To find out who qualifies, read the named program’s current eligibility rules and application instructions. There is no single rule for every government payment, and a benefit finder is a starting point—not an approval or promise of money.
Verify the offer before you respond
Pause if an unexpected call, text, email, advertisement, or social post promises “free money.” Do not use a phone number, link, QR code, or payment instruction supplied only in that message. A demand for money or sensitive personal information in exchange for a promised benefit or grant is a serious warning sign. Caller ID can be spoofed, so an apparently official number is not proof that the contact is genuine.

Instead, find the agency’s website or contact details independently, such as through USAGov’s Benefit Finder or its page on government benefits. USAGov warns that promises of “free money” from the government are often scams; government impersonators may use calls, texts, or email to seek money or personal information. See its guidance on government impersonation scams.

Start with the exact name of the claimed program, if you have it, and determine which agency administers it. Programs may be federal, state, territorial, tribal, or local, and the right rules and contact route depend on the jurisdiction. The Benefit Finder lets people explore programs by life event or category and directs them to program information and application steps. Its results are leads to investigate, not an individual eligibility decision.

If an offer does not name a recognizable program or agency, do not treat a convincing-looking logo or official-sounding name as verification. Look for the program on the responsible agency’s independently located official site, then contact that agency using details published there. Each program has its own eligibility rules, application process, and deadlines.
Check whether a government check is genuine
If you received a paper government check, look in the memo or issue-type area for a payment reason or authorizing agency. Contact that agency through independently verified contact information. USAGov’s guidance on government checks and payments points recipients to Treasury’s Check Verification System to check whether a check is legitimate and government-issued. If you cannot identify the issuing agency, USAGov lists the Bureau of the Fiscal Service Call Center, 1-855-868-0151, as a way to ask which agency authorized the payment; confirm current contact details on the live official page.

Check verification answers a narrow question about the check itself. It does not establish that you qualify for a different program, validate an unsolicited message, or tell you whether an application is approved.
Determine who qualifies
Once you have confirmed the program and administering agency, use that program’s current official instructions. Review the conditions applicants must meet, any evidence or documents required, how to apply, and the deadline. Do not assume a payment is automatic or available to everyone because an advertisement uses broad language.
Rank #3
When comparing possible programs, check these details:
- Agency and jurisdiction: Confirm that the rules apply where you live and that you are using the appropriate federal, state, territorial, tribal, or local office.
- Eligibility conditions: Read the program’s own requirements and any required evidence; criteria differ by program.
- Application route: Follow the official method and submit information only through the channel the administering agency identifies.
- Deadline and status: Note the application deadline and use the agency’s official contact route for questions about an application or payment.
- Payment type: Establish whether the offer concerns a benefit, grant, loan, refund, or another payment, because each has a different purpose and process.
Know the difference between benefits, grants, and loans
Government payment claims can blur categories that work differently. USAGov describes benefits as assistance that may help with food, health care, housing, utilities, and other living costs; each benefit has its own rules. Federal grants typically support states and organizations rather than an individual’s personal expenses. Government loans may help with education, housing, or business needs, but must be repaid under their terms. Use USAGov’s pages on benefits, government grants, and government loans to find the appropriate official route.

Report suspected impersonation and resolve payment problems
If you suspect someone is impersonating a government agency, use the reporting guidance from the Federal Trade Commission and USAGov. Do not continue through contact details or payment instructions in the suspicious message. For tax-related impersonation or a missing, late, or incorrect benefit, use the route provided by the relevant agency rather than replying to an unexpected contact.
