How to Check Whether Your Mobile Network Is Affected by an Internet Shutdown

A practical, evidence-based method for checking mobile-network disruptions with Cloudflare Radar and OONI Explorer, comparing scope and timing, and avoiding false conclusions about shutdowns.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use two independent checks: Cloudflare Radar’s Outage Center to see whether an outage or traffic anomaly is recorded, and OONI Explorer to compare measurements for your country, mobile operator (ASN), services and dates. Then compare those results with another network or fixed connection. A single failed connection or one dashboard annotation can show a connectivity problem, but it cannot by itself prove that a government ordered an internet shutdown.

What you are trying to establish

“Internet shutdown” is often used for several different situations: a nationwide interruption, a regional blackout, a mobile operator failure, blocking of particular services, or an ordinary infrastructure outage. Your first task is therefore to establish what is failing, where, on which networks, and for how long. The tools below measure those dimensions; they do not automatically identify the responsible party or the cause.

Cloudflare Radar records observed or annotated outages and traffic anomalies. OONI publishes measurements made by probes on participating networks. Both are useful evidence, but each has limits. Cloudflare describes possible causes that include government-directed shutdowns, severe weather, natural disasters, infrastructure problems, and filtering or blocking. OONI cautions that an anomaly may be a false positive.

  1. Turn off Wi-Fi and leave mobile data enabled. Try more than one ordinary website and app. A single site failure is not evidence of a network-wide outage.
  2. Turn mobile data off and connect to a known working Wi-Fi or fixed-broadband connection, if one is available. If the same service works on Wi-Fi but not on mobile data, the mobile path is the main suspect.
  3. Check whether voice calls and SMS work, separately from data. A carrier can have a data problem without losing every service.
  4. If possible, ask someone nearby using the same operator to repeat the test. Then ask someone in the same area using a different operator. Keep the operator, approximate location and time for each result.
  5. Record exactly what failed: all data, particular domains, messaging, voice, or only one application. This description will help you match your symptoms to the measurements in the next steps.

These checks do not diagnose intent. They create a baseline so that a dashboard result can be interpreted against your actual experience rather than treated as a generic national alert.

Check Cloudflare Radar’s live outage view

Open the Outage Center

Go to Cloudflare Radar’s Outage Center. Search for the affected country or location and select a period that covers the time you observed the problem. Radar uses UTC timestamps, so convert your local notes before deciding whether an annotation matches your incident. The selectable date range lets you examine both the immediate event and the hours or days around it.

An entry is an observation to investigate, not a final finding about government intent. It can reflect an annotated outage or an unusual change in traffic. If no entry appears, that does not prove that your operator is healthy: a local or short-lived problem may not meet the dashboard’s detection or annotation conditions.

Read the scope and network fields

Cloudflare’s outage documentation explains the fields that may be available for an event: affected location, ASN or network, outage type and scope, likely cause, and start and end times. Open the event details rather than relying only on the headline marker.

Field What to check Why it matters
Location Country, region or city identified by the event A local incident should not be described as nationwide.
ASN or network The operator or network associated with the anomaly A single operator points to a different problem than simultaneous effects on several operators.
Outage type The category used for the observed event It helps distinguish a connectivity anomaly from other traffic events, but it is not a statement of intent.
Scope Network-specific, regional or broader reach The geographic and provider footprint is central to judging how widely service was affected.
Start and end Times shown in UTC Compare the event with your own notes and with OONI measurements collected before, during and after it.
Likely cause Any cause supplied with the event Cloudflare lists several possible causes; treat this as context, not proof of who caused the disruption.

Pay particular attention to whether the event names a mobile ASN, fixed broadband, or both. A mobile-only event can leave home broadband working. Conversely, a fixed-network issue does not establish that mobile operators are affected.

Compare measurements in OONI Explorer

Filter the relevant network and period

Open OONI Explorer. Use its filters for country, ASN, date range, test and status. Start with the mobile operator you are investigating, then repeat the search for another operator in the same country and for an earlier period when service was normal.

