How to Choose 1099 Filing Software for Your Business

Use the free IRS IRIS Taxpayer Portal as your baseline, then compare paid 1099 filing software against your actual forms, volume, delivery, state, correction, security, and budget requirements.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the free IRS IRIS Taxpayer Portal before paying for a 1099 service. It supports manual entry and CSV upload, lets you download recipient copies, keeps records of completed, filed, and distributed forms, manages issuer information, and accepts up to 100 returns in one submission. You need a five-digit IRIS Transmitter Control Code (TCC).

Your first compliance question is volume: the IRS generally requires electronic filing when you have 10 or more covered information returns in aggregate, not 10 of each form. That rule applies to returns required to be filed on or after January 1, 2024. The threshold creates an e-filing obligation; it does not make a paid product mandatory because IRIS is free.

As an Amazon Associate I earn from qualifying purchases.

Make the decision in this order

  1. Count every covered information return together. Use the aggregate count to determine whether the 10-return electronic-filing threshold applies.
  2. List the exact forms and tax years. A service that handles one 1099 type may not handle another, and support can change by filing year.
  3. Map your data workflow. Decide whether staff will key data, upload a CSV, import from accounting or payroll software, or transmit through an automated integration.
  4. Define recipient delivery. Determine whether you need downloadable copies, electronic distribution, paper mailing, or a combination, and identify any per-recipient charge.
  5. Check exceptions and add-ons. Verify corrections, extensions, state filing, amended returns, and status records separately; federal e-filing does not automatically prove state coverage.
  6. Calculate total cost and vet security. Include filing, delivery, state, correction, extension, support, and implementation charges, then review how taxpayer data is protected.

For a modest, straightforward workload, IRIS may cover the complete process. A paid service becomes easier to justify when its import, automation, distribution, jurisdictional coverage, or support capabilities solve a requirement that the portal does not.

Understand when electronic filing is required

The 10-return aggregate threshold

The Internal Revenue Service states in its 2025 General Instructions for Certain Information Returns that the general threshold is 10 or more information returns in aggregate. Count all covered information-return types together rather than applying the threshold independently to each type. The rule applies to returns required to be filed on or after January 1, 2024.

For example, a business with several different covered information-return types must add them together for the threshold calculation. Do not assume that having fewer than 10 of any one form keeps the business below the e-file requirement.

What the threshold does not tell you

The threshold does not select a vendor, determine which forms a service supports, or tell you whether state filings are included. It also does not mean a subscription is required. The IRS IRIS Taxpayer Portal is a no-cost federal filing option, so compare any paid workflow with what IRIS can actually do for your volume and forms.

Use IRIS as the free baseline

What the Taxpayer Portal provides

The IRS describes IRIS as an online service that requires no special software. Its Taxpayer Portal supports:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • manual entry of return information;
  • CSV upload for prepared data;
  • recipient-copy downloads;
  • records of completed, filed, and distributed forms;
  • issuer-information management; and
  • up to 100 returns in a submission.

A filer needs an IRIS TCC, described by the IRS as a five-digit code. The portal is free, but you still need to prepare accurate data, follow the current form instructions, and confirm that the form types and tax years you need are available in the current IRIS workflow.

When IRIS is a practical fit

IRIS is a strong starting point when your return count is within its stated submission capacity, your data can be entered or shaped into its CSV format, and you can handle recipient delivery through the available download process. It can also suit a business that wants a federal filing record without buying a separate application.

This is a workflow inference from the IRS-described functions, not a comparative performance test. Before committing, check the current IRIS form list, tax-year availability, upload specifications, and operating instructions.

Know the two IRS filing paths

Path Best suited to Capacity and workflow Requirements
IRIS Taxpayer Portal Manual or moderately sized filing work Manual entry or CSV upload; recipient-copy downloads; records and issuer management; up to 100 returns per submission Five-digit IRIS TCC; no special software
IRIS Application to Application (A2A) High-volume or software-integrated transmissions Supports thousands of returns and transmissions up to 100 MB at a time, according to the IRS TCC, API Client ID, schema package, and successful assurance testing; software or a service that implements the interface
Third-party filing service Businesses needing a vendor-managed workflow or features beyond their portal process Capabilities vary by provider; verify forms, imports, delivery, corrections, states, records, and support Provider-specific account, data-security terms, pricing, and implementation requirements

A2A is not simply a larger button inside the consumer-style portal. It is a separate technical filing path. The IRS says it can be used with third-party software or services, or developer software, and requires setup and assurance testing before production use.

