A persistent difference is a useful clue that the offer varies by account or context, but it does not prove that a retailer used your personal profile or willingness to pay to set the price.
Set up a fair comparison
Before comparing prices, make sure both quotes refer to the same offer. Retail pages can differ in ways that look like personalization even when the underlying item price has not changed.

Match the product and seller
- Use the same product identifier, model, size, color, and other variant details.
- Compare the same quantity and seller. On a marketplace, two listings for the same product may come from different sellers.
- Keep membership eligibility and fulfillment method the same, such as delivery versus pickup.
- Record the item price separately from shipping, taxes, service fees, and discounts. Compare the same checkout stage so a fee or promotion is not mistaken for a change in the listed price.
Match time and market
Take screenshots or notes as close together in time as possible. Keep the store, location, currency, and availability consistent. Prices and offers can vary with time, location, sales channel, inventory, demand, and other market conditions; a comparison across different markets may not be measuring the same offer. The FTC’s 2025 staff report discusses data-informed pricing and product selection, while the OECD Secretariat background note describes factors that can complicate comparisons.

Test one condition at a time
- Save the starting quote. Record the exact item and seller, item price, fees or discount, availability, fulfillment method, location, currency, and timestamp. Capture the page or checkout screen if practical.
- Compare account states. Check the quote while signed in, then in a separate clean browser session. Keep the product, store, location, and other conditions unchanged.
- Change another signal only if you can control the rest. Browser, device, or location comparisons can be informative only when the same offer and market conditions remain stable. Changing location can also change the store, currency, shipping, or available inventory.
- Repeat the observations. A difference that appears once may reflect a price update, a promotion, or another temporary change. Repeating the same comparison helps show whether the quote varies consistently with the condition you changed.
- Describe exactly what changed. Note whether it was the item’s price, a discount, a fee, availability, or search-result placement. Those are different outcomes.
Separate price changes from product ranking
A retailer may show different search results or put products in a different order without changing the price of a particular item. To test a price, open and compare the same product listing and seller rather than comparing the first result on two pages. FTC staff described hypothetical examples in which customer signals could affect product ranking as well as prices; a different placement alone does not establish that the item’s price changed.

What a price comparison can establish
A repeatable difference shows that the observed quotes vary under the conditions you tested. It does not, on its own, identify why they differ or prove that the retailer inferred your willingness to pay from an individual profile. Ordinary price variation can result from supply and demand, time, location, sales channel, inventory, or promotions.
The FTC’s 2025 initial study findings say intermediaries can make consumer data available to retailers. Tracked behaviors discussed in the report include location, demographics, mouse movements, and items abandoned in a cart. The report’s examples are hypothetical and based on aggregated or anonymized material, so they support the plausibility of data-informed pricing and product selection—not a conclusion about any particular shopper’s quote. In the same release, FTC Chair Lina M. Khan said, “Initial staff findings show that retailers frequently use people’s personal information to set targeted, tailored prices for goods and services—from a person’s location and demographics, down to their mouse movements on a webpage,”

An OECD Secretariat background note from 2018 reports that a study using real and synthetic accounts found some form of personalization on 9 of 16 e-commerce websites. The note describes controls intended to reduce noise, including identical-account controls, and says discounts and coupons were not covered. That figure belongs to the study described in the 2018 note; it is not a current estimate for all websites and says nothing definitive about an individual retailer’s offer.

Private browsing can clear locally saved browsing history when a session ends, but it does not stop websites from seeing online activity. Cookies, pixels, device fingerprinting, advertising identifiers, and cross-device tracking may still affect what a site can associate with a visit. Clearing cookies or using a private window changes some conditions; it does not make a comparison anonymous or conclusive. A VPN or location change may put you in a different market or affect shipping and availability, which can confound the comparison. The FTC explains these tracking limits in its online privacy guidance.

You can review browser and account privacy settings, limit location access where it is not needed, and inspect a site’s cookie choices. These steps may limit some tracking, but they cannot establish whether a price was personalized.
Ask the retailer and keep useful records
If a difference persists, contact the retailer and ask whether the offer is account-specific and what factors determine it. Keep the dated screenshots or notes so you can identify the exact product, seller, and quote. A clear record is more useful than a general report that two pages looked different.

U.S. policy status as of October 2026
On August 19, 2026, the FTC announced a draft enforcement policy statement about personalized pricing and sought public comment through September 18, 2026. The release says undisclosed use of personal data for personalized pricing could violate the FTC Act. It was a draft open to comment, not a final rule or a blanket ban; the FTC release was updated August 31, 2026 to correct an earlier error.