An ASN is a network identifier, not merely a brand name. If you do not know the operator’s ASN, begin with the country and date filters, inspect the available networks, and select the ASN corresponding to the SIM or eSIM you are testing. Keep the exact ASN in your notes; two operators can have similar names while appearing as separate networks in the data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand what an OONI result represents

OONI measurements come from OONI Probe and other participating probes. They test selected services and network behavior; they do not test every website, application or route on the internet. A “failed” or anomalous result therefore means that a particular test observed unusual behavior under particular conditions.

OONI’s User Guide states: “An anomalous measurement does not necessarily contain evidence of internet censorship, as it might be a false positive.” Use that warning when reading every individual result. Look for a cluster of similar measurements across time and users instead of treating one row as a verdict.

Run a measurement from your own device when appropriate

OONI Probe’s FAQ describes the probe software and its measurements. Running a probe test on the affected mobile connection can add a contemporaneous data point, especially when public measurements are sparse. Select the relevant test and service, note the operator and time, and save the resulting status for comparison.

Do not interpret a successful test as proof that all services work. The test covers the selected service and network behavior only. Likewise, a failed test does not show whether the cause is filtering, a routing failure, congestion, damaged infrastructure, or a deliberate shutdown.

Compare the results across networks, places and time

The strongest practical signal is a consistent pattern that survives several comparisons. Use the axes below rather than asking only whether a single test failed.

Comparison How to perform it What a pattern can support
Operator or ASN Compare the affected mobile ASN with other mobile ASNs and, where possible, fixed broadband ASNs. One ASN affected suggests a provider-specific issue; several operators affected suggests a broader event.
Geography Compare measurements from the reported area with other regions in the same country. A concentration in one region points to a regional problem rather than a nationwide one.
Mobile versus fixed Check mobile networks separately from fixed networks. Different behavior by access type narrows the likely scope.
Time and persistence Inspect measurements before, during and after the suspected event. A sustained, sharply timed change is more informative than an isolated failure.
Services and tests Compare several OONI tests or services, not just one domain. Only selected services failing is consistent with service-specific blocking or a test-specific anomaly, not necessarily a complete shutdown.
Independent corroboration Match OONI patterns with Cloudflare’s event details and credible reports or monitors. Agreement between independent sources increases confidence that a real connectivity event occurred.

Cloudflare exposes location, ASN, outage type or scope, and timing. OONI supports country, ASN, date, test and status filtering. Using both sets of dimensions prevents a national conclusion from being drawn from a single operator or a single service.

Use aggregation instead of one-off anomalies

Look for repeated measurements

In OONI Explorer, group your review by network, anomaly type and time period. A repeated pattern on the same ASN, affecting multiple probes or tests, deserves more attention than one anomalous measurement. Compare the rate and type of anomalies with an earlier baseline for the same operator and services.

Where the interface permits, inspect the underlying measurement records rather than relying only on a chart. Check the test name, measurement status, network, timestamp and service. Similar-looking failures can have different technical explanations, and a chart may hide how few observations support a percentage.

Test alternative explanations

Before calling an event a shutdown, ask whether the same pattern could result from:

  • Severe weather or a natural disaster affecting power, backhaul or cell sites.
  • Damage to communications infrastructure or a routing problem inside one operator.
  • Filtering or blocking limited to particular domains, applications or protocols.
  • Congestion, maintenance or a short-lived carrier incident.
  • A measurement artifact, false positive, or a test performed when too few probes were active.

Cloudflare’s documentation lists these kinds of causes alongside government-directed shutdowns. The observation that connectivity changed is therefore separate from the claim that a government ordered it. State only what the evidence supports: for example, “multiple mobile ASNs showed a sustained anomaly in the region during this UTC interval,” not “the government shut down the internet,” unless authoritative evidence establishes that conclusion.

