Check the cleanup and completion records held by the regulator responsible for the site. Confirm what contaminants and environmental media were addressed, which cleanup criteria applied, how the agency determined those criteria were met, what land use the decision permits, and whether monitoring or protective controls must continue. A site may be considered protective for an approved use while contamination remains; that conclusion may not apply if the use changes or groundwater is used. There is no universal consumer test or nationwide soil screening number that establishes that every property is safe.
What “safe after cleanup” means
A cleanup conclusion is tied to a particular property, the contaminants found there, the pathways by which people or the environment could be exposed, and the use the cleanup was designed to support. It is not necessarily a finding that every contaminant has been removed or that the property is suitable for any possible use.

For example, a decision may allow a specified residential, recreational, or industrial/commercial use while relying on restrictions, a soil cap, a vapor system, or a groundwater-use prohibition. Those measures are part of the protection strategy, not incidental paperwork. If a future owner removes a barrier, starts using groundwater, excavates restricted soil, or changes the property’s use, the original conclusion may no longer apply.

The U.S. Environmental Protection Agency (EPA) describes restricted and unrestricted cleanups as designed to be safe for the intended use. EPA guidance is useful for understanding the framework, but the governing criteria and process depend on the site’s regulator and program. This guide is U.S.-focused; state cleanup and brownfields programs, federal Superfund/CERCLA sites, RCRA corrective action, petroleum programs, and other authorities can have different requirements.

Start with the regulator’s site record
Identify who oversees the cleanup
Find the agency responsible for the site and the program under which it was addressed. A site might be overseen by EPA, a state environmental agency, or another authority. The responsible agency’s site file or record repository is the starting point because a brief public status label may not explain which contaminants, media, or uses the decision covers.
If you are unsure which agency has jurisdiction, check the site’s agency or program listing and ask the state environmental agency or EPA office to identify the lead regulator. Do not assume that a Superfund webpage alone answers whether a state standard, permit, covenant, or separate program requirement applies.
Find the decision and completion documents
Look beyond a headline such as “closed,” “complete,” or “cleaned up.” The site record may contain several stages of documents, each answering a different question:
- Investigation or remedial investigation: identifies the contaminants, locations, affected media, and extent of contamination.
- Risk assessment: describes the receptors, exposure pathways, and risks considered in evaluating the site.
- Record of Decision (ROD) or equivalent cleanup decision: states the selected remedy, cleanup objectives, intended or restricted use, and any continuing requirements.
- Remedial action and completion reports: describe the work performed and the evidence submitted to show whether the remedy met its objectives.
- Monitoring reports and agency determinations: show trends and whether the regulator has made a completion determination for the relevant media.
- Post-construction, reuse, or institutional-control records: may document ongoing inspections, maintenance, restrictions, or other obligations.
EPA’s Superfund process includes investigation, remedy selection, remedial design and action, construction completion, post-construction work, and possible deletion or reuse. A status at one stage does not necessarily answer whether all monitoring or land-use duties have ended. Read the actual decision and later agency correspondence to establish what is complete and what remains in force.

Use this record-checking workflow
- Confirm the site and the oversight agency. Match the address or parcel to the agency file, identify the applicable cleanup program, and note the regulator or contact named in the records.
- Read the cleanup decision and its date. Find the ROD or equivalent decision, then locate completion reports and the latest agency status letters. Record what each document says was completed and what actions or monitoring continue.
- Write down the decision’s scope. List the contaminants and media addressed, such as soil or groundwater, as well as the specific areas and depths covered. Check whether the document also addresses exposure pathways such as direct soil contact, ingestion, inhalation, migration to groundwater, or vapor intrusion.
- Check whose exposure was evaluated. Look for the assumed land use and receptors, such as residents, children, workers, gardeners, or groundwater users. Compare those assumptions with current and planned activities at the property.
- Match results to the applicable cleanup criteria. In the reports, identify the criteria used for each relevant contaminant and medium. Review the agency’s explanation of how sampling results demonstrate attainment; do not substitute a general online screening number for the site’s criteria.
- Review groundwater monitoring, if relevant. Locate the well map and monitoring reports. Identify which wells track the source area, plume boundaries, or potential receptors, what standards apply, how results changed over time, and whether the regulator has determined that the groundwater objective is met.
- Find all continuing controls and duties. Search for restrictions, easements or environmental covenants, deed notices, groundwater prohibitions, caps, barriers, vapor systems, inspection plans, and monitoring schedules. Determine who must maintain or comply with each measure.
- Compare the approved scenario with reality. If the current or intended use differs, a barrier is damaged, records are missing, or a restriction is unclear, contact the responsible regulator. A qualified environmental professional can help interpret the file or develop site-specific sampling with appropriate oversight.
Check whether the cleanup fits the actual use
Read the land-use assumptions
Look for the use the cleanup decision was designed to support: residential, recreational, industrial/commercial, or a restricted use. Also check whether it evaluated sensitive groups, including children, and activities such as gardening or frequent soil contact. A decision based on worker exposure may not answer a question about children playing in the soil; a decision that assumes groundwater is not used does not establish that the water is suitable to drink.
Compare the decision’s assumptions with how the site is used now and how it may be used next. A proposed garden, new building, excavation, conversion to housing, or use of a well can introduce exposure pathways or receptors that were not part of the original analysis. If the scenario has changed, ask the regulator whether additional evaluation or approval is required before relying on the old conclusion.
Understand restricted use and controls
Some remedies leave contamination in place and manage exposure through physical barriers or legal and administrative restrictions. These can include soil caps, vapor mitigation or venting systems, groundwater-use prohibitions, easements, deed notices, and environmental covenants. Check the recorded documents and the remedy’s operation and maintenance requirements, rather than relying on a general description of the property.

