What Sken.io can—and cannot—tell you
Sken.io is designed to load a public page on a schedule, compare it with an earlier capture, and alert you when a selected area changes. You can choose visual comparison for appearance or content comparison for text. Its homepage also describes browser rendering for JavaScript-dependent pages; multi-step sign-in pages are outside its intended use. Sken.io

That is different from a country-specific reachability test. The public Sken.io information reviewed does not say that scheduled checks originate in India, or identify an Indian ISP. If Sken.io loads a page, the defensible conclusion is only that the monitor loaded it from its own undisclosed vantage point. It does not establish that an Indian user can reach the page.

- Use a measurement that originates on an Indian network. Record the probe or connection location and, where available, the ISP or network name. OONI Explorer lets you explore censorship measurements by country, network, or website: OONI Explorer. UpFromWhere describes its India checker as using probes on household internet connections; its coverage can change: UpFromWhere.
- Check more than one provider if possible. A result from one household connection or ISP says nothing definitive about another provider. A 2020 study by Singh, Grover, and Bansal tested six major Indian ISPs and found substantial differences among their blocklists and blocking methods. “How India Censors the Web,” ACM WebSci ’20
- Keep the network context with every result. Note the exact URL, timestamp, network/provider, DNS outcome, connection result, and any block page or error shown. Distinguish a DNS failure, connection failure, HTTP block page, and an ordinary site error; they point to different failure stages.
- Inspect the specific measurement and its date. Aggregated labels can hide differences among probes and time periods. OONI’s collected records should be checked for the particular website, network, and date rather than treated as a current universal verdict.
- Use Sken.io for the separate monitoring job, if needed. Enter the public URL, select the area to monitor, choose visual or content mode, set an interval, and select an alert channel. Sken.io says one check represents one page visit. Its recurring checks can reveal changes to the page it sees, but the published material does not establish that they run from Indian networks. Why results can differ between Indian users
India does not have one uniform network path or one universal user experience. In their 2020 study of six major Indian ISPs, Singh, Grover, and Bansal documented DNS-based and HTTP-based blocking, as well as SNI inspection at Jio. Of the 4,033 websites detected on at least one of the six studied ISPs, 1,115 were blocked by all six. That is a result for the study’s tested corpus, networks, and period—not a current nationwide rate. Study details

The researchers cited historical data that the six ISPs served 657.46 million subscribers, 98.82% of India’s subscriber base, according to TRAI figures from October 2019. They also cited a historical estimate that Jio served 49.7% of Indian internet users. An official Government of India statement in 2010 said that Section 69A of the IT Act provides authority to issue blocking directions and cautioned that ISP blocking “may not be completely effective.” That historical statement is not a current blocklist or a complete account of legal procedure. It illustrates why a working URL alone cannot prove that it was never subject to a blocking order, or that it works for every user. Using Sken.io for page-change monitoring
If your goal is to be alerted when a public page changes—not to determine whether Indian ISPs can reach it—Sken.io’s workflow is to enter the URL, pick the relevant page area, select visual or content comparison, choose a check interval, and configure notifications. The service says it uses a real browser render, which can help with JavaScript-dependent pages. Pages requiring multi-step sign-in are outside its stated intended use. Sken.io

Troubleshooting an inconclusive result
- Sken.io loads the site but an Indian user cannot. These are different vantage points. Test from an Indian network and record its provider; do not infer Indian availability from Sken.io’s success.
- One Indian probe succeeds and another fails. Preserve both measurements with their timestamps and network names. The difference may reflect provider-specific filtering or network conditions; a single result does not settle access across India.
- A URL fails to load. Record whether DNS resolution failed, the connection failed, an HTTP block page appeared, or the website returned an ordinary error. Do not label every failure as censorship without evidence about the failure stage.
- Sken.io misses a page or cannot monitor it. Confirm that the URL is public and that the relevant content does not require a multi-step sign-in. For JavaScript-dependent pages, Sken.io says it uses a real browser render; that does not turn it into a test of Indian ISP reachability.
- A monitoring check is costly or too frequent. Sken.io counts one check as one page visit. Select an interval appropriate to how quickly a change matters, and verify current plan limits and pricing on its pricing page.