Match software to your actual workflow

1. Form and tax-year coverage

Write down every form type you expect to issue and the tax year for each filing. Then check the provider’s current feature list or obtain written confirmation. A product may support a familiar form but not the year you need, or may support federal filing without supporting a particular correction or amendment process.

Do the same check for IRIS. The IRS updates forms and filing requirements, so an old feature list or an earlier year’s instructions cannot substitute for the current service information.

2. Data entry, import, and validation

Manual entry is workable for a small number of records but becomes harder to reconcile as volume grows. For a CSV workflow, confirm the required columns, accepted formats, validation messages, handling of duplicate records, and whether the system lets you correct a row without rebuilding the entire file.

For a paid service, ask whether it can import from the systems where your payer and recipient data already lives. Confirm whether issuer and payee information can be reused, whether the import preserves tax IDs and addresses accurately, and whether validation occurs before submission. These details determine how much rekeying and review your staff must perform.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Recipient-copy delivery

IRIS supports downloading recipient copies. A paid provider may offer additional delivery methods, but you must confirm the method, timing, format, and price. Ask whether electronic delivery requires recipient consent, whether paper delivery is available, and whether returned or undeliverable copies create another charge.

Treat recipient distribution as a separate requirement from IRS transmission. A product can successfully submit federal returns while leaving you responsible for getting copies to recipients.

4. Corrections and extensions

Ask exactly how the service handles a rejected record, a correction after filing, and an extension request. Confirm whether a correction is included in the base price, charged per form, or handled through a different workflow. Also verify whether the provider can show the original submission and its replacement so your records remain understandable.

5. State filing

Do not infer state coverage from federal e-filing. For every relevant jurisdiction, verify whether the service transmits state copies, supports the required form and year, handles state-specific data, and charges an additional fee. If the provider does not support a state, identify the separate process before selecting the product.

6. Records and status visibility

You should be able to determine which forms were prepared, transmitted, accepted, distributed, rejected, or corrected. IRIS states that it keeps records of completed, filed, and distributed forms. For a paid service, ask how long records remain available, whether they can be exported, and which status evidence you receive after a submission.

Compare total cost instead of headline pricing

No current third-party vendor pricing was established here, so a reliable decision requires calculating quotes against your own filing scenario. Request a complete price for the number of returns, form types, tax years, and delivery choices you will use.

Cost item Question to ask
Base filing Is pricing per account, payer, form, recipient, submission, or filing year?
Recipient delivery Are downloads included? Are electronic delivery or paper mailing charged separately?
State filing Which states and forms are included, and what are the add-on charges?
Corrections How much does each correction cost, and is a rejected record treated differently?
Extensions Is extension preparation or transmission included?
Support Is support included, and what channels and response commitments apply?
Integration Are imports, API access, setup, testing, or implementation billed separately?

IRIS has no software charge, but free does not mean costless in labor. Include the time required to format CSV data, review records, distribute copies, and manage corrections when comparing it with a paid service. Conversely, do not assume a subscription saves money unless its included automation replaces work you would otherwise perform.

Evaluate provider authorization without treating it as a recommendation

The IRS directory of approved business e-file providers says listed companies are authorized for IRS e-file and have a valid software identification number. That directory is a verification starting point, not a ranking.

The IRS expressly states: “The IRS and the United States government do not endorse or warrant these companies or their products or services.” You still need to confirm that a specific provider supports your forms, tax years, jurisdictions, delivery method, corrections, and volume.

Use the provider’s own documentation and terms to examine privacy and security practices before uploading taxpayer information. The IRS specifically advises filers to review those practices. Look for clear explanations of access controls, data handling, incident communication, retention, and account recovery. Do not send production data until you understand who can access it and how you can retrieve your records.

