There is no single EU VAT rate for WHMCS to apply to every sale. To find out whether your installation is charging an outdated rate, compare the rule that applies to the sale with the current rate for its country, product or service category, and effective date. Then check when the invoice was generated: changing a WHMCS rule affects invoices generated afterward, not existing invoices.
Why a WHMCS VAT rate can look wrong
EU VAT rates differ among member states, and a country may have reduced or special rates for eligible goods and services. Which country’s rules apply also depends on the transaction and its place of taxation. A mismatch with a country’s standard rate is therefore not, by itself, proof that a WHMCS rule is stale.

The EU standard-rate floor is 15%, not a rate to enter for every country or sale. The European Commission explains that the correct rate depends on the supply and recommends checking the relevant national tax authority for the current rate for a specified product in a particular member state. Check the applicable rule and automatic updates in WHMCS
- In the Admin Area, go to Configuration > System Settings > Tax Configuration. Review the VAT settings and the rule matching the customer’s country and, if configured, state or region. WHMCS 9.1 documents country and state tax rules. WHMCS tax configuration
- Check whether Automatically Update VAT Rules is enabled. WHMCS says the daily system cron can check for and apply VAT-rule updates. Confirm that the cron has actually run successfully on your installation; an enabled setting is not evidence that a particular update occurred or that the resulting rule fits every sale.
- Identify the transaction facts before judging the percentage: what is being sold, where the place of taxation is, the applicable product or service category, and the date relevant to the rate. The Commission notes that place-of-taxation rules differ by transaction type, including goods and services. European Commission: VAT for businesses
- Verify the rate for those facts with the relevant national tax authority. The Commission’s Taxes in Europe Database (TEDB) can provide an overview, but it is not legally binding; member-state authorities supply its data, and the database has stated search limitations for some categories. For legal certainty, consult the official national publication.
- Compare the verified rate and effective date with the specific WHMCS rule that applies. If it is outdated, update that rule in the Admin Area. WHMCS’s guidance says to replace the original rule with one using the same name, country, and state, but the new rate. WHMCS: Update Tax Rates
What changes—and what does not—when you update a rule
WHMCS says newly generated invoices use the changed rate, while already-generated invoices retain the rate they had when created. An old invoice showing a previous rate does not establish that the current rule is stale; check a newly generated invoice or the applicable rule separately.
#1 Best Overall
WHMCS documents an optional SQL approach for certain unpaid invoices on self-hosted installations. That is a separate, potentially consequential correction to existing invoices, not part of updating the forward-looking tax rule. WHMCS Cloud does not support direct database access. Consult WHMCS guidance and a tax professional before changing existing invoice records. WHMCS: Update Tax Rates

WHMCS offers options for collecting and validating VAT numbers, but a valid customer VAT number does not by itself prove that the selected rate is current or correct. Rate selection still depends on the supply, jurisdiction, and applicable rules. WHMCS tax configuration
When to get tax advice
For cross-border transactions, reduced or special-rate goods and services, or uncertainty about the place of taxation, confirm the treatment with the relevant national tax authority or a qualified VAT professional. WHMCS says its documentation is not tax advice and recommends consulting local tax authorities. WHMCS: Update Tax Rates
