Compare those answers in the provider’s current written terms for your location and account type—not just its security claims or advertised trading fee.
A custodian is a third party, such as an exchange or dedicated custody provider, that manages access to the keys for you. If you want to control the keys yourself, that is self-custody, not a different kind of custodian.

First decide whether third-party custody fits your needs
A wallet manages private keys; it does not hold bitcoin itself. With third-party custody, the provider controls access to the keys associated with the bitcoin. With self-custody, you control the keys and take responsibility for keeping them secure and recoverable. The SEC’s Crypto Asset Custody Basics for Retail Investors, published Dec. 12, 2025, explains these differences and the risks of relying on a third party.

- Third-party custody may be convenient for trading or account support, but your access depends on the provider’s systems and operations. A hack, service disruption, or bankruptcy can affect access to assets held by a third party.
- Self-custody puts key control with you, along with the responsibility for backups, recovery, and transaction approvals. The SEC warns that losing a private key can permanently remove access to the assets.
A hardware wallet is an optional tool for self-custody, not a way to improve a third-party custodian. For example, Ledger’s Bitcoin wallet documentation describes a device-based self-custody option. Manufacturer descriptions are not independent evidence that one device is better than another. If you choose self-custody, protect the recovery phrase, never share it, and verify the destination and amount before approving a transaction. A device without a usable backup may not be enough to restore access if it is lost or damaged.

Compare providers with the same questions
Use one checklist for every provider you are considering. Ask for written answers, and distinguish what the provider promises from what its terms actually commit it to do.
| Area | What to establish |
|---|---|
| Key control and storage | Who can access or authorize use of the keys? Are bitcoin holdings kept in hot storage, cold storage, or a combination? What physical and cybersecurity controls apply, and which outside providers or subcontractors are involved? |
| Customer-asset treatment | Are customer assets segregated or commingled? Can the provider lend them, rehypothecate them, or use them as collateral? If use is possible, what consent is required? |
| Failure and insurance | What do the legal and operational arrangements say happens if the provider becomes insolvent or stops operating? What risks does any insurance cover, exclude, and cap? |
| Withdrawals | Can you send bitcoin to an external address? What minimums, limits, holds, reviews, processing windows, and provider or network charges apply? |
| Fees | What are the recurring custody charges, trading or transaction costs, transfer or withdrawal charges, and account opening or closing fees? |
| Account access and support | What authentication options, account-recovery steps, customer support, privacy protections, and applicable local regulatory arrangements are documented? |
For background on authentication and custodian selection, see Fidelity’s guidance on what to look for in a crypto custodian. Its guidance points readers toward stronger authentication options such as an authenticator app. Check which options the specific provider offers.
Scrutinize security and failure claims
Ask how access to keys is controlled
“Cold storage” or “institutional-grade security” is not enough to evaluate a provider. Ask who can reach the keys, how access is authorized, what safeguards protect stored keys, and how the provider secures the systems and facilities involved. Find out whether the provider relies on other companies for custody or security and how those arrangements affect your account. The SEC’s retail custody bulletin identifies key access, storage practices, physical and cyber safeguards, and third-party arrangements as issues investors should investigate.
Find out what happens if the service fails
Review the agreement and custody terms for the provider’s legal entity, where it operates, how customer assets are treated, and the stated process for service interruptions or insolvency. Do not assume that an account balance displayed in an app guarantees immediate access during a disruption, or that assets will be returned on a particular schedule unless the terms support that conclusion.

If the provider advertises insurance, ask what event triggers coverage, which assets and losses are included, what exclusions and limits apply, and who is entitled to claim. A general insurance claim does not establish that every customer will be reimbursed for every loss.
Treat proof-of-reserves as limited evidence
A proof-of-reserves report may offer information about assets, but it does not by itself establish the provider’s overall ability to meet customer claims. The SEC’s bulletin on alternatives to financial-statement audits cautions that such a report is not a complete set of financial statements and does not disclose the entity’s complete liabilities. Read it as limited information, not as a substitute for understanding liabilities, legal arrangements, or failure risk.
Check how the provider may use customer bitcoin
Read the custody agreement and any yield, lending, or account terms to establish whether customer assets are held solely for custody or may be used in other ways. In particular, look for provisions on lending, rehypothecation, collateral, commingling, and the consent required for each. Do not infer that assets are segregated or unavailable for other use simply because the service calls itself a custodian.

Also review the provider’s privacy terms: what personal and account data it collects, how it uses or shares that data, and which protections or choices apply. Privacy practices vary by provider and jurisdiction, so rely on the terms that apply to your account.

Work out the full cost, not just the trading fee
Custody costs can be spread across several charges. The SEC’s retail custody bulletin identifies categories to check, but it does not establish typical current prices. Ask each provider for its current fee schedule and compare like with like for your location, account type, and expected use.
| Fee category | What to check |
|---|---|
| Custody or asset-based fee | Whether a recurring fee is charged for holding bitcoin, how it is calculated, and how often it is collected. |
| Trading or transaction fee | What applies when buying, selling, or otherwise transacting; do not treat this charge as the full cost of custody. |
| External transfer or withdrawal | Whether the provider charges to send bitcoin out, and whether that charge is separate from the bitcoin network fee. |
| Account opening or closure | Whether setup or account termination carries a charge. |
For a realistic comparison, estimate the charges for the actions you expect to take: holding, trading if relevant, and withdrawing. A provider’s quoted trading fee alone does not show what it will cost to keep bitcoin there or move it out.

If you may want to move bitcoin to a wallet you control, confirm that external withdrawals are supported for your account and jurisdiction. The reviewed guidance does not establish comparable current withdrawal limits, delays, or fees across providers, so check each provider’s live terms directly.

Check account recovery, privacy, and local availability
Account protections matter because the provider’s login and recovery process may be the route through which you access third-party-held keys. Check whether multi-factor authentication is available, what recovery steps apply if you lose access to a device or credentials, and how to contact support. Prefer strong authentication options where available, and understand what identity or account information recovery may require.
Regulatory status must be checked for the specific provider entity, activity, and location. A broad claim that a company is “regulated” is not enough to establish which safeguards apply to your account. Confirm the relevant legal entity and regulator in the provider’s current terms or official disclosures.
Make the decision using your own priorities
There is no universal best custodian established by the available guidance, and there is no neutral, directly comparable dataset here for fees, withdrawal limits, failure rates, or security outcomes. Choose by comparing documented terms against the risks and access you are willing to accept.
- If easy account access and trading are priorities, weigh those conveniences against reliance on the provider’s key controls, support, and operating continuity.
- If the ability to withdraw is essential, prioritize clear external-withdrawal terms, practical limits, and transparent charges.
- If you do not want a third party to control access to keys, consider whether self-custody is appropriate—and whether you can reliably protect and recover the keys.
The SEC retail custody bulletin reflects SEC staff views; it is not a rule or regulation and creates no new obligations. Its general guidance is useful for framing questions, but it is not a ranking of bitcoin custodians or a substitute for checking the terms and protections that apply where you live.