Choose the right workflow by volume and complexity

Your situation Likely starting point What to verify before deciding
Small number of returns, simple federal workflow, staff can prepare a CSV IRIS Taxpayer Portal Current form and year support, CSV requirements, TCC, recipient-copy process
Up to 100 returns per submission, with records and issuer management needed IRIS Taxpayer Portal Whether the stated submission capacity and available features fit your filing schedule
Large recurring batches or a system-to-system process A2A through suitable software or a service TCC, API Client ID, schema package, assurance testing, implementation capability, and 100 MB transmission limit
Multiple states, complex corrections, recipient mailing, or specialized support Paid service may be appropriate Written confirmation of each form, year, state, delivery method, correction path, support term, and total price
Unclear requirements or changing form mix Start with a requirements worksheet and compare IRIS with providers Do not buy until coverage and pricing are confirmed for the actual filing year

Set up a reliable filing process

Before you open an account

  • Count all covered information returns that may be required.
  • List payer, recipient, issuer, and state information sources.
  • Identify every form type and tax year.
  • Decide who reviews tax IDs, addresses, amounts, and duplicate records.
  • Determine how recipients will receive their copies.
  • Set aside a procedure for rejected records and corrections.

If you use IRIS

  1. Obtain the required five-digit IRIS TCC through the IRS process.
  2. Confirm that the current portal supports the forms and tax years you will file.
  3. Choose manual entry or prepare a CSV that follows the current IRIS specifications.
  4. Review the entered or uploaded data before submitting.
  5. Submit within the portal’s stated limit of up to 100 returns per submission.
  6. Use the portal’s records to track completed, filed, and distributed forms, and download recipient copies through the available process.

The exact screens and requirements can change, so follow the current IRS instructions shown when you register and file.

If you use a paid service

  1. Obtain a written feature and pricing confirmation for your forms, years, volume, states, delivery method, corrections, and extensions.
  2. Test an import with representative data, including edge cases such as address changes and corrected records.
  3. Confirm how the service reports validation errors, acceptance, rejection, and correction status.
  4. Review privacy, security, access, export, and account-recovery terms.
  5. Run a small production batch before sending the full population.
  6. Reconcile the provider’s submission and distribution records with your internal records.

If you need A2A

Plan for a technical implementation rather than a simple portal signup. The IRS identifies a TCC, API Client ID, schema package, and successful assurance testing as part of the setup. Confirm that your software or service supports the current schema and can transmit within the IRS-described 100 MB limit. The IRS says A2A can handle thousands of returns, but your practical capacity will also depend on the software, data quality, and review process implementing it.

Avoid filing and printing mistakes

Do not send web-printed Copy A forms

IRS Publication 1099 states that web-printed Copy A of forms including 1099 is not acceptable for filing with the IRS. Printing a copy from a web page is therefore not a substitute for an approved electronic filing process or the correct official forms and procedure.

Do not assume federal filing covers every obligation

Federal transmission, recipient delivery, state filing, corrections, and extensions are distinct checks. A service that handles one does not necessarily handle the others. Keep those requirements separate in your comparison worksheet.

Do not select on an IRS directory listing alone

Authorization confirms that a listed company is approved for IRS e-file with a valid software identification number; it does not establish that the product fits your business. Apply the IRS disclaimer and verify service coverage and security yourself.

A final selection checklist

  • Have you counted all covered information returns together?
  • Do you know whether the 10-or-more threshold applies to your filing obligation?
  • Are the exact form types and tax years supported?
  • Can your data be entered or imported without unsafe rekeying?
  • Will recipients receive copies in the required way?
  • Are corrections, rejected records, and extensions documented?
  • Are the relevant states supported, or is a separate state process ready?
  • Can you retrieve filing and distribution records?
  • Have you reviewed privacy and security terms before uploading taxpayer data?
  • Does the total price include delivery, states, corrections, extensions, support, and setup?
  • If you use IRIS, do you have the required five-digit TCC?
  • If you use A2A, are the API Client ID, schema package, and assurance testing complete?

The defensible choice is the simplest workflow that covers your forms, year, volume, delivery, correction, state, security, and recordkeeping requirements. For many modest federal filings, that may be the free IRIS Taxpayer Portal. Pay for a third-party service only when its verified capabilities solve a specific operational need, and judge an IRS directory listing as authorization—not endorsement.