Interpret common result patterns

Observed pattern Most defensible description What to do next
Your phone fails, but nearby users on the same operator work Likely a device, SIM, account, coverage or very local problem; the public data does not yet show a network outage. Repeat with Wi-Fi off, check another location, and compare the operator’s ASN in Radar and OONI.
Several users on one mobile operator fail; other operators and fixed broadband work A provider- or ASN-specific disruption is plausible. Check Cloudflare’s network field and OONI measurements for that ASN over the same UTC period.
Several mobile operators fail in one region; other regions work A regional mobile disruption is consistent with the measurements. Look for infrastructure, weather and regional event explanations, and seek independent reporting.
Mobile and fixed networks show sustained anomalies across much of a country The evidence supports a broad national connectivity event. Compare start and end times, services and anomaly types; do not infer intent from measurements alone.
Only particular services or domains fail while general connectivity works Service-specific blocking, routing trouble or a test-specific anomaly is possible; this is not evidence of a total shutdown. Run several relevant OONI tests and compare unaffected services and networks.
One OONI anomaly appears with little surrounding data Insufficient evidence; OONI explicitly warns that an anomaly can be a false positive. Extend the date range, inspect raw measurements and seek corroboration.

Handle missing or uneven data correctly

OONI coverage depends on people running Probe, the networks they use, the tests they choose, the services tested and the timing of those tests. A country, operator or date with no measurements may simply have had no participating probes. Sparse data can miss a short outage, while a burst of tests can make a brief event appear unusually prominent.

  • Do not treat an empty chart as proof that service was normal.
  • Do not treat a lack of measurements as proof that a shutdown occurred.
  • Compare with other operators, another access type and adjacent dates.
  • Use Cloudflare’s outage view and independent outage monitors or credible reporting for corroboration.
  • Describe uncertainty explicitly when the sample is small or concentrated in one place.

Cloudflare’s information is also time-sensitive and reflects observed or annotated events. An event may be updated as start or end times, scope or likely cause become clearer. Save the URL and the UTC time you checked it if you need an auditable record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a reliable incident record

A disciplined record makes it easier to distinguish a real pattern from memory or anecdote. Capture:

  • The local location and the equivalent UTC time for each test.
  • Whether Wi-Fi was disabled and which services, sites or communication types failed.
  • The mobile operator and ASN, plus any comparison operator or fixed connection.
  • The Cloudflare Radar event URL, displayed scope, location, timing and stated likely cause.
  • The OONI Explorer country, ASN, date range, test and status filters.
  • Representative OONI measurement links or records, including successful comparisons.
  • Independent reports or outage-monitor observations that agree or disagree with the measurements.

Keep observations and interpretations separate. “HTTPS test failed on ASN X at 14:05 UTC” is an observation. “The operator was intentionally disconnected” is an interpretation that requires evidence beyond that single test.

When the evidence is strong enough to report

You can responsibly report a connectivity event when multiple observations align on time, place and network scope—for example, users on several operators lose service, Cloudflare records a matching traffic anomaly, and OONI shows repeated anomalies across relevant ASNs and tests. Phrase the result narrowly: identify the affected networks and geography, the UTC interval, the services or tests involved, and the sources that corroborate it.

If only one operator or one service is affected, report that limited finding. If the data is sparse or contradictory, say that the available measurements are inconclusive and explain what is missing. Measurements can establish that connectivity or access changed; they do not, by themselves, establish government responsibility or intent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practical checklist

  • Test mobile data with Wi-Fi disabled and record the UTC-equivalent time.
  • Repeat with more than one service and, if possible, more than one user.
  • Open Cloudflare Radar’s Outage Center and inspect location, ASN, scope, type and UTC timing.
  • Search OONI Explorer by country, ASN, date range, test and status.
  • Compare the affected operator with other mobile operators, fixed broadband and an earlier baseline.
  • Aggregate repeated measurements and inspect the underlying records.
  • Check weather, infrastructure, filtering, congestion and measurement-error explanations.
  • Corroborate with independent outage monitors and credible reporting.
  • Report the narrowest conclusion supported by the evidence, without assigning intent from a connectivity anomaly alone.

The most useful answer to “Is my mobile network affected?” is therefore a scoped one: which operator or ASN, which place, which services, and which UTC interval show a consistent change. Cloudflare Radar and OONI Explorer can help you establish those facts, while careful comparisons and alternative-cause checks keep the conclusion from going beyond the evidence.
