For a U.S. export-control check, identify the exact graphics-card model and SKU, obtain its current Export Control Classification Number (ECCN), and compare the ECCN’s control reasons with the rules for the item’s ultimate destination. Then check the recipient, intended use, and any special destination or transaction controls. A product name or retailer listing alone cannot establish whether a particular sale or shipment is allowed.
This guide covers the U.S. Export Administration Regulations (EAR). The answer for an individual transaction also depends on its jurisdiction, item, seller, destination, parties, and intended use.

What information to gather first
Before checking a classification, write down the facts that define the transaction. A card sold domestically, an export, a reexport from another country, and a transfer within a country may not be treated the same way.
- Manufacturer, complete model name, and SKU or part number
- Seller and the card’s current location
- Country of ultimate destination, not just the address of a shipping intermediary
- Recipient and end user
- Intended use
- Whether the transaction is a domestic sale, export, reexport, or in-country transfer
These details matter because destination-based licensing and separate end-user or end-use rules can affect the same transaction.

Find the ECCN for the exact card
An ECCN is an export classification in the Commerce Control List (CCL). Ask the card manufacturer or seller for the current ECCN for the complete model or SKU. Do not assume that a chipset family, a similar card, or a retailer’s marketing description establishes the classification of the card you are buying. BIS notes that ECCNs can change, so verify the information against the current CCL.
There are three practical classification routes:
| Route | What it involves | Useful when |
|---|---|---|
| Ask the manufacturer or seller | Request the current ECCN for the exact model or SKU. | You need product-specific information and the manufacturer can identify the item. |
| Self-classify | Review the technical specifications and apply the CCL Order of Review. This requires technical knowledge and familiarity with ECCNs. | You have the necessary product details and classification expertise. |
| Request a BIS classification | Submit a commodity-classification request through SNAP-R, or seek help from a BIS export counselor. | You need an agency classification or assistance applying the rules. |
BIS describes these routes but does not say that every consumer buyer must use one particular route. Its classification guidance explains the options.

Compare the ECCN with the destination rules
Once you have the ECCN, read its License Requirements entry and note the reasons for control and the corresponding Country Chart columns. Then find the ultimate-destination country’s row in the Commerce Country Chart. A marked cell for a relevant control reason can indicate that a license is required, subject to applicable license exceptions and other EAR provisions.

A chart result is not a stand-alone approval or denial. The chart comparison answers only part of the question; the transaction may also be affected by end-user, end-use, restricted-party, diversion, origin, or other requirements. Check the current ECCN and rules when making the decision, because classifications and controls can change.

Review special destination and transaction controls
Destinations where the Country Chart does not apply
BIS says the Country Chart does not apply to Cuba, Iran, North Korea, or Syria. For those destinations, consult the relevant provisions in EAR parts 742 and/or 746. Russia has additional requirements under Part 746. Use the applicable destination-specific provisions rather than treating a Country Chart result as sufficient. See BIS’s Country Chart information and the current EAR.
End users, end uses, and restricted parties
Check whether the recipient or end user, intended use, or possibility of diversion triggers a separate restriction. These checks can matter even if the destination-chart comparison alone does not show a license requirement. Consult BIS’s guidance on end-use controls and restricted-party screening.

Advanced-computing guidance
BIS’s May 13, 2025 guidance on General Prohibition 10 (GP10) addresses certain advanced-computing integrated circuits developed or produced by companies located in, headquartered in, or ultimately owned by companies headquartered in Macau or Country Group D:5 destinations, including China. The guidance concerns specified dealings and use; it is not evidence that every consumer graphics card is covered or restricted. Apply it only after identifying the relevant item and transaction facts. Read the BIS GP10 guidance.

An ECCN is an input to the analysis, not a universal “approved” or “blocked” label. Whether a license is required can depend on the classification’s control reasons and the destination, while separate provisions may depend on the end user, end use, origin, or transaction type. A license exception may be available only when every applicable condition is met.

Likewise, EAR99 does not mean unrestricted. BIS says EAR99 items generally do not need a license in most situations, but a license may still be required because of a prohibited or restricted end user, end use, or destination of concern. See BIS guidance on classifying items.
Keep a record of the basis for the decision
For practical recordkeeping, retain the model and SKU, date checked, classification evidence, ultimate destination, recipient, intended use, chart result, and any applicable license or exception documentation. This checklist is a prudent way to document the factors in the analysis; BIS’s cited pages do not prescribe this exact consumer checklist.
Check current official information before a transaction
Use BIS’s interactive Commerce Control List and Commerce Country Chart for current references. BIS reports that the interactive CCL tool reflected the eCFR as of September 11, 2026, and cautions that its tools do not replace the official Code of Federal Regulations or Federal Register. Verify the current rules and classification at the time of the transaction.
