Check the movement’s legal basis first, then match the appropriate invoice or other prescribed document to the goods and parties. Where an e-way bill is required, verify its current validity and compare its latest Part B vehicle number with the truck; if the supplier is covered by e-invoicing, verify the IRN and signed QR through an official Invoice Registration Portal (IRP) facility. These checks assess document consistency, not complete GST compliance or input-tax-credit eligibility.
Why there is no single GST document for every goods vehicle
A vehicle does not carry one universal document that proves every goods movement is compliant. What should accompany a consignment depends on why the goods are moving, the transaction and the rules that apply to that movement. A taxable sale may call for a tax invoice; an exempt supply or a supply by a composition taxpayer may call for a bill of supply; and certain movements that are not supplies may use a delivery challan. Other prescribed documents or exceptions can also be relevant.

That distinction matters at a roadside or receiving-dock check. The absence of a tax invoice is not, by itself, proof of a violation if the movement is one for which another document is permitted. Conversely, a document that looks complete does not establish that its details match the load or that every other applicable requirement has been met.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe practical test is a match across four things: the reason for movement, the document appropriate to that reason, the goods and parties named in the document, and—where e-way bill rules apply—the live e-way bill record and the vehicle actually carrying the goods. E-invoice verification is an additional check only when the supplier falls within the notified class.

Step 1: Establish what is moving and why
Before inspecting the paperwork, identify the consignment and the transaction or movement behind it. Ask the person responsible for the load whether it is a taxable supply, an exempt supply, a job-work movement, a return, or a movement for another reason. Record the stated reason and destination. The answer determines which document to look for and whether a missing or different-looking document needs further explanation.
For taxable goods, section 31 of the Central Goods and Services Tax Act (CGST Act) generally requires a registered supplier to issue a tax invoice before or at removal when the supply involves movement, or before or at delivery or making goods available in other cases. The provision is subject to prescribed rules and exceptions, so do not apply the general rule without considering the facts.
A bill of supply may be appropriate for an exempt supply or for a person paying tax under the composition scheme, under section 31(3)(c). A delivery challan is permitted for specified transport situations under Rule 55, including certain movements for reasons other than supply. When a challan is used in lieu of an invoice in the circumstances covered by the rule, the applicable declaration under Rule 138 must also be considered.
These document labels are not interchangeable. Nor does the label alone settle whether the document is valid for a particular movement. The check is whether the stated movement fits the legal basis for that document and whether the other rules applicable to the consignment have been followed.
Questions to ask at the start
- Who is sending the goods, who is receiving them, and where are they going?
- Is this a supply, a job-work movement, a return, or another movement?
- What document is being presented, and why is that document appropriate to this movement?
- Does the route, consignment and transaction require an e-way bill under the current rules and applicable notifications?
- Is the supplier within the current e-invoice requirement, or is an IRN not expected for this supplier?
If the movement’s basis is unclear, resolve that question before treating a tax invoice, bill of supply or challan as the only acceptable document. Specific cases can depend on current Rule 138 provisions and central or state notifications for the goods and route.

Step 2: Match the applicable invoice or other document to the load
Once the movement’s basis is understood, inspect the document that applies. For a tax invoice, Rule 46 of the CGST Rules sets out prescribed particulars. Compare the document with the consignment and the transaction rather than checking only that a form exists.
| Check | What to compare | Why it matters |
|---|---|---|
| Supplier identity | Supplier’s legal name and GSTIN against the party said to be making the supply. | A mismatch can indicate that the paper does not relate to the stated supplier or movement; a visual match does not confirm filing or payment of tax. |
| Invoice reference | Invoice serial number and issue date. | These identify the document and help distinguish it from other transactions or consignment papers. |
| Recipient details | Buyer or recipient information where applicable, including the stated destination. | Compare the named recipient and destination with the load’s actual route and intended delivery. |
| Goods | Description, HSN, quantity and unit of measurement. | The paperwork should describe the goods actually being transported, not merely a broadly similar product. |
| Values and tax | Total and taxable values, tax rate and tax amounts. | Look for internal consistency and whether the figures correspond to the described transaction. |
| Load and destination | Physical goods, package or consignment information, and delivery destination against the document. | Material differences need an explanation from the responsible party; do not assume a mismatch is harmless or proof of a violation without checking the facts. |
Do not treat a correct-looking GSTIN, a plausible invoice number or a completed tax calculation as independent proof that the supplier reported the transaction or paid the tax. This is a consistency check between a document, parties and load—not a tax return audit.
If the document is a bill of supply or delivery challan
Use the same basic matching discipline, but judge the document against its own permitted purpose. For a bill of supply, establish whether the exempt-supply or composition-scheme basis is relevant. For a delivery challan, establish whether the movement fits a Rule 55 situation and whether any associated declaration requirement applies. Compare parties, goods, quantity, destination and movement details to the actual consignment.
If someone presents a challan for a movement that appears to be a sale, or a tax invoice for a movement described as job work, ask the responsible supplier or transporter to explain the transaction basis. The document type alone does not answer the question. Avoid declaring a consignment unlawful based only on an apparent label mismatch before considering the transaction and applicable rules.
Step 3: Check the e-way bill and the actual vehicle
When an e-way bill is required, inspect the current record in the official e-way-bill system. Check that the consignment and document information correspond to the goods and transaction, review the route-related information and confirm the validity status shown in the live system. The existence of an e-way bill number on a printed page is not enough if the current system record shows different details or the bill is no longer valid.

