this order. The FCC notes that multipart pricing and differences in non-price features make direct plan comparisons difficult, so compare the full conditions rather than the advertised monthly figure alone. FCC 2024 report.

| What to compare | What to check | Why it matters |
|---|---|---|
| High-speed data | Included high-speed GB; whether the allowance is per line or shared | Shows how much data is available before a plan-specific threshold or change in service. |
| After the allowance | Overage charge, automatic top-up, hard stop, reduced speed, or congestion-based lower priority | These have different cost and usability consequences. |
| Network priority | Whether speeds may be lower during congestion and whether a threshold applies | Congestion-related slowdowns can depend on location and time rather than apply constantly. |
| Hotspot | Whether it is included, high-speed allowance, speed cap, and post-cap behavior | Hotspot terms can differ from on-device terms. |
| Total recurring cost | Base monthly price, taxes and fees, AutoPay conditions, line count, required add-ons, and promotion duration | The advertised price may depend on conditions or exclude charges you will pay. |
| Coverage and compatibility | Service at home, work, commute, travel destinations, and compatibility with your handset | A low price or large allowance is not useful where the network or phone does not work for you. |
| Video and extras | Streaming resolution limits and the value of included subscriptions or perks to you | Do not pay more for features you will not use. |
| Roaming | Destination-specific included data, speed changes, and extra charges | Travel can change both the usable allowance and the cost. |
| Payment and flexibility | Prepaid or postpaid billing, account requirements, switching or porting conditions, and device financing | Commitments and switching terms may matter as much as the data amount. |
Choose an allowance that fits your pattern
Once you know your typical and heavier months, choose a plan whose high-speed allowance and after-limit behavior fit the way you use your phone. For a capped plan, leave a modest cushion above ordinary use if your monthly totals vary; there is no single evidence-based percentage that fits every user.
If your use is stable and comfortably below a capped allowance, paying for a larger tier may not help unless its other terms do. If you frequently approach the limit, compare the next tier with the cost and consequences of exceeding your current one. If your totals vary widely, consider whether reduced speeds, top-ups, or congestion-related priority changes would be acceptable in a high-use month.
When comparing advertised offers, confirm the current terms directly. As an illustration, T-Mobile’s prepaid page lists plan prices and data options with conditions such as AutoPay, taxes and fees, hotspot allowances, and congestion qualifications. Its offers can change and may depend on eligibility, so treat the page as an example rather than a market-wide price benchmark. T-Mobile prepaid plans (checked October 4, 2026).
Quick Recap
Check coverage, billing, and travel before switching
- Check coverage where you actually spend time—home, work, routine routes, and destinations you visit. No nationwide label establishes whether service will work at your address.
- Confirm your handset is compatible with the service and that any device financing or other commitment will not create a cost or switching restriction you have overlooked.
- Calculate the recurring bill for your number of lines, including taxes, fees, required AutoPay, add-ons, and the end date of any promotion. T-Mobile’s prepaid listing illustrates why the conditions attached to a displayed price matter. T-Mobile prepaid plans.
- If you travel internationally, check the rules for each destination, including roaming data, speed limits, and additional charges.
- If you are in Canada, CRTC materials offer Canadian guidance for comparing mobile service and tracking household use. They should not be applied as U.S. carrier rules. CRTC advice on choosing a mobile plan.
A practical decision checklist
- Review at least three completed carrier billing cycles and note ordinary and high-use months.
- Use phone settings to identify data-heavy apps, then distinguish cellular use from Wi-Fi and hotspot use.
- Compare each plan’s high-speed allowance, whether it is shared, and the precise consequence of reaching it.
- Compare hotspot limits, network-priority terms, video restrictions, roaming, and extras you would actually use.
- Check coverage and phone compatibility in your real locations, then calculate the full recurring bill under the offer’s conditions.