For each control, determine what it protects against and what a responsible owner or operator must do. A cap may require inspection and repair; a vapor system may have operating or monitoring requirements; a groundwater restriction may prohibit use of wells. EPA notes that controls may remain necessary where contamination is present and that subsequent owners have responsibilities to comply with applicable restrictions and maintain associated controls. The exact obligation is site-specific, so confirm the recorded terms and current agency instructions.

How to interpret soil evidence
Check the data in context
A soil result is meaningful only in relation to what was sampled and why. In the investigation and completion records, look for the contaminant names, sampling locations and depths, units, laboratory results, applicable cleanup criteria, and the agency’s rationale for concluding that the remedy met its objectives. Check that the areas and depths relevant to the planned activity are represented in the record.
Do not take one sample or compare one concentration with an online number and use that alone to declare a site safe. It may not represent other parts of the property, deeper soil, a different exposure pathway, or the particular cleanup objective. Interpretation depends on the site-specific remedy and risk assumptions.
Do not treat screening levels as cleanup clearances
EPA’s Soil Screening Guidance levels are screening tools, not national cleanup levels. They help identify chemicals, areas, or pathways that may warrant further evaluation; they do not by themselves certify that a property is clean or establish the applicable cleanup goal. A screening value that is lower or higher than a reported site result cannot replace the regulator’s criteria and reasoning.

A preliminary remediation goal (PRG) is a risk-based planning concentration developed after a risk manager specifies an acceptable residual risk. EPA distinguishes PRGs from remedial action levels. Neither label, by itself, demonstrates that the property has completed cleanup; check the final decision and evidence of attainment.

How to interpret groundwater evidence
Look at the well network, not just one water result
Groundwater monitoring evaluates a site through a network of wells and a site-specific set of standards. Read the well map and reports to understand which wells are used to track the source area, the edge of a plume, or possible receptors. Check the contaminants measured, the standard applied at each relevant well, the sampling dates, and the trend over time.
EPA completion materials describe well-by-well evaluation and statistical methods for assessing attainment of pre-established cleanup standards. Look for the regulator’s completion determination and the evidence it relies on, including any required ongoing monitoring. A single passing result from a consumer water test does not establish that a contamination plume is gone or that the site’s groundwater remedy is complete.
Take groundwater restrictions seriously
If the cleanup records prohibit groundwater use, that restriction is material even when remedial construction is described as complete. Do not infer that water is safe to drink, irrigate with, or otherwise use simply because a cleanup status says “complete.” Verify the allowed uses and any remaining conditions with the agency responsible for the site.

What common cleanup terms do—and do not—tell you
| Term | What it indicates | What it does not establish by itself |
|---|---|---|
| Soil screening level (SSL) | A screening tool to identify areas, chemicals, or pathways that may need further evaluation. | A national cleanup level or proof that a property is safe. |
| Preliminary remediation goal (PRG) | A risk-based planning concentration developed after a risk manager specifies an acceptable residual risk. | That the final remedy was completed or that cleanup criteria were attained. |
| Risk-based or restricted-use cleanup | A cleanup designed around an intended use, potentially with residual contamination managed by controls. | Suitability for unrestricted use or for a different future exposure scenario. |
| Groundwater completion | A regulator’s determination that applicable objectives have been met, evaluated against established standards and monitoring evidence. | That one consumer water test proves a plume or remedy is complete. |
| “Cleaned up” or “closed” | A short status label that may indicate a stage or decision in a site’s process. | The scope, date, media, contaminants, assumptions, or continuing restrictions without the underlying records. |
Why home kits cannot certify cleanup
Consumer soil or water kits, handheld meters, and do-it-yourself sampling or protective gear cannot establish that a regulator-approved cleanup is complete. They do not, on their own, show that the correct contaminants, locations, depths, wells, exposure assumptions, or cleanup criteria were considered. A kit result may be useful for a limited question, but it is not a substitute for the site record or an agency determination.
Best Value
If additional sampling appears necessary, discuss the question with the oversight agency and a qualified environmental professional. Site characterization and exposure evaluation are site-specific; sampling design and interpretation should address the contaminant, medium, location, and decision that need to be resolved. Avoid treating an informal home test as regulator-approved verification.
When to ask for help or pause a planned use
Contact the regulator named in the file if you cannot find the completion determination, monitoring reports appear incomplete, the property’s use is changing, a cap or system appears damaged, or restrictions are unclear. Ask for the current status, the documents governing the property, and any next steps before relying on the cleanup conclusion for a new use.
A qualified environmental professional can help reconcile technical reports, understand well networks, or plan site-specific sampling. Where records conflict or a planned activity could disturb contaminated material, do not assume that a general closure label resolves the question; ask the agency how the remedy applies to that activity.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA practical comparison for two cleanup decisions
If you are reviewing multiple reports, agency letters, parcels, or proposed uses, compare the conclusions on the same dimensions instead of comparing their status labels alone:
- Use: What intended use was approved, and are there restrictions?
- Scope: Which contaminants, media, areas, and depths were covered?
- Exposure: Which pathways and receptors were assessed?
- Criteria: What cleanup standards applied, and how did the agency determine attainment?
- Groundwater: Which wells were evaluated, what did trends show, and what is the completion status?
- Controls: What inspections, maintenance, monitoring, excavation limits, or water-use restrictions remain?
- Current conditions: Does actual or planned use still match the approved scenario?
A difference on any of these points can explain why two “complete” sites are not interchangeable. The right conclusion for a property comes from its own regulator’s decision, evidence, and continuing obligations.