For road transport, compare the vehicle number recorded in Part B with the registration number on the vehicle carrying the goods now. Use the latest vehicle details in the record, not an earlier number on an old printout or message. GSTN’s Welcome Kit for New Taxpayers describes the requirement for the consignment’s latest vehicle number and updating Part B when vehicle details change. If a vehicle has changed during transit, the transporter or taxpayer responsible for the record may need to update it as required.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →A number mismatch is a discrepancy to resolve, not a complete legal conclusion. It may reflect a change of vehicle for which an update is needed, an outdated copy, an entry error or a more substantive problem. Record what you observed, ask the responsible party to check the live record and applicable rules, and avoid asserting a legal outcome without the circumstances.
Validity periods and extensions
GSTN’s Welcome Kit for New Taxpayers describes e-way-bill validity as one day for every 100 km or part thereof, and one day for every 20 km for over-dimensional cargo. It also describes an online extension within eight hours before or after expiry. The Kit’s publication date is not stated; these are operational requirements that may change. Check the validity and any extension status in the current portal record and confirm the current rules rather than relying on a remembered calculation or an old printed document.
The live status is especially important where the vehicle, route or expected delivery timing has changed. Do not calculate a fresh expiry time from a distance estimate alone when the system displays the applicable record. If the record appears expired or the route information no longer fits, refer the discrepancy to the person responsible for the e-way bill and consult current Rule 138 requirements for the facts of the movement.
Step 4: Verify an e-invoice QR when e-invoicing applies
An e-invoice is an invoice registered through an Invoice Registration Portal (IRP), associated with an Invoice Reference Number (IRN) and signed QR code. It is not a requirement for every GST-registered supplier or every invoice. Rule 48(4) applies to classes of registered persons as notified, and those classes and coverage criteria should be checked against current official GST material.

If the supplier is covered, inspect the invoice’s IRN and signed QR code and verify them using an official IRP verification facility. A GSTN-powered IRIS IRP verification page states that its QR tool validates the code and displays digitally signed invoice details. Compare the returned details with the invoice and load, including:
- Supplier and buyer GSTINs.
- Invoice number and invoice date.
- Invoice value and HSN information.
- IRN and IRP digital signature information.
A successful QR scan is useful only if the returned particulars correspond to the document and consignment under inspection. If details differ, keep a record of what the verification facility returned and refer it to the supplier or responsible tax professional rather than assuming the paper or scan is correct.
Do not demand an IRN or QR from every supplier as a condition of accepting any GST document. First determine whether the supplier belongs to a notified class that must issue e-invoices. For a covered taxpayer, Rule 48(5) says an invoice issued otherwise than as specified under that sub-rule is not treated as an invoice. This is a material consequence, but applying it requires establishing coverage and the circumstances, not merely observing that a QR is absent.

A field check is most useful when it records precise observations rather than conclusions. Note the document type and stated movement reason, the supplier and recipient identities, invoice reference and date, goods and quantity, values, e-way-bill status and validity, actual vehicle number versus Part B, and IRN/QR verification results where applicable. Record the date and time of the check if it helps identify which live record was reviewed.

For each mismatch, identify who can resolve it: the supplier may clarify the transaction or correct invoice information; the transporter or taxpayer responsible for the e-way bill may need to check or update vehicle details; and a tax professional may need to assess a disputed movement or legal requirement. Keep the observation neutral: for example, “vehicle registration observed differs from Part B shown in the current record” is more precise than declaring the entire transaction invalid.

Common findings and sensible next steps
- Document type does not seem to fit the stated movement: ask the supplier or person in charge to explain the transaction basis and identify the applicable rule before drawing a conclusion.
- Goods, quantity or destination differ: record the specific difference and ask the responsible party to reconcile it against the invoice, challan and consignment.
- Vehicle number differs from Part B: ask the transporter or responsible taxpayer to check the live record and update it if required under the current rules.
- E-way bill appears expired: verify the current system status and any extension; do not rely on a stale printout or an assumed grace period.
- QR verification fails or returns different details: compare the scanned code and returned particulars with the invoice and refer the discrepancy to the supplier.
- Supplier says no IRN is required: check whether e-invoicing applies to that supplier under current notifications rather than treating the absence of an IRN as conclusive.
Where a legal consequence is disputed, the applicability of the underlying rule and any relevant notification must be assessed on the full facts. A roadside document review is not an adjudication.
What this check can—and cannot—establish
A consistent set of documents supports the conclusion that the paperwork, described transaction, load and vehicle details agree at the time checked. It can surface obvious errors, stale vehicle details, expired validity or a QR mismatch that should be followed up. It cannot establish the supplier’s complete GST position, prove that tax was filed or paid, or guarantee that every condition for a particular supply has been met.
It also cannot determine the recipient’s entitlement to input tax credit on its own. Rule 36 lists documentary conditions for claiming credit, but a vehicle inspection is not a complete ITC assessment. Credit eligibility can involve further rules and facts beyond whether the driver has a document that matches the goods.
Finally, e-way-bill and e-invoice requirements include thresholds, exemptions, goods-specific provisions and other conditions that can depend on the route and transaction. The sources establishing the basic document, vehicle and QR checks do not enumerate every current state or territory exemption or every Rule 138 scenario. For a specific consignment, check the current central and state notifications and the applicable provisions for its goods, route and movement reason.
