Before paying, check the item’s own description and the seller’s current terms. Confirm whether you are buying, renting, or accessing it through a subscription; whether downloads are allowed and usable offline; how long access lasts; and whether your account, app, device, or DRM controls access. A downloaded file does not by itself prove ownership or a permanent right to use it.
Start with the transaction, not the “Buy” button
Storefront labels are not enough to establish how long you can use digital content. Identify what the transaction actually provides: a one-time licensed use, a rental for a stated period, or access tied to an active subscription. The seller’s terms and the specific item’s conditions define the arrangement.

For example, PlayStation’s US terms distinguish video rentals, other licensed content described as available for an indefinite duration, and content supported by advertising or promotions. The terms also say store purchases grant a personal, private, non-commercial license rather than ownership of the product. These are US PlayStation examples; check the terms for your own region and the particular item. PlayStation terms

- Open the item’s description. Look for its usage conditions and any stated term, format, device requirements, or subscription restriction. PlayStation recommends reviewing both content descriptions and usage terms.
- Read the store’s general terms. Search the terms for “duration,” “indefinite,” “authorized term,” “subscription,” “offline,” “download,” “redownload,” “withdrawal,” “availability,” and “termination.” Follow any link from the item page to additional license terms.
- Confirm what “download” means. Find out whether you can save a local copy, whether it can be played or used offline, and whether the app needs periodic internet access or authentication. A general store feature does not prove that a particular item supports it.
- Check account and device limits. Look for required software, activation limits, supported devices, device replacement rules, territory restrictions, and whether the content is tied to your account. Also check whether the account or content can be transferred.
- Check portability and DRM. Determine whether the file works outside the seller’s app or ecosystem, and whether copying, transferring, or reselling it is restricted. Digital rights management (DRM) and account controls can limit use across devices; the Federal Trade Commission’s consumer guidance explains why a digital purchase may not work like a physical one.
- Find out what happens if access changes. Look for terms on removal from sale, loss of a rights-holder’s license, service closure, and termination. Check whether the seller promises continued access, a replacement, or another remedy.
- Save the item page and terms. Keep a copy or record of what the page and applicable terms said when you purchased. This can help document the transaction, but it does not guarantee continued access or override the contract or local law.
Separate downloading, offline use, and keeping
These are different questions. “Download” can describe how content is delivered or stored, not the duration or scope of your license. The EU directive gives downloading and storing an e-book as an example of a single act of supply; the related terms define the rights attached to it. Directive (EU) 2019/770

- Can I download it? Check whether the item permits a local copy, and whether that copy must remain in a particular app or format.
- Can I use it offline? Check whether offline access is explicitly allowed, whether it expires, and whether the app requires periodic verification.
- Can I keep using it? Look for a duration or termination clause. A local file can remain on a device while becoming unusable because of an expired rental or subscription, account restrictions, DRM, or a service change.
- Can I get it again later? Redownloading is separate from downloading it the first time. Check whether the seller commits to future redownloads and what happens if the item is withdrawn or the provider loses distribution rights.
How platform examples illustrate the differences
The examples below show why the exact storefront, region, and item matter. They are not universal terms for every service or country.
| Store or framework | What the cited terms say | What to verify for your purchase |
|---|---|---|
| PlayStation Store (US terms) | Purchases provide a personal, private, non-commercial license, not ownership. Video may be rented; other licensed content may be offered for an indefinite duration; advertising or promotions may support some content. Downloading, device limits, account association, and availability vary by category and item. PlayStation terms | Read the item’s usage terms and description, and confirm its duration, device and account rules, and continued availability. |
| Apple Media Services (Ireland terms surfaced in the cited material) | The transaction acquires a license to use content. The Ireland terms say content may become unavailable for further download or access after purchase, for example if Apple loses relevant provider rights; the terms describe this as unlikely. This regional example is not a statement of every Apple storefront’s current terms. Apple Ireland terms | Check the terms for your country and whether they address continued access, redownloads, and loss of provider rights. |
| Steam | The Subscriber Agreement describes a non-exclusive right to use content and services for personal, non-commercial use. Steam Subscriber Agreement | Read the agreement and product-specific conditions rather than assuming a game purchase gives unrestricted software ownership. |
| Kindle Store (UK terms) | Kindle content is licensed for personal, non-commercial use through Kindle software or as otherwise permitted by the service, subject to supported-device terms. Subscription content is tied to an active membership. Kindle Store terms | Check the terms for the Amazon marketplace where you are buying, supported devices, and whether the content depends on an active subscription. |

If you are choosing between stores or formats, compare their actual terms for the same content rather than treating “buy” or the presence of a download button as a guarantee.

- Duration: Is access a rental window, limited to a subscription, or described as indefinite? “Indefinite” does not necessarily answer every question about withdrawal or future service availability.
- Download and offline use: Is a local copy allowed, can it be used offline, and is periodic authentication required?
- Account and devices: Which devices and apps are supported? Are activations limited? Can you move the content or account?
- Redownloads and withdrawal: Can you redownload after removal from sale, or if the provider loses rights? Are those outcomes addressed in the terms?
- DRM and portability: Can the file work outside the seller’s ecosystem, or do technical controls limit copying and transfer?
- Remedies and location: Which country’s consumer protections apply, and what do they cover if the content is faulty or unavailable?
What consumer law can—and cannot—tell you
Consumer protections depend on your location, the transaction, and the facts. In the EU, Directive (EU) 2019/770 has applied since 1 January 2022 after member states transposed it into national law. The European Commission describes remedies for faulty digital content and services, including asking the trader to fix a problem and, if it persists and the applicable conditions are met, seeking a price reduction or terminating the contract for a refund. This framework does not create a universal promise that every digital purchase will remain available forever. European Commission: digital contract rules
