If Windows 11 reports the wrong area, first identify where the error appears: across Windows, in one app, or only on a website. Then go to Settings > Privacy & security > Location to check location access and the device’s default location. These are separate from a website’s estimate based on your internet connection, so changing a Windows setting will not necessarily correct every app or online service.
Find out where the wrong location appears
Check whether the location is wrong in Windows features generally, in one particular app, or only on a website. The scope points to the right place to troubleshoot:

- Windows features or multiple apps: check Windows Location services, app access, and Default location.
- One app: check that app’s permission and its own location or privacy settings.
- One website or online service: check whether it is estimating your region from your internet connection’s IP address.
Windows can estimate location using signals such as GPS, nearby wireless access points and routers, cell towers, an IP address, or a configured default location. Which signals are available—and how accurate the estimate is—depends on the device. Microsoft Support explains Windows location signals and privacy controls.

- Open Start > Settings > Privacy & security > Location.
- Check that Location services is on if you administer the device. On a managed device, an organization may control this setting.
- Check the user-level option that allows apps to access location.
- For an affected app shown on the page, check that its individual location access is allowed. Microsoft says this page can also show recent app access.
Device-level Location services, the user-level permission for apps, and an individual app’s access are distinct controls. A permission being enabled does not guarantee that a particular app will use Windows’ location estimate.

Set a Default location if Windows cannot get a better estimate
On the Location page, find Default location, choose Set default, select the correct point on the map or enter an address, and save. To remove a default, clear the address and save.
Default location is a fallback for when Windows cannot detect a more exact location; it is not a command to override every location signal or an app’s independent method. Microsoft Support says a default location is highly recommended for desktop computers and devices without Wi-Fi. See Microsoft’s instructions for managing the default location.

If only one app is wrong, check its own controls
Some desktop apps may not appear in Windows’ per-app permission list, and Windows privacy controls do not govern all desktop apps in the same way as Store apps. Review the affected program’s own location, account, and privacy settings. Microsoft notes that desktop apps can access some capabilities differently from Store apps. Microsoft’s overview of privacy settings used by apps describes this distinction.

If only a website is wrong, consider IP-based location
A website may infer your region from the IP address it sees rather than use Windows’ device-location estimate. A VPN or other routing service can change the IP address presented to an online service, but that does not guarantee that every app or website will show the desired location. Microsoft’s Defender privacy-protection FAQ says its VPN routes traffic through Microsoft servers and assigns a new IP address; it also notes that an app or website with location permission may still access original location while a VPN is in use. For an online-only mismatch, compare the result in another service and check whether the affected site has its own location permission or account-region setting. A correct Windows location and a different website region can coexist because they may rely on different inputs.
Do not assume a GPS receiver is the fix
GPS is one possible location signal, but Microsoft’s Windows location guidance does not establish that every PC has GPS or that a particular external receiver will work with Windows 11 or a specific app. A USB GPS receiver is only a possible option for a compatible device and application. Verify device, driver, and app compatibility before buying hardware; a wrong location alone does not show that hardware is missing or defective.

There is no general error-rate or distance figure established for how often Windows 11 reports the wrong area. The practical diagnosis is to compare the scope of the mismatch, the location signals available on the device, and whether the result comes from Windows or a network-based service.
