How to Check Whether Mobile Internet Is Shut Down in Your Area

Use Cloudflare Radar and OONI alongside local reporting to assess whether mobile internet is disrupted in your area. Learn what the signals can—and cannot—prove.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with Cloudflare Radar’s Outage Center, then compare its location and network information with OONI Explorer measurements and credible local or official reporting. A traffic drop or a lack of measurements is a signal to investigate—not proof that authorities deliberately shut down mobile internet. Power failures, weather, infrastructure damage, or one carrier’s fault can cause similar symptoms.

Check Cloudflare Radar for an outage near you

  1. Open Cloudflare Radar’s Outage Center and select the country or subnational area and time window you want to check.

  2. Where the information is available, compare the event with your mobile provider’s network or ASN. Radar records may show the affected location and network, the outage’s scope, likely cause, and start and end times. Its traffic-anomalies view can also surface an unusual change in traffic. Cloudflare describes the Outage Center as providing data on outages around the world: Cloudflare Radar Outage Center documentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  3. Note whether the event is described as nationwide, regional, or specific to a network. A report affecting one network is different from one affecting several providers in the same place.

Radar’s automated anomaly detection is not a final ruling. Cloudflare says an anomaly may initially be marked unverified while it is checked against multiple internal sources and, where possible, external sources. An entry may be removed if it proves to be a false positive, and some disruptions cannot be assigned a cause from available public information. See Cloudflare’s verification notes.

Use OONI to check for blocking and network conditions

OONI Explorer lets you inspect measurements for a network and location. OONI Probe can test whether selected websites, messaging apps, or circumvention tools are blocked, and can measure network conditions such as middleboxes and speed. Results are published to Explorer in near real time. Learn about the tests at OONI’s network tests page.

Interpret each result narrowly: a blocked website or app indicates a problem reaching that service, not necessarily that all mobile internet has been shut off. OONI measurements depend on volunteers and local network vantage points. Few or no results for your area do not establish that a shutdown is happening—or that the network is working normally. OONI explains its measurement approach and limitations at About OONI.

Compare independent signals before drawing a conclusion

Look for agreement among sources that measure different things. Radar’s traffic and outage information, OONI’s service-reachability tests, and credible local or official reporting can strengthen an assessment when they point to the same place, network, and time. Access Now describes a separate verification approach that combines partner and measurement data with news and other sources, and excludes unconfirmed cases from its tracker: Access Now’s KeepItOn campaign and methodology.

  • Verification and cause: Is the event verified, and does a source establish a cause or merely describe an anomaly?

These measurements are not interchangeable. A traffic drop, a failed app test, and a local report describe different observations. Together they may support a stronger conclusion than any one dashboard or personal report, but an outage alone does not establish deliberate government action.

Rule out a problem limited to your device or provider

If your own mobile data is failing, try a second device or another network as a troubleshooting check. If another provider works, that may suggest the disruption is limited to your carrier; if it also fails, the problem may be broader. Neither result identifies the cause on its own. Compare your observations with the network-scoped outage information and independent reports rather than treating an alternate connection as proof.

What the available evidence can—and cannot—tell you

Disruptions can result from government direction, but also from weather, loss of power, infrastructure trouble, cable cuts, or a provider-specific fault. Monitoring data can help establish where and when connectivity changed; assigning a cause may remain uncertain. Cloudflare describes its Radar data sources, including its global network and aggregated, anonymized data from its 1.1.1.1 public DNS resolver, at Cloudflare Radar documentation.

Access Now’s cited tracker methodology was updated in February 2023, so it explains that verification approach rather than establishing a current shutdown count. A 2025 Bangladesh case study discusses variable OONI coverage and corroboration with IODA, Google traffic data, and Cloudflare Radar; its country-specific findings do not establish current conditions elsewhere: OONI’s Bangladesh case study. Local status changes over time, so check the current signals for your location and provider.
