Start with the parcel and the city or county that controls land use there. Search its planning and zoning records by address or parcel number, then check the relevant state environmental permit records. A news report, project map, utility announcement, or land sale can point you toward a proposal, but only the current official record can confirm its status.
Start with the property and the right local authority
- Identify the parcel. Look up the property address or parcel number in the county assessor’s records or local GIS map. Note the municipality and county; if the property is near a boundary or outside city limits, verify which government has land-use authority.
- Find the planning or zoning portal. Search the responsible city or county website for planning applications, permits, zoning cases, public notices, hearing agendas, staff reports, and project pages. Use the address and parcel number, then search the applicant, developer, project name, and related company names shown in any filings.
- Open the underlying documents. Record the case number and read the application, site plan, latest staff report, decision, and any appeal information. A project summary page may not show the latest status: San José says current applications can be searched by address or permit number and tracked in its permit system, while warning that its summary list is updated monthly and may not reflect current permit status. See San José’s data center and large energy-use project page.
Understand what a project’s status means
Do not treat an announcement as an approval or an application as permission to build. A proposal may pass through public discussion, pre-application consultation, a filed application, public review or a hearing, local approval, environmental or other permits, and construction. The sequence and required hearings vary by location, and some uses may be reviewed administratively.

- Public discussion or announcement: a lead to investigate, not proof that a formal application exists.
- Pre-application: discussions may be underway, but a formal filing may not yet be available.
- Filed application or permit request: the project is seeking review; it has not necessarily been approved.
- Local approval: a land-use decision has been made, subject to any conditions or appeal process. Separate permits may still be required.
- Construction: evidence of construction is distinct from a proposal or approval; check the dated official record for the current stage.
Zoning can also make a proposal less visible. Prince Edward County, Virginia, says its specific HIT Park site is zoned to allow data centers by right, with later permit applications and site plans reviewed administratively. The county says it shares additional information through public meetings, Board agendas, public records, and other channels. That is a site- and locality-specific example, not a rule for other places. See the county’s HIT Park Data Center FAQ.

Check environmental permits separately
Local planning records address whether a use is proposed or allowed at a site. State environmental records are a separate evidence stream: search the state agency’s permit database by county, company, project name, and facility. A state permit does not establish local land-use approval, and a planning approval does not prove that all environmental permits have been obtained.

Oklahoma DEQ says pending Tier II and III applications and supporting documents are available for public review, and that its records include issued and pending data center-related permits. The agency also says it does not regulate land-use decisions or decide where a data center may locate. Its page explains that other agencies handle matters such as water quantity and electric rates; responsibilities differ in other states. See Oklahoma DEQ’s data center information.
Depending on a project’s activities and scale, documents may concern air emissions from emergency generators, cooling water, wastewater discharge, stormwater, or on-site fuel storage. Minnesota’s Pollution Control Agency identifies these as topics that may involve environmental review or permits. They are useful search terms, not a checklist of permits that every data center must obtain. See the Minnesota Pollution Control Agency’s data center page.

If the online search finds nothing
A blank search is not conclusive. The project could be filed under a broader industrial or technology use, use a different applicant or landowner name, qualify for administrative review, or be missing from a lagging summary page. Contact the planning department or clerk with the address or parcel number and ask:

- What case or permit number applies, what stage has it reached, and where are the documents posted?
- Which office has land-use authority, especially if the site is near a municipal boundary or outside city limits?
- Which other agency may hold relevant permits or records?
Follow the agency’s public-records request process for documents that are not online. Keep the case number and the name of the assigned planner or permit contact so you can ask about the latest dated filing or action. San José’s application search guidance and Prince Edward County’s FAQ also illustrate why checking more than a summary list or hearing notice can matter.

Keep a record of what you find
For each result, note the details that let you verify and follow the case:
- Exact site address and parcel number, plus the city or county with land-use authority.
- Applicant, developer, project or site name, and related legal entities listed in the documents.
- Planning case and permit numbers, document dates, and the official page where each record appears.
- Current stage, latest action date, next hearing or comment deadline, and the relevant agency contact.
- Existing zoning and the requested action: by-right use, conditional or special-use approval, rezoning, or another review.
- Available environmental and technical documents, including what they say about traffic, noise, generators and air emissions, water use and discharge, stormwater, power infrastructure, or fuel storage.
If you are comparing proposals, compare the same things for each: stage and certainty, zoning and land-use approvals, site boundaries and nearby sensitive uses, documented infrastructure and environmental impacts, and public comment dates. Do not infer that a project is approved because a permit application exists, or that it is being built because it has an approval.

Use state project maps as leads, not a substitute for local records
Pennsylvania’s August 18, 2026 executive order directs environmental permit reviews under the GRID framework and says the Department of Environmental Protection will not issue a permit unless required local approvals have been received. The Commonwealth also announced a public map of proposals that had engaged with DEP. For residents of Pennsylvania, these can help identify projects to investigate; the map is not a nationwide database and does not replace the local planning record. See the Commonwealth’s August 18, 2026 release on Executive Order 2026-05.
That release reported that more than 100 projects appeared in publicly sourced databases, 58 had engaged with DEP to discuss permitting at some level of formality, 15 had applied for at least one DEP permit, and five had received all permits necessary for their first phase of development. These figures describe Pennsylvania’s pipeline as reported by the Commonwealth in 2026; they are not a national count.
