A map intersection is a useful screening result—not, by itself, a finding of legal effect or whether construction is authorized.
1. Find the exact proposal
Start with CBP Environmental Management and look for the project listing for the relevant state, county, Border Patrol sector, or project name. Record the project title, agency, notice date, linked documents, and comment deadline. Project listings and deadlines can change, so check the current notice.

Do not search only for “wall” or “fence.” CBP says environmental planning can cover barriers, roads, lighting, surveillance systems, detection technology, facilities, and maintenance. Those associated activities may have a different or wider footprint than the finished barrier.
2. Get the full footprint, not just the alignment
Review the notice, maps, project description, and alternatives for all proposed work areas: access roads, staging areas, lighting, sensors, water infrastructure, construction zones, and maintenance access. If a map is too broad to locate the work precisely, request the detailed map or GIS data from the project agency before concluding that there is no overlap.

For example, CBP’s August 26, 2025 notice for Hidalgo and Starr Counties, Texas, described approximately 4.7 miles of non-contiguous wall and asked people commenting on a particular area to identify it. The notice’s comment deadline was September 26, 2025, which has passed. That example illustrates why the specific project notice—not a general border map—is needed to establish scope and current opportunities to comment. Read the CBP notice.
3. Screen protected-land boundaries
Use the USGS Protected Areas Database of the United States (PAD-US) as a nationwide first screen. Identify the designation and apparent managing agency for any nearby area, such as a national park or monument, national wildlife refuge, wilderness, other federal public land, or state or local protected area. PAD-US is a screening layer; verify important results against the managing agency’s own boundary or parcel information. USGS PAD-US data overview.

The Department of the Interior’s February 26, 2020 testimony described southern-border federal lands as including parks, wildlife refuges, historic sites, public lands, and wilderness areas. It also said DOI-managed lands covered 40 percent of the southern border at that time. That is historical context, not a current parcel-level measure or evidence that a particular proposal crosses protected land. DOI testimony on border security.

If National Park Service land or resources may be involved, search the NPS Planning, Environment & Public Comment (PEPC) site by park, state, keyword, document status, project type, or NEPA type. PEPC provides park planning and environmental documents as well as public-involvement information. An absent or hard-to-find PEPC entry does not establish that a separate border project has no effect; check with the relevant park and project agency. Search NPS PEPC.

5. Check resources beyond protected-land boundaries
A project can raise resource concerns even when its footprint appears to fall outside a park or refuge. Screen for wetlands, habitat, wildlife movement, water, and cultural resources, then identify the relevant agency or Tribal contact for confirmation.
- Wetlands: Use the USFWS Wetlands Mapper as a screening resource for mapped wetlands. A mapped result is not a site-specific jurisdictional determination. USFWS Wetlands Mapper.
- Species and habitat: Check the project documents for listed species and critical habitat review under the Endangered Species Act, and ask the responsible wildlife agency about any apparent conflict.
- Historic and cultural resources: Look for review of historic properties under the National Historic Preservation Act and for records of consultation with tribes and relevant land or resource agencies.
- Water and wildlife movement: Examine whether roads, barriers, lighting, or related infrastructure could affect water access or wildlife corridors, including areas beyond the mapped boundary of a protected unit.
The Bureau of Reclamation describes NEPA’s objective as improving federal decision-making through early involvement of the public and federal, state, tribal, and local agencies in evaluating proposed actions and alternatives. Its overview also covers environmental and cultural resources. Bureau of Reclamation environment and cultural resources overview.

6. Read the environmental record and check for waivers
Look for the environmental assessment (EA) or environmental impact statement (EIS), the project notice, alternatives, consultation materials, and any Department of Homeland Security (DHS) waiver notice. CBP says its environmental planning includes EAs or EISs and public feedback; its environmental-management page also notes that DHS may waive certain environmental laws, including NEPA, for some border infrastructure projects. The actual process and legal authority are project-specific. CBP Environmental Management.

Do not assume that a standard NEPA review took place, or that a waiver means resource concerns no longer matter. Read the project record and the exact waiver, if one exists. CBP’s Northern Border Programmatic Environmental Impact Statement, Volume 2, July 2012, discusses waiver authority in its historical program context; it is not evidence that a waiver applies to a current proposal. CBP Northern Border PEIS, Volume 2.

7. Confirm apparent overlaps with the agencies
Contact both the project agency and the land manager when boundaries, project details, or effects are uncertain. Provide the project name, map location or coordinates, the dataset and its publication date, and the specific land or resource concern. Ask whether the boundary is current, whether the proposed work reaches the area, and what project records address the potential effect. A desktop map overlay cannot establish every effect, legal status, or authorization.
8. Comment with specific evidence if the window is open
Use the comment channel and deadline stated in the current project notice. CBP invites factual, location-specific input during the stated period. Identify the precise area, attach or cite the map or dataset, name the resource at issue, and explain the likely effect. Keep a copy of the submission and confirmation. For NPS-managed lands, PEPC can show open and past planning materials; an old notice’s deadline should not be treated as current.
How to judge what a map result means
When comparing a protected-area or resource map with a proposal, check what each source actually establishes:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Boundary authority: Is the line from the responsible land manager, or a nationwide screening dataset?
- Scale and precision: Is the project map detailed enough to locate construction and associated work areas?
- Date: When was the boundary or resource layer published or updated?
- What the layer represents: Does it show ownership, a legal designation, or a resource such as wetlands?
- Coverage: Does the project footprint include roads, staging, lighting, operations, and maintenance?
- Finding status: Is this only a preliminary map comparison, or does the project record contain a formal agency analysis?
An apparent intersection warrants follow-up with the agencies. No apparent intersection does not prove there are no effects on habitat, water, cultural resources, or other interests outside the mapped boundary.
